GRAD PANČEVO Gradska Uprava Grada Pančeva GRAD PANČEVO Gradska uprava Grada Pančeva Uspostavljanje monitoringa zagadjenog zemljista na teritoriji grada Pančeva „Podizanje kapaciteta za analizu i mere smanjenja dugotrajnih organskih zagađujućih supstanci u Srbiji“ Olga Šipovac dipl. inž. tehnolog, Sekretarijat za inspekcijske poslove Pančevo, januar 2017 Cilj projekta - Da se omogući Srbiji da vrši praćenje nivoa POPs i sprovodi mere smanjenja koje su zasnovane na ekološkom istraživanju po završetku ovog pojedinačnog projekta - Da se osigura bezbedna i sigurna životna sredina stanovnicima Srbije. - Podrška realizaciji Nacionalnog plana za implementaciju Stokholmske konvencije o dugotrajnim organskim zagađujućim materijama.Republika Srbija je potpisnica Stokholmske konvencije o POPs hemikalijama. Konvencija nalaže da strane ulože napor u realizaciji istraživanja, praćenja, javnog informisanja i obrazovanja stanovništva o POPs. - Podrška obrazovnim aktivnostima namenjenih lokalnom stanovništvu i učenicima srednjih škola, a u vezi sa kontrolom zagađenja. Trajanje projekta: od februara 2014. do februara 2017. godine (3 godine) Grad Pančevo Prostire se na oko755 km sa oko123000 stanovnika Predstavlja ekonomski i kulturni centar Južnog Banata Jedan od najvažnijih industrijskih centara Srbije Petrohemija, Azotara, Rafinerija Grad Pančevo Poljoprivreda je takođe važan faktor ekonomskog razvoja 9 seoskih naseljenih mesta: Jabuka, Glogonj, Banatsko Novo Selo, Dolovo, Ivanovo, Kačarevo, Starčevo, Omoljica i Banatski Brestovac gde stanovnici se u najvećem procentu bave poljoprivrednom proizvodnjom. 84.5% od ukupne površine je poljoprivredno zemljište (64000 ha), koje je u 93.6% obradivo Svrha projekta - Da istraži trenutno stanje zagađenja životne sredine - Da se sprovede obuka za merenja i analizu, i uspostavi okvir za analize - Da se ojačaju administrativne mere sprečavanja zagađenja životne sredine - Edukacija učenika i nastavnog kadra kao i lokalnog stanovništva Svrha projekta-Pančevo - Ispitivanje zaostalih uticaja NATO bombardovanja nakon sprovedenih mera dekontaminacije zemljišta - Ispitivanje uticaja dugoročne upotrebe pesticida uticaja - Ispitivanje ostalih antropogenih uticaja Razlozi Poljoprivredno zemljište je naš osnovni resurs i imamo zadatak da ga sačuvamo za buduće generacije Problemi Nepovoljan položaj fabrika, zastarela tehnologija, Nato bombardovanje fabrika, nepostojanje zakonske regulative do 1991, usklađivanje sa propisima EU tek 2010 Akcioni plan 1-juni 2014 Uspostavljanje monitoringa zagadjenog zemljista na teritoriji grada Pancevo Da bi se blagovremeno i efikasno sprečile odnosno uklonile neželjene posledice zagađivanja životne sredine potrebno je da se ustanovi u kojoj meri su priroda i čovek ugroženi usled emisije zagađujućih supstanci. To omogućava monitoring -Sistem praćenja i kontrole stanja i promena u životnoj sredini odnosno sistem praćenja zagađenosti životne sredine Akcioni plan 1-juni 2014 Uspostavljanje monitoringa zagadjenog zemljista na teritoriji grada Pančeva Ciljevi - Uspostavljanje preliminarne mreže mernih mesta na industrijskom zemljištu - Održavanje stručnih sastanaka sa predstavnicima operatera,Univerziteta stručnih kuća i stručnim organizacijama - Uspostavljanje