There is a wide range of diversity among the four countries in terms of historical backgrounds, geographic locations, and the international roles that they have played. But, they have all shared at least one common characteristic: these divided nations are products of the Cold War, dividing along political and ideological lines: communist v. capitalist. Therefore, they all have to answer a series of questions with regard to conflict resolution and political de­ velopment in each society: How should the current political and eco­ nomic systems on both sides be dealt with? What kind of relationship should exist between communist and non-communist political forces? And how can national unification be achieved by peaceful means? Hence, the issue of national unification can be effectively linked to broader research topics such as conflict resolution and political devel­ opment. Studies on conflict and conflict resolution have increasingly drawn attention from specialists in international relations, whereas political development (process of democratization, for example) has remained a favorite topic among scholars of comparative politics. The divided nation cases of China, Korea, Germany, and Vietnam will cer­ tainly provide useful examples for the examination of these theoretical as well as practical issues. The evolution of the Cold War (from the peak in the 1950s and 1960s to its end in the late 1980s and the post-Cold War era in the 1990s) and the changing international environment have inevitably played a significant, if not a decisive, role in the internal and external politics of the divided nations. The radical changes in the Soviet Union, the collapse of communism in Eastern Europe, the internal up­ heaval of China, the increasing demands for unification within both North and South Korea have all had a great impact on the politics of divided nations and the issue of unification. One may conclude that a (I) 2 CONTEMPORARY ASIAN STUDIES SERIES peaceful and favorable international environment is crucial for the res­ olution of conflicts such as those arising out of national divisions that were caused primarily by external powers. At the same time, domestic factors have proved to be extremely important. All of these divided countries have developed different political and economic systems, as a direct result of either the Cold War (in the cases of Korea and Germany), or a civil war between communist and non-communist forces (in the case of China). These separations are long-standing: The shortest is the 22-year division of Vietnam, the others have existed for more than four decades. These long separations inevitably have had a great impact on the political development of both sides and have inspired different interpretations of the issue of unification. In addition to examining the past experiences and future direc­ tions of unification between PRC-Taiwan, North-South Korea, East­ West Germany, and North-South Vietnam, this comparative analysis will contribute to a strengthening of the understanding of how domes­ tic political developments shape the attitude toward unification in each country, and the impact of changing global and regional international relations on these countries. Each country study in this volume reviews unification politics in both domestic and international terms. Attention to these countries, however, is not equally distributed. More discussion and examination are devoted to China and Korea, the two countries that have so far remained divided. There are two chapters on China and three on Ko­ rea, and one chapter each for Germany and Vietnam, the two coun­ tries that have already achieved national unification. The first two chapters examine the issue of China - the Main­ land and Taiwan. Both articles provide detailed discussions of the re­ lationship between unification and domestic politics. Hungdah Chiu surveys the evolutionary process of Beijing's peaceful unification over­ ture toward Taiwan and the responses from Taipei. In addition to the main themes of his paper, Chiu touches upon several sensitive issues, such as the development of the Taiwan independent movement, the "ADB (Asian Development Bank) formula" for Taiwan's future activ­ ities in the international communities, and the Taiwan authority's new mainland policies including one that deals with members of the Chi­ nese Communist Party. Quansheng Zhao concentrates on the likely impact of the unification process on China's political development and democratization. He argues that the unification policy of "one coun­ try, two systems" proposed by Beijing, may well lead to the creation of "one country, two (or more) parties," which is an unintended conse- CHAPTER I 3 quence of unification. Therefore, the prolonged evolutionary process of unification is likely to promote China's political pluralization. Zhao also discusses the suitability of a federal system for China, including the Mainland, Taiwan, and Hong Kong and Macao. The second group of chapters discusses North-South relations in Korea and the prospects for unification. George Totten

Lyman Miller After a summer of last-minute wrangling, Beijing moved swiftly to complete preparations for the Chinese Communist Party’s (CCP) 16th Party Congress. Since the leadership’s annual summer retreat at the north China seaside resort at Beidaihe, leadership statements and authoritative press commentary have implied that the congress, scheduled to open on November 8, 2002, will see the long-anticipated retirement of “third generation” leaders around party General Secretary Jiang Zemin and the installation of a new “fourth generation” leadership led by Hu Jintao. Chinese press commentary has also indicated that the party constitution will be amended to incorporate the “three represents”--the controversial political reform enunciated by Jiang Zemin nearly three years ago which aims to broaden the party’s base by admitting the entrepreneurial, technical, and professional elite that has emerged in Chinese society under two decades of economic reform. The relative clarity of political trends since the Beidaihe leadership retreat contrasts starkly with their uncertainty immediately preceding it. Weeks before the annual Beidaihe leadership retreat, a torrent of rumors erupted in Beijing and found voice in the noncommunist Hong Kong and foreign press alleging that Jiang Zemin was having second thoughts about the congress. For unclear reasons that were nevertheless widely speculated upon, Jiang was said to be retreating from long-established plans for succession and seeking to retain some or all of his top posts. In addition, opposition among the party’s rank and file to the proposed incorporation of the three represents into the party constitution remained strong, despite two years’ worth of efforts by the party leadership to dispel it.1 The course of leadership discussions at Beidaihe cannot be assessed with any certainty.

