The bid solicitation is intended to result in the award of a contract for 3 years, plus 3 one-year irrevocable option(s) allowing Canada to extend the term of the contract. The scope of the bid solicitation includes: 1. the delivery of, and the licensing of, a non-exclusive, perpetual Entity License for Simulation Entity Models (hereinafter also referred to as the Licensed Software, where the context requires) to use the Licensed Software specified in the contract, for an initial requirement of 22 Simulation Entity Models for the simulated entity modelling needs of future DND exercises and training provisions meeting all the requirements as stated in Annex A, Statement of Requirement (SOR) version 1.2; 2. the delivery of the source code associated with the Licensed Software; meeting all the requirements as stated in Annex A, Statement of Requirement (SOR) version 1.2; 3. granting the right to access and modify the source code for the Simulation Entity Models, without restrictions as described in the Contract; Page 2 of - de 110 Solicitation No. - N° de l'invitation Amd. No. - N° de réf. du client File No. - N° du dossier CCC No./N° CCC - FMS No/ N° VME W8475-135211 048eeW8475-135211 4. the licensed documentation (which includes delivery of the Licensed Software) meeting all the requirements as stated in Annex A, Statement of Requirement (SOR) version 1.2; 5. upon acceptance of the Licensed Software by Canada, a 12 month Warranty. 6. irrevocable options to acquire on an “As-and-When” requested basis, the 957 additional Simulation Entity Models specified in the Contract, all in accordance with the terms of the Contract, at any time during the Contract Period and any extension thereof; 7. the provision of professional services, as detailed in the SOR, to be provided on “As-and-When” requested basis, during the initial Contract Period and any extension thereof. All parts of the Licensed Software must be available to the Client users 24 hours a day, 7 days a week, 365 days a year, in English and French, and operate at all times in accordance with the Statement of Requirement in the Client’s operational environment described in the bid solicitation. The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Agreement on Internal Trade (AIT), the Canada-Peru Free Trade Agreement (CPFTA), and the Canada-Columbia Free Trade Agreement. Therefore delivery that requires a PSD file with ambient occlusion or shadow should necessarily also require a 3D file format with a direct correspondence to create ambient occlusion. C’est une erreur. Les grandes manœuvres ont commencé depuis 1998 et sont en partie abouties autour du britannique BAE Systems et de l’américain General Dynamics1. Si les restructurations européennes n’ont pas commencé, c’est donc surtout, a priori, pour le secteur industriel français (et allemand, dans une mesure différente cependant2). Dès 2003, cette situation a été soulignée, largement à partir de l’expérience de GIAT Industries : « Dans le domaine de l’armement terrestre, le mouvement de consolidation à l’échelle européenne a été largement entamé mais devrait se poursuivre face à la baisse constante des dépenses militaires en Europe dans ce secteur. GIAT Industries en a été exclu jusqu’à présent du fait de sa situation financière »3. A la mi-2005, la perspective d’une participation de GIAT Industries aux restructurations européennes était repoussée à la fin 2006 par la ministre de la Défense, Michèle Alliot-Marie4. Procurement Politics, Technology Transfer and the Challenges of Collaborative MBT Projects in the NATO Alliance since 1945 Mike Cubbin School of Arts and Media Salford University Submitted to the University of Salford in Partial Fulfilment of the Requirements of the Degree of Doctor of Philosophy 2019 Abstract International cooperation in weapons technology projects has long been a feature of alliance politics; and, there are many advantages to both international technology transfer and standardisation within military alliances. International collaboration between national defence industries has produced successful weapon systems from technologically advanced fighter aircraft to anti-tank missiles. Given the success of many joint defence projects, one unresolved question is why there have been no successful collaborative international main battle tank (MBT) projects since 1945. This thesis seeks to answer this question by considering four case studies of failed attempts to produce an MBT through an international collaborative tank project: first and second, the Franco-German efforts to produce a standard European tank, or Euro-Panzer (represented by two separate projects in 1957-63 and 1977- 83); third, the US-German MBT-70 project (1963-70); and, fourth, the Anglo-German Future Main Battle Tank, or KPz3 (1971-77). In order to provide an explanation of the causes of failure on four separate occasions, the analysis includes reference to other high-technology civilian and military joint projects which either succeeded,

    Ukraine as manufacturing hub Boosting value and reaching global market Introduction Yuliya Kovaliv Head of Office, National Investment Council of Ukraine As a result of changes in global geopolitical and international trade contexts, Ukraine emerged on investors’ radars as one of the key manufacturing hubs in Europe. Its beneficial location, well qualified labor force, affordably priced utilities, extensive transport infrastructure, and profound background in manufacturing make the country very attractive for export-oriented businesses. Historically, Ukraine had one of the strongest expertise in machine building among Eastern European and CIS countries. Designed and manufactured in Ukraine, sea vessels and railcars, motor vehicles and aircrafts were used domestically and exported across the world. Ukraine is known as designer and producer of a number of record-breaking machines like AN-225 Mriya – a famous aircraft with the highest carrying capacity and one the largest wingspan in the world. Up till now, expertise remains one of the principle advantages of Ukraine. In 1991, Ukraine gained independence and followed the course of economic reforms. Liberalized markets and free-trade agreements with 46 countries (the last one signed with Israel in January, 2019) resulted in the growing significance of Ukraine as a regional hub and improved its access to the global supply chain. Figures speak for themselves: export volumes in 11 months of 2018 grew by almost 10% and reached $43 billion, with exports to the EU taking over 42%. Now Ukraine is committed to further strengthen its position in the European and global manufacturing industry. For investors, opportunities are vast – from automotive spare parts production and food processing to shipbuilding and aerospace industry.