monitoringa poljoprivrednog zemljišta, stručni sastanci sa mesnim zajednicama i predstavnicima Univerziteta i PSS Institutom Tamiš Pančevo - Edukacija poljoprivrednih proizvođača . Realizacija Akcionog plana 1 Na osnovu ciljeva projekta i akcionog plana sprovedene su sledeće aktivnosti: 1. Analiza dosadašnjih rezultata o ispitivanju zemljišta u saradnji sa učesnicima u projektu sa Hemijskog fakulteta i stručnjacima iz Japana ( ''Plodnost i sadržaj opasnih i štetnih materija poljoprivrednih zemljišta na području grada Pančeva'' -trogodišnja istraživanja 2009-2011,“Monitoring stanja zemljišta i uticaja na biljke na području grada Pančeva”, 2012. PSS Institut ''Tamiš'' Pančevo) 2. Zajednički odabir mesta za uzorkovanje zemljišta na teritoriji grada Pančeva 3. Urađeno je uzorkovanje zemljišta na 29 tačaka 4. Izvršene su analize uzoraka zemljišta Lokacije uzorkovanja zemljišta 20 23 18 21 22 19 17 15 24 16 26 13 25 14 12 11 HiP 1 2 10 9 3 Starcevo 4 5 Omoljica 6 8 7 Realizacija Akcionog plana 1 Na osnovu Izveštaja o ispitivanju kvaliteta zemljišta, dr Vladimir Beškoski Univerzitet u Beogradu i prof. dr Takeshi Nakano, Osaka University, 2016. god. zaključeno je: - Analizom sadržaja metala, utvrdjeno je da odredjene vrednosti ne ukazuju na značajnu kontaminaciju metalima. - U pojedinim uzorcima vrednosti konc. Cu, Zn, Pb, Cr, Cd i Ni bile su iznad graničnih vrednost, dok je Ba u jednom uzorku bio iznad remedijacione vrednosti. - Analizom sadržaja organohlornih i organofosfornih pesticida utvrdjeno je da je njihov sadržaj ispod granice detekcije. - Dominantan pesticid, prisutan u svim analiziranim uzorcima je fungicid Triadimenol. Uzorci u kojima je zabeleženo prisustvo najvećeg broja različitih pesticida su na lokaciji Vojlovice, Ivanova i Omoljice. - Na tri merna mesta uzorci su pokazivali veće vrednosti zagađujućih materija (PAH i PCB) u odnosu na ostale merne tačke, ali njihove sume nisu prelazile granične vrednosti ni na jednom mernom mestu Realizacija Akcionog plana 1 5. Uspostavljena je preliminarna mreža za monitoring industrijskog i poljoprivrednog zemljišta. - Obezbeđena su finansijska sredstva u budžetu Grada Pančeva za 2016. god. za ispitivanje kvaliteta zemljišta na teritoriji grada Pančeva koja će obuhvatiti analizu fizičko-hemijskih parametara zemljišta i realizovaće se kroz dve kampanje uzorkovanja, analizu i izveštavanje u periodu od godinu dana od dana zaključenja ugovora, odnosno tokom 2017. god. - Analize će raditi akreditovana laboratorija. Realizacija Akcionog plana 1 6. -Organizovan je niz stručnih sastanaka i radionica prilikom poseta eksperata iz stručnih institucija Japana uz učešće predstavnika velikih operatera sa teritorije grada Pančeva (JIZ) kao i stučnih institucija (ZZJP), PSS Institut Tamiš Pančevo i učenika i nastavnog kadra srednjih škola (Radionicama je prisustvovalo oko 20 profesora srednjih škola raznih profila, kao više od 40 učenika) - Uz podršku stručnjaka PSS Institut Tamiš i eksperata iz Japana, organizovana i održana radionica u PSS „Institut Tamiš“ Pančevo u vezi sa pravilnom i bezbednom primenom pesticida, namenjena poljoprivrednim proizvođačima sa teritorije grada Pančeva Akcioni plan 2-oktobar 2016 Analiza zemljišta u zoni uticaja smetlišta u naseljenim