INTRODUCTION The Dynamics of Soviet–East German Relations in the Early Cold War The two states that emerged from the defeated Germany were central to the development of the cold war. Rapidly evolving from defeated objects of Four Power policy, the two Germanys became important actors in their own right on the front line of the cold war. Both super- powers initially treated their part of Germany as war booty to be plun- dered and kept weak, but as the cold war developed, they would each come to see their part of Germany as an essential ally whose needs were intertwined with their own. For political, military, economic, and ideo- logical reasons, the superpowers engaged in a competition for allies to show that their side of the cold war was the stronger, more popular, more vibrant one. They also wanted to ensure that their German ally would not unite with the other against them. Beginning in the 1950s, the superpowers invested themselves, and their reputations, increasingly in their German allies, who were adept at taking advantage of this situation. While there have been a variety of in-depth studies of the U.S.–West German alliance,1 there has been much less investigation of the Soviet– East German alliance.2 This book will take advantage of the opening of former communist archives to examine the Soviet–East German side of the cold war from Josef Stalin’s death in 1953 through the building of the Berlin Wall in 1961.

P I / j ;/"'" G 2 © Copyright by Sophie Diamant Richardson All Rights Reserved May 2005 3 ABSTRACT Most international relations scholarship concentrates exclusively on cooperation or aggression and dismisses non-conforming behavior as anomalous. Consequently, Chinese foreign policy towards small states is deemed either irrelevant or deviant. Yet an inquiry into the full range of choices available to policymakers shows that a particular set of beliefs – the Five Principles of Peaceful Coexistence – determined options, thus demonstrating the validity of an alternative rationality that standard approaches cannot apprehend. In theoretical terms, a belief-based explanation suggests that international relations and individual states’ foreign policies are not necessarily determined by a uniformly offensive or defensive posture, and that states can pursue more peaceful security strategies than an “anarchic” system has previously allowed. “Security” is not the one-dimensional, militarized state of being most international relations theory implies. Rather, it is a highly subjective, experience-based construct, such that those with different experiences will pursue different means of trying to create their own security. By examining one detailed longitudinal case, which draws on extensive archival research in China, and three shorter cases, it is shown that Chinese foreign policy makers rarely pursued options outside the Five Principles.

THE NATIONALITY LAW OF THE PEOPLE'S REPUBLIC OF CHINA AND THE OVERSEAS CHINESE IN HONG KONG, MACAO AND SOUTHEAST ASIA TUNG-PI CHEN* INTRODUCTION After thirty years of existence, the Government of the People's Re- public of China (PRC) enacted the long-awaited Nationality Law in 1980.1 Based on the PRC Government's enduring principle of racial and sexual equality, the new law is designed to reduce dual nationality and statelessness by combining the principles of jus sanguinis and jus soli to determine nationality at birth. The need for a Chinese national- ity law had long been recognized, but it was not until the adoption of the "open door" policy in 1978 after the downfall of the "Gang of Four," as well as the institution of codification efforts, that the urgency of the task was recognized.

    Hu Jintao: The Making of a Chinese General Secretary Richard Daniel Ewing ABSTRACT Chinese Vice-President Hu Jintao, Jiang Zemin’s heir apparent, has risen to the elite levels of Chinese politics through skill and a diverse network of political patrons. Hu’s political career spans four decades, and he has been associated with China’s top leaders, including Song Ping, Hu Yaobang, Deng Xiaoping and Jiang Zemin. Though marked early as a liberal by his ties to Hu Yaobang, Hu Jintao’s conservative credentials were fashioned during the imposition of martial law in Tibet in 1989. Those actions endeared him to the Beijing leadership following the 4 June Tiananmen Square crackdown, and his career accelerated in the 1990s. Young, cautious and talented, Hu catapulted to the Politburo Standing Committee, the vice-presidency and the Central Military Commission. Despite recent media attention, Hu’s positions on economic and foreign policy issues remain poorly defined. As the 16th Party Congress approaches, Hu is likely to be preparing to become General Secretary of the Communist Party and a force in world affairs. The late 1990s witnessed the extraordinary rise of Vice-President Hu Jintao from obscurity to pre-eminence as one of China’s most powerful politicians and President Jiang Zemin’s heir apparent. If Hu succeeds Jiang, he will lead China’s 1.3 billion people into a new era. Over the next decade, he would manage China’s emergence as a global power – a leading country with one of the world’s largest economies, nuclear weapons and a seat on the United Nations Security Council.
