Present: - Parish Councillor C Phillips, P Phillips, Read, Croft, Pinney, Smith. Tregoning, Rymer and Trinder Councillor L Hellyer (DCC) (joined at 7.50) Councillor P Pennington (TDC) joined at 8.10 Clerk (DN)

Mr M Bridges – Planning at Littlemoor, Littleham – asked (by email) if we could help him at all following his planning application being dismissed at appeal – unfortunately we can only comment if any subsequent planning application is submitted

2361 To Approve Minutes 2344 – 2357 of the Parish Council meeting held on 21 January 2021- proposed by Cllr P Phillips to accept the minutes, seconded by Cllr Croft, all agreed 2362 Matters Arising from previous meeting Agenda a) 20’s plenty – still awaiting to hear from Cllr Hellyer, Cllr C Phillips to attend HATOC meeting tomorrow (Friday 05 March). b) Looking after public places – Quotes – for tarmacking area by bus stop DN to get quote c) Rural broadband – Contact Jurassic Fibre. Airband DN to contact Jurassic Fibre not covering Littleham/Landcross at the moment. d) Shutta Track/Right of Way – Cllr Tregoning - no one owned it, Public Rights of way. DCC were supposed to keep it up but not happened – take off agenda e) Dog Bins in Landcross – no bins at Landcross, write to DN to write to TDC asking where the TDC and ask where these bins are. Site at Pillmouth dog bins are. Need one at entrance is site where the main refuse is collected. Ask Cllr to Pillmouth Pennington

2365 Reports from District & County Councillors Cllr Hellyer report (appendix 1) – emails circulated, budget has been set, no services being cut and extra money going into front line services. Cllr Pinney asked if HATOC could be asked about 30mph zones in Whitehall and Littleham. Cllr Hellyer said some of the issues shes raised for HATOC have already been solved. Speed cameras – can they be put up if not on DCC land? Do they need planning permission? Cllr C Phillips - can we find out the cost of repairing the VAS at Landcross. Cllr Hellyer advised its not repairable. Statistics for speed data – can we request – Cllr C Phillips to ask at HATOC Cllr Trinder – Scratchface being resurfaced – why is money being spent on it when not used. Probably not used by many people because of its condition, did have a drainage issue Cllr Pennington (report appendix 2) – not sure how local authorities going to come out of coronavirus. Should car parking charges go up in tourist areas? On street parking DCC, TDC do car parks, should be more joined up thinking? Cllr C Phillips suggested maybe have one free car park? Cllr Pennington enforcement – will contact them tomorrow re the scaffold yard as he has taken number plate Sealock Barn – car went through hedge, fence and across Tarka Trail Cllr Pennington will ask about dog bin at entrance to Pillmouth

2366 Highways Pedestrian crossing in Landcross Sign in Landcross put up illuminated sign to slow down (after fatal accident), Julian Roskilly felt that the sign had served a purpose and no longer required. We want more than default answer and want reasons why its ‘no’

Report for Littleham and Landcross Parish Council from County Cllr Linda Hellyer

March 2021

My apologies that I will be late tonight. Thursday are popular for meetings, and I have 2 other parish meetings, and , at the same time.

Parish News:-

I have sent you updates as I have received answers back from Dcc. The piece of land and the wall that you wanted to Tarmac belong to Dcc. At the moment there is no budget to repair them, but you can ask me about this in May and I may be able to contribute to the cost of repairs..

It is the HATOC this Friday when I can raise local issues. However, feedback from our neighourhood highways officer is that DCC want to remove the broken VAS at Landcross. The data does not show that the road meets the threshold for a VAS.. I have asked if we can keep it. The data for the stretch from Landcross to just beyond the junction did not warrant an additional VAS. The highways officer felt that the signage at the Weare Giffard junction was adequate.

Similarly, to get a crossing at Landcross you need a lot more people.

There have been roadworks in various places, including Scratchy Face Lane.

General News:-

Devon County Council sets its Budget on the 18th February.

Two thirds of the budget will go on the caring services e.g. Children and vulnerable adults of working age. The good news is that the council has found another £600,00 for Highways to use on potholes and drainage.

There will be an additional £100,000 that Towns and Parishes can bid for e.g. to paint street furniture

Another £600,000 is being given to the district councils, on top of the £1.5million that they had last summer. This money is intended to support people who find themselves unemployed and need help until the Universal credit kicks in.

Most people want to preserve our green spaces and lovely countryside and are aware of Climate change issues. spent £2million to set up the structure for the Devon Carbon Plan. This has been handed over to University to run, but DCC cabinet members are very much involved and working hard to make us carbon neutral.

DCC is opening 13 new centres for working people to get tested to see if they are asymptomatic. Our nearest one is Taw View in . People need to ring to make an appointment.

Dcc has given out £69,000 to 70 organisations helping with Covid related issues in the last 3 weeks.

15,000 vouchers have been delivered to families who are entitled to free school meals to help prevent holiday hunger during the half term break. They can be used at all the major supermarkets, including Aldi. Special arrangements are made for those who can’t access the supermarkets.

Dcc have installed 42 electric charging points across the county and another 78 are planned in the next 12- 18months.

The government has said that the elections for the County Council, and for the Police and Crime commissioner, will go ahead on May 6th. Polling stations will be made as Covid secure as possible, with screens, masks, and sanitiser etc. Voters will be asked to take their own pen or pencil. The turnout at local elections is woefully low. So, considering that the polling stations will be open from 7am to 10pm, it is probably safer than going to the local supermarket.

However, the government is advising that all those, like myself, who have been shielding, apply for a postal vote, and do that sooner rather than later, to avoid delays. To apply for a postal vote, you can email council

1) Council Tax - TDC agreed a 2.96% increase. A band D property will rise from £168.66 to £173.66 a year. Bear in mind that TDC only get 8.5% of the CT bill. The vast majority goes to DCC, smaller proportions to Police and Fire services. 2) Elections in May 2021 - for DCC and Police and Crime Commissioner 3) Heale House Scaffolding enforcement- will continue to pursue. Have seen a a pick up van loading today. Will give the number to enforcement tomorrow.