mestima na teritoriji grada Pančeva - U naseljenim mestima otpad je odlagan uglavnom na nehigijenskim deponijama na neadekvatan način (većina smetlišta je locirana u blizini naselja ili uz poljoprivredne površine, jedan broj je u blizini vodotokova, nemaju nepropusne podloge, nemaju predviđeno otplinjavanje, nemaju više kapaciteta za dalje odlaganje otpada….) - To dovodi do zagađivanja zemljišta i podzemnih voda - Dodatni problem je da zagađivanje nema lokalni karakter, već je to obično širi prostor - Posredno dolazi do ugrožavanja flore i faune u i na tlu Položaj deponija/smetlišta na teritoriji grada Pančeva Ukupno je 9 ovakvih deponija/smetlišta (Pančevo, Omoljica, Banatski Brestovac, Ivanovo, Dolovo, Banatsko Novo Selo, Jabuka, Kačarevo, Glogonj), smetlište u Starčevu je rekultivisano 2013. god. Akcioni plan 2-oktobar 2016 Analiza zemljišta u zoni uticaja smetlišta u naseljenim mestima na teritoriji grada Pančeva - Puštanjem u rad nove sanitarne regionalne deponije za grad Pančevo i opštinu Opovo stekli su se uslovi da se pristupi sanaciji svih postojećih deponija/smetlišta na teritoriji grada Pančeva. - Ovo ima za cilj da poboljša uslove za odlaganje otpada i doprinese zatvaranju stare nesanitarne gradske deponije i drugih divljih smetlišta na teritoriji Grada Pančeva. - Nova deponija ce služiti populaciji od oko 138.000 stanovnika, izgrađena je u skladu sa EU i nacionalnim standardima za upravljanje otpadom i obezbediće bolje uslove za zdravlje ljudi, kao i poboljšano stanje životne sredine na teritoriji Pančeva i Opova. Akcioni plan 2-oktobar 2016 Analiza zemljišta u zoni uticaja smetlišta u naseljenim mestima na teritoriji grada Pančeva Ciljevi U cilju pripreme tehničke dokumentacije potrebne za sanaciju smetlišta potrebno je analizirati zemljiše u zoni uticaja ovih smetlišta -Uzorkovanje zemljišta na lokacijama smetlišta (saradnici Sekretarijata za zaštitu životne sredine sa saradnicima Hemijskog fakulteta u Beogradu) -Analiza uzoraka zemljišta ( saradnici Hemijskog fakulteta u Beogradu i stručnjaci iz Japana) -Na osnovu ishoda analiza stručne kuće će izraditi tehničku dokumentaciju za sanaciju zagađenih lokacija u meri u u kojoj bude identifikovano kao potrebno - Sanacija svih zagađenih lokacija – srednjoročni plan Realizacija Akcionog plana 2 - Urađeno je uzorkovanje zemljišta od strane stručnjaka sa Hemijskog fakulteta, na lokacijama svih seoskih nesanitarnih deponijama, 8 kompozitnih uzoraka i na lokaciji stare gradske deponije 3 kompozitna uzorka (novembar 2016.) - Stručnjaci sa Hemijskog fakulteta će uraditi analize zemljišta, odnosno sadržaja PCB i PAH (rezultati do kraja februara 2017. god.) - Uzorci zemljišta će biti analizirani i u Japanu Umesto zaključka Uspostavljanjem monitoringa zemljišta - Istražiće se trenutno stanje zemljišta na teritoriji grada Pančeva - Omogućiće se kontinuirano praćenje stanja zemljišta - Rezultati analiza biće stavljeni na uvid zainteresovanima, nadležnim državnim organima i zainteresovanoj javnosti, pre svega građanima -Biće omogućeno potrebno preduzimanje preventivnih mera za sprečavanje daljeg zagađenja -Omogućiće da se sagleda potreba za eventualnim intervencijama na zagađenim lokacijama Hvala na pažnji! www.pancevo.rs [email protected].

