3060.4 PERSONALLY OWNED ALTERNATE DUTY Members desiring to carry an authorized but personally owned duty must receive written approval from the Training Commander or the authorized designee. Once approved, personally owned duty firearms are subject to the following restrictions: 1. The firearm shall be in good working order and on the department list of approved firearms. (a) Authorized personally owned alternate duty firearms for uniformed assignment are: MAKE MODEL CALIBER GLOCK 21 45 ACP GLOCK 17 9 MM (b) Personally owned alternate duty firearms for non-uniformed assignment must meet the following criteria: I. Manufactured by a reputable firearms manufacturer as determined by the Department's full-time Rangemaster. II. Semi-automatic or double and shall not be of magnum caliber.

2. The firearm shall be function tested and the serial number shall be verified by the Rangemaster prior to being carried and thereafter shall be subject to function testing and verification whenever it is deemed necessary. 3. Prior to carrying the firearm, members shall qualify under range supervision and thereafter shall qualify in accordance with the department qualification schedule. Members must demonstrate proficiency, safe handling and that the firearm functions properly. 4. Members shall provide written notice of the make, model, color, serial number and caliber of the firearm to the Rangemaster, who will maintain a list of the information.

3060.5 AUTHORIZED SECONDARY (BACK-UP) HANDGUNS A authorized for use on-duty as a back-up handgun. Back-up handguns may also be authorized as an off-duty handgun. Back-up handguns shall be a semi-automatic, pistol or double action revolver and shall not be of magnum caliber.

3060.6 OFF-DUTY HANDGUNS A handgun approved for off-duty carry and use. Off-duty handguns shall be semi-automatic or double action and shall not be of magnum caliber. Off-duty handguns can be approved for use as a back-up handgun if they meet the requirements defined for authorized secondary back-up handguns.

3060.7 MAINTENANCE, REPAIR, CARE AND CLEANING 1. Officers shall be held individually responsible for the proper care and cleaning of all authorized handguns, shotguns and rifles. While on duty, the authorized firearms shall at all times be in a serviceable condition, functionally clean and properly lubricated. 2. No authorized firearms shall have any accessories attached or modifications made thereto without prior approval of the Department's full-time Rangemaster/Armorer or Rangemaster permanently assigned to the Training Division. 3. It shall be the Rangemaster's responsibility to research aftermarket accessories to ensure they are of the highest quality and will not adversely affect the weapon or its performance. 4. Any such modifications will be recorded on that Handgun's Inventory/Inspection form maintained in the Range Firearms records. 5. Any Glock pistol approved for duty, back-up, or off-duty use shall only be used with magazines manufactured by Glock.

3060.8 FIREARMS INSPECTION 1. All authorized firearms carried by officers are subject to inspection by the Department Rangemaster, Command and Supervisory officers at any time to ensure they are maintained in a serviceable condition, properly cleaned and lubricated condition. 2. A record of the annual inspection will be maintained in the Range Firearms records.

3. Rifles and shotguns will be inspected for serviceability during the annual weapons inspection period. (a) Rifles and shotguns in the assigned patrol vehicles shall be transported to the Rangemaster and/or Armorer by the senior ranking officer assigned to that patrol vehicle during the annual weapons inspection period.

3060.9 AUTHORIZED AMMUNITION 1. Department Memorandum, published annually, specifies the type of ammunition authorized and/or issued by the Department. The ammunition listed on this memorandum is the only ammunition authorized for use by officers in their primary duty handgun. 2. Additionally, this memorandum lists the type of ammunition currently authorized for use in the alternate duty, back-up and off-duty handgun. Ammunition for these handguns, if not of the caliber issued by the Department, must be provided by the officer when carrying the handgun or for any required training. 3. Department-issued duty ammunition shall be exchanged at regular intervals as determined by the Training Commander. Ammunition exposed to sudden severe conditions shall be brought to the Department Rangemaster, as soon as practical for inspection and/or replacement. 4. Officers are directed to have ammunition inspected if there is any cause for concern regarding the reliability or condition of authorized ammunition.

3060.10 EQUIPMENT Department-issued handguns shall only be field stripped (removal of the slide, barrel, recoil spring guide, and disassembly of the ) by the officer to perform normal care and cleaning. Disassembly beyond this is restricted to department certified armorers.

3060.11 AUTHORIZED HOLSTERS 1. Holsters, other than those issued by the CDC must be individually authorized and approved for use by the Department Rangemaster and Training Commander as their primary duty holster. Additionally, officers requesting authorization to use an alternate duty holster must demonstrate their overall competency with the holster to the subjective approval of the Rangemaster. The Authorization to Carry Alternate/ Additional Handgun/Holster form must be used and copies of the authorization must be placed in the officer's personnel file and the range firearms records. 2. Alternate duty and back-up holsters for uniformed or plainclothes officers must meet the following criteria: (a) Have a strap or device, which secures the handgun in the holster. (b) The holster must cover the so that the trigger is not exposed, allowing access to the finger or other objects until the handgun is properly removed from the holster for use.

(c) Shall be capable of being secured to the officer so the handgun and holster do not fall off if impacted or jarred. (d) Alternate duty holsters shall allow one-handed re-holstering of the handgun. (e) Alternate duty holsters for uniformed officers may be constructed of black leather, Kydex or and shall meet the criteria listed above. 3. Off-duty Holsters: The following criteria is recommended for officers who carry authorized off-duty handguns: (a) Have a safety strap or device, which secures the handgun in the holster. (b) The holster shall cover the trigger so the trigger is not exposed, allowing access to the finger or other objects until the handgun is properly removed from the holster for use. (c) Shall be capable of being secured to the officer so the handgun and holster will not fall off if impacted or jarred. 4. Officers working undercover assignments are authorized, with the approval of their Division Commander, to deviate from the holster policy in a manner consistent with proper weapon safety and security.

3060.12 HANDGUN PRE-DEPLOYMENT INSPECTION AND STATUS CHECK

Prior to the start of your shift, proceed to a weapons clearing barrel and remove the handgun from your holster.

3060.12.1 INSPECTION With the muzzle pointed in the clearing barrel and your finger straight and the outside of the trigger guard, do a chamber check and then perform an external inspection of the: 1. Slide 2. 3. Front and rear sights (secure and properly aligned) 4. Light (functioning and secure)

3060.12.2 PERFORM A STATUS CHECK 1. With the muzzle pointed in the clearing barrel and your finger straight and outside of the trigger guard; 2. Remove the magazine and confirm it is fully loaded 3. Reinsert the magazine and confirm it is seated 4. Chamber check 5. Holster

3060.13 SHOTGUN PRE-DEPLOYMENT INSPECTION AND LOADING PROCEDURE

All sworn members (Sergeant and below) shall be issued eight rounds of shotgun ammunition for on-duty use. Prior to the start of your shift, remove the shotgun (individually) from the rack and proceed to a weapons clearing barrel and visually and physically inspect to ensure the shotgun was left unloaded with the action open.

3060.13.1 INSPECTION (BEEFSS) 1. Barrel (remove the barrel and visually inspect) 2. Ejector 3. 4. (put your finger on top of the hole on the breech face and pull the trigger. You should fill the firing pin strike your finger. Put the weapon on safe) 5. Safety (rack the action to cock the hammer and pull the trigger, the hammer should not drop) 6. Shell carrier push up on shell carrier, checking spring tension 7. Action open - push up and down on shell carrier, it should lock in place up and down

3060.13.2 LOAD TO PATROL READY 1. Weapon on safe 2. Close action watching it close on an empty chamber 3. Chamber check 4. Load magazine with the support hand 5. Chamber check

6. Confirm action is locked and weapon is on "safe."

3060.13.3 UNLOAD At the end of the member's shift, he/she shall proceed to the clearing barrel and perform the unloading procedure as outlined below: 1. Put muzzle in clearing barrel 2. Weapon on safe 3. Chamber check 4. Unload magazine 5. Visually and physically inspect the chamber, feedway and magazine tube 6. With the action open, return the shotgun to the vehicle and secure in the shotgun rack

3060.14 RIFLE PRE-DEPLOYMENT INSPECTION AND LOADING PROCEDURE

All sworn members (Sergeant and below) shall be issued three magazines with 30 rounds of 5.56 duty ammunition. Maintenance of the magazines and ammunition is the responsibility of the member issued the specified equipment. Prior to the start of your shift, remove the rifle (individually) from the rack and proceed to a weapons clearing barrel. Visually and physically ensure the rifle is unloaded and proceed with the procedures listed below.

3060.14.1 INSPECTION Confirm the following are all properly secured and not loose: 1. Pistol grip 2. Buffer tube 3. Front and rear sights 4. Handguard (rail) 5. Aimpoint sight 6. Confirm the Aimpoint sight and light is working

3060.14.2 PERFORM A FUNCTION CHECK 1. Confirm the weapon is unloaded (see Unload procedure above) and on safe 2. Hit the catch to release the bolt

3. Chamber check 4. Pull the trigger. You should not hear anything as the hammer should not fall. Release the trigger 5. Put the selector switch on SEMI 6. Charge the weapon and chamber check 7. Pull the trigger. You should hear the hammer fall. Keep the trigger pulled to the rear 8. Charge the weapon while keeping the trigger pulled to the rear. The hammer should not fall 9. Release the trigger. You should hear a light click 10. Pull the trigger. You should hear the hammer drop

3060.14.3 LOAD TO PATROL READY 1. Charge the weapon 2. Weapon on safe 3. Chamber check, forward assist and close the dust cover 4. Insert and tug magazine 5. Chamber check, forward assist, close the dust cover 6. Confirm the weapon is on "Safe."

3060.14.4 UNLOAD At the end of the member's shift, he/she shall proceed to the clearing barrel and perform the unloading procedure as outlined below: 1. Chamber check 2. Remove the magazine 3. With the Primary hand on the charging handle lock the bolt to the rear 4. Let the round eject on to the ground (If a round was chambered) 5. Visually and physically inspect the chamber, feedway and magazine well 6. If you are turning the weapon into CDC follow the below three steps, otherwise skip to Section 3060.13.2: (a) Confirm the weapon is on safe (b) Insert a chamber flag into the chamber and ease the bolt forward (c) Transport

3060.15 ASSIGNED VEHICLE WEAPONS PROTOCOL When an assigned vehicle is scheduled for service or repair, CDC personnel will remove the unloaded weapons and store them within CDC. Upon the return of the vehicle, CDC personnel will return the assigned weapons to the specified vehicle.

FIREARMS PROCEDURES

The rifle/shotgun can be stored in CDC while the unit is out for service. However, whenever a rifle/ shotgun is turned into CDC, it MUST be in the following condition: 1. Rifle - on "Safe", unloaded, no magazine in magazine well and have a chamber flag inserted into the chamber/ejection port. 2. Shotgun - on "Safe", unloaded, magazine tube empty and action open CDC personnel will not accept rifles/shotguns in any other condition and will direct officer to a weapons clearing barrel to render the respective weapons system to this condition. Shotguns and rifles do not need to be returned to CDC at the end of your shift, unless the vehicle is being taken out of service. CDC will maintain a small inventory of rifles and shotguns that can be checked in/out on a daily basis for Non-Field Operations personnel.
