Council Minutes of Meeting 7:30pm, Thursday 28th May 2015 at Trefeglwys Village Hall Meeting Room

Approval of Minutes from Community Council Meeting 23rd April 2015 proposed by Cllr Derrick Pugh and seconded by Cllr Beryl Crone.

Matters Arising:

The Old School - As we have still not received any information regarding the old school site from Mr Ted Jones it was agreed to write a letter to Mr Chris Jones enquiring whose appliances had been left outside on the back yard of the old school also informing Mr Chris Jones that we have written to the owner Mr Ted Jones.

Zoar Chapel Update – Cllr Beryl Crone informed councillors that Mr Alun Bunford had telephoned her asking for an update on Zoar Chapel. The plaster inside will have to be removed and re- decorated . It was agreed that Cllr Rhiannon Jones would contact Cllr David Jerman to find out more on the matter.

Website Maintenance – We are still waiting for an invoice from Mr Roger Malvern of Upperbridge Enterprises for Website Maintenance. Cllr Derrick Pugh agreed to contact Mr Malvern.

Highways Water on Road – County Cllr Graham Jones has spoken to Mr Emlyn Jones regarding the water by the Cyffiau Farm and the Penwtra Ditches have been dealt with.

Accounts - Mrs Alex Wilson Mills has now completed the accounts and Ms Jackie Pugh has agreed to check over them. Thanks extend to both parties for their work.

Insurance Trefeglwys Community Council have already paid the Inspection fee for the community playground but the question arose who pays the Insurance for the playground. The Memorial Hall Committee have been contacted and they are responsible for paying the Insurance.

Attendance Registers – The clerk is in the process of updating the attendance registers from 2013. These will be placed on the website as requested.

 One Voice Area Committee Meeting will be held at 7.00pm on Wednesday 10th June 2015 at the Community Centre, Castle . Cllr Derrick Pugh will be attending  Revenue Grant letter requesting precept amounts. It was agreed to apply for £1,000 for Trefeglwys Memorial Hall and £300 for Hall.  Mid Wales Housing Shared Ownership letter.  SLCC Magazine and letter  Post Office letter Temporary Closure – update. Options are being explored of outreach services but no interest has been received for applications for the post. It was agreed to pass on a copy of the letter to Mr Chris Shepperd the new owner of the community shop building.

All email corresponence received had previously been forwarded to community councillors. No correspondence was raised by councillors for discussion as not considered appropriate for Trefeglwys Community Council

Application Ref: 297216.61/291429.69 for VAR: Application to discharge second Schedule 2(b) and 2(c) and Third Schedule of S106 planning obligation agreement attached to M/2005/0260 at Brooklyn, Brynderwen Lane, Trefeglwys, , Powys. No objections and Cllr Arthur Williams declared and interest and vacated the room.

Application Ref: P/2015/0476 Grid Ref: 296551.51/289980.93 for Full: Erection of rural Enterprise workers dwelling at Grandstand, Trefeglwys, Caersws, Powys. The Trefeglwys Community Council has no objection to the proposed planning application. A letter will be sent with supporting comments saying that the council feel that more jobs can be created locally in the community which create full time employment in the area. This also expands local business and helps sustain viability of local interest.

Chairman / Councillors Comments:

Cllr Beryl Crone passed on a Register of Members Interests form which may be used at some time.

Mr Alun Bunford wished to know if there was any progress on the proposed footpath. County Cllr Graham Jones reported that work should be carried out in this financial year. A letter will be forwarded from Russell George and they will do their utmost to carry out the work as soon as possible. Cllr Beryl Crone will inform Mr Bunford.

County Cllr Graham Jones presented a letter regarding the Day Centre in . A meeting will be held in Llanidloes Church Hall at 7.00pm on Thursday 11th June 2015 to meet with senior figures from who are engaged in reviewing the day care provision in the County, with a view to making savings. Cllr Beryl Crone said she was already attending and Cllr Derrick Pugh said he would do his best to try and go.