    Prethodna Studija izvodljivosti izgradnje RVS Dubovac-Zrenjanin-Kikinda-Knjiga 2 1. Uvod Brz razvoj privrede i društva i urbanizacija naselja u proteklom periodu na području Vojvodine nije uporedo pratila izgradnja infrastrukturnih objekata koji obezbeđuju stabilno i kvalitetno vodosnabdevanje. Neadekvatno rešenje vodosnabdevanja ogleda se pre svega u nestašici vode pri čemu posebno treba istaći neadekvatan kvalitet isporučene vode, koji u pojedinim regionima Vojvodine predstavlja osnovni problem vodovodnih sistema. Javno snabdevanje vodom u Vojvodini je orijentisano isključivo na korišćenje podzemnih voda iz različitih vodonosnih sredina: aluvijalnih sedimenata u priobalju Save i Dunava - "prva" izdan (dubine bunara do 50 m), osnovnog vodonosnog kompleksa - osnovna izdan (dubine bunara od 50-250m) i subarteske i arteske izdani - duboka izdan (dubine bunara od 250m do 350m) Problemi koji se javljaju u vodosnabdevanju prema svojoj prirodi mogu se generalno svrstati u dve grupe: 1. problemi vezani za resurs podzemnih voda 2. problemi vezani za vodovodne sisteme Problemi vezani za resurs podzemnih voda se mogu svrstati u dve kategorije: problemi nedovoljnih količina podzemnih voda i problemi neodgovarajućeg kvaliteta. Period od početka organizovanog vodosnabdevanja 60-tih godina prošlog veka do danas karakteriše se izrazitim porastom eksploatacije podzemnih voda na području cele Vojvodine (Zahvaćene količine podzemnih voda iz izdani koje se sporo obnavljaju (osnovne i duboke izdani) su znatno veće (4600 l/s) od količina zahvaćenih iz relativno brzo obnovljive izdani ("prve" izdani) - oko 1900 l/s. S obzirom na činjenicu da su izvorišta formirana u naseljima ili u njihovoj neposrednoj blizini, eksploatacija podzemnih voda se vrši na malom prostoru što je dovelo do sniženja nivoa podzemnih voda, kako lokalno tako i na širem području.

    ABSTRACT Title of Document: THE FURTHEST WATCH OF THE REICH: NATIONAL SOCIALISM, ETHNIC GERMANS, AND THE OCCUPATION OF THE SERBIAN BANAT, 1941-1944 Mirna Zakic, Ph.D., 2011 Directed by: Professor Jeffrey Herf, Department of History This dissertation examines the Volksdeutsche (ethnic Germans) of the Serbian Banat (northeastern Serbia) during World War II, with a focus on their collaboration with the invading Germans from the Third Reich, and their participation in the occupation of their home region. It focuses on the occupation period (April 1941-October 1944) so as to illuminate three major themes: the mutual perceptions held by ethnic and Reich Germans and how these shaped policy; the motivation behind ethnic German collaboration; and the events which drew ethnic Germans ever deeper into complicity with the Third Reich. The Banat ethnic Germans profited from a fortuitous meeting of diplomatic, military, ideological and economic reasons, which prompted the Third Reich to occupy their home region in April 1941. They played a leading role in the administration and policing of the Serbian Banat until October 1944, when the Red Army invaded the Banat. The ethnic Germans collaborated with the Nazi regime in many ways: they accepted its worldview as their own, supplied it with food, administrative services and eventually soldiers. They acted as enforcers and executors of its policies, which benefited them as perceived racial and ideological kin to Reich Germans. These policies did so at the expense of the multiethnic Banat‟s other residents, especially Jews and Serbs. In this, the Third Reich replicated general policy guidelines already implemented inside Germany and elsewhere in German-occupied Europe.

    Mircea Măran A Brief History of Romanians in the Serbian Banat Abstract: Romanian inhabitants live in nearly forty villages in that part of Banat which used to belong to the former state of Yugoslavia and which now belongs to the Autonomous Province of Vojvodina, i.e. Republic of Serbia. The Romanian inhabitants were colonized in the area, i.e. in the space of contemporary Vojvodina, mostly in the 18th and the first decades of the 19th century from the eastern parts of Banat. A number of villages were inhabited by settlers from other parts of Romanian ethnic space, before all from Oltenia, Transilvania and Crişana. The newcomers were settled in the places existing since the Turkish, and even medieval times, while in some cases completely new settlements were established. After the World War I and the dismemberment of the Austro-Hungarian monarchy, Banat was divided between the Kingdom of Serbs, Croats and Slovenes and Romania. The status of the Romanian minority in Banat was regulated by international contracts signed after the World War I, as well as by various Yugoslav-Romanian contracts. Therefore, conditions were created for the Romanian national minority in the Yugoslav (Serbian) Banat to exercise their national rights, which enabled their survival in the region to the present day. Today, the Romanian minority is found on the territory of the Autonomous Province of Vojvodina. Despite their significant decrease in numbers, they still have a rich cultural life and are active in different domains of the society. They preserve their identity due to the existence of schools taught in the Romanian language, of the Romanian Orthodox Church, as well as due to national mass media that have program in the languages of the minorities as well.

