LITTLEHAM & LANDCROSS PARISH COUNCIL Minutes of the Parish Council Meeting held at Littleham Village Hall on Thursday 25 July 2019 Present: - Parish Councillors Haddrell, Hassall, P Phillips, Baker, Crofts, Read, Rymer, Mitchell, Cllr P Pennington (TDC) Apologies: Cllrs Tregoning, C Phillips, Stevens and Cllr L Hellyer (DCC) 2139 To Register Members New Interests – none 2140 Declarations of interests on agenda – none 2141 To Approve Minutes 2125 – 2138 of the Parish Council meeting held on 20 June 2019 – Cllr Crofts proposed, Cllr Hassall seconded, all agreed 2142 Matters Arising – Not Covered by Agenda – Welcome Pack – Cllr Haddrell to look into it. 2143 Climate Change – Pete Jollands – Are the parish council doing anything to ‘save the planet’? Pete has attended biosphere meeting. Mari and Rob – biodiversity group. Cllr Hassall proposed that we suspend standing orders, seconded by Cllr Read. Pete Jollands now in Littleham Parish Council trustee of Biosphere group. Sustainability. What can each parish do? Proposed by Parish Councillor from Winkleigh. We will be receiving correspondence before next meeting. What is happening in parish- biodiversity. TDC doesn’t know what renewable energy in each parish. Need a parish reporter to record what renewable etc is available. Need a base line and then can identify what else can be done. How is it going to be achieved. Any observations from other members of public. Mary Brooks – hedges with trees planted in it. Solar panels on the hall roof, Mari – pointed out that 2 parish councillors are part of the biodiversity group. Suggested a small turbine at hall. