United Nations A/74/201 General Assembly Distr.: General 19 July 2019 English Original: English/Russian/Spanish Seventy-second session Item 100 (g) of the provisional agenda* General and complete disarmament: transparency in armaments United Nations Register of Conventional Arms Report of the Secretary-General Summary The present report, submitted pursuant to General Assembly resolution 71/44, contains information received from Member States on the export and import of conventional arms covered by the United Nations Register of Conventional Arms, as well as information on their international transfers of small arms and light weapons, in accordance with the “seven plus one formula” referred to in paragraph 6 (c) of resolution 71/44 and the recommendation contained in paragraph 83 of the report of the Secretary-General, with the assistance of a group of governmental experts, on the continuing operation of the United Nations Register of Conventional Arms and its further development (A/71/259). The report also contains additional background information received from Member States on military holdings and procurement through national production for the calendar year 2018. As at the date of submission of the present report, the Secretary-General has received reports from 33 Governments. Introduction 1. The present report is the twenty-seventh consolidated report on the United Nations Register of Conventional Arms issued by the Secretary-General since the establishment of the Register.1 The General Assembly, in its resolution 71/44, called upon Member States to provide, on an annual basis, data and information on international transfers of major conventional arms covered by the Register, including nil reports, and invited them to provide additional background information on military holdings and procurement through national production of arms. 2. The General Assembly also called upon Member States to submit their views on the continuing operation of the Register and its further development, including on whether the absence of small arms and light weapons as a main category in the Register has limited its relevance and directly affected decisions on participation, by completing a questionnaire that was dispatched by the Secretariat. Furthermore, the General Assembly requested the Secretary-General to continue to assist Member States to build capacity to submit meaningful reports and encouraged States in a position to do so to provide assistance for this purpose upon request, including capacity to report on small arms and light weapons using the seven plus one formula. 3. On 6 February 2019, the Secretariat sent a note verbale to Member States requesting them to submit their reports and it circulated to Member States the questionnaire referred to in paragraph 6 (a) of resolution 71/44. The note verbale was followed by email reminders, tweets and reminders on the website of the Office for Disarmament Affairs. The replies received are reproduced in section II of the present report. Any national reports and additional information received from Governments after the submission of the present report will be made available in the online database, in the original language of submission. 4. The percentage of Member States using the online reporting tool in filing their national reports with the Register has risen from 20 per cent in 2012, when the tool was introduced, to over 85 per cent in 2019. 5. The originals of the submissions by Member States are made available to Governments by the Secretariat. The annual reports and other relevant information on the Register of Conventional Arms are available on the website of the United Nations Register of Conventional Arms. 2 6. Since the questionnaire mentioned in paragraph 2 above was first circulated in 2017, the following 17 Member States have submitted replies to the Secretariat: Argentina, Bhutan, Brazil, China, Dominican Republic, Finland, Germany, Italy, Japan, Madagascar, Netherlands, Romania, Singapore, Slovakia, Russian Federation, Turkey and Ukraine. 7. Pursuant to the request contained in paragraph 6 (b) of resolution 71/44, the Secretary-General convened a group of governmental experts on the continuing operation and relevance of the Register and its further development.