A number of their comments were taken into account by ECRI, and integrated into the report. However, following this dialogue, the authorities of Serbia requested that the following viewpoints on their part be reproduced as an appendix to ECRI's report. “COMMENTS BY THE AUTHORITIES OF THE REPUBLIC OF SERBIA ON THE FIRST REPORT OF THE EUROPEAN COMMISSION AGAINST RACISM AND INTOLERANCE (ECRI) ON SERBIA The Republic of Serbia, being open for cooperation with numerous mechanisms on human rights established within the UN, OSCE and the Council of Europe welcomed the ECRI’s visit to Serbia in September 2007, tasked with making its first report on Serbia in accordance with its mandate. Through an open dialogue with the relevant Serbian authorities and other stakeholders, many issues regarding the need to properly address any forms of intolerance and racism were discussed, and many of those issues are reflected in the report. While welcoming the fact that through the confidential dialogue with ECRI some of the comments to the report made by the Serbian authorities were included in the final report, the Serbian authorities were of the opinion that additional comments and remarks provided by the Government would help to clarify certain issues and get an overall picture with regard to the issues covered in the report.

    A HISTORY OF THE COMMUNITY OF GLOGON* The darkness of the ages still obscures the early history of the community of Glogon, since so few reliable dates and historical facts are at our disposal, and at this distance in time our initial efforts to illuminate the distant past, the birth and times of our community, can give us only estimates and approximations. The site of Glogon surfaces in history for the first time in 1586, during the reign of the Ottoman Empire, when it belonged to the Pantschow Sandjuk. Its residents appear to have been Serbs, mainly from the few of that people who fled from Old Serbia and held diverse privileges earned from service to the Hungarian kings for protecting the borders of their kingdom by force of arms. These colonies fashioned an entirely unique organization that later developed into the institution of the "Frontier Guard." (M ilitärgrenze) It has not been established whether this was the first settlement. But that the first inhabitants of our area were of Slavic origin can be sufficiently demonstrated by the Slavic origin of the name "Glogon," which was likely formed from the word "Glog" or "Glogovina." In English, Glog means "hawthorn," and the first settlers appear to have come across much of this shrubbery and to have brought about the description of the area by its current name. The inhabitants of the region understandably rose up from the lowest stages of development, and lived in wretched huts built from wickerwork and sod. Their chief occupation was fishing and hunting--they pursued agriculture and animal husbandry only when these were absolutely vital to their subsistence.

Z powodu niewielkiej liczby mieszkańców społeczność ta nie była do tej pory znana środowisku naukowemu czy większości mieszkańców Serbii. Megleno-Wołosi przybyli tutaj w latach pięćdziesią- tych XX stulecia z miejscowości Huma (obecnie na obszarze Byłej Jugosławiańskiej Repu- bliki Macedonii) i pozostawali „niewidzialni” w oficjalnych statystykach, będąc „ukryty- mi” wśród macedońskich kolonistów, a ich zadanie polegało na ponownym zasiedleniu, wspólnie z innymi Jugosłowianami, dawnych wsi niemieckich. Jednakże już wkrótce wie- lu spośród nich powróciło do domów, osiedliło się w innych miejscowościach na terenie Macedonii lub wyemigrowało do państw zachodnioeuropejskich. Dzisiaj dialektem me- gleno-wołoskim czynnie posługuje się kilkoro ludzi (terminal speaker, wedle terminologii lingwistycznej), urodzonych w okresie międzywojennym. W artykule postarano się udzie- lić odpowiedzi na pytanie, czy dialekt ten pozostaje mocno zagrożony, czy też już stał się językiem zdezaktualizowanym. Pokazano też, że lingwistyczna i kulturowa przyszłość Megleno-Wołochów w Serbii nieuchronnie zmierza ku akulturacji i asymilacji.
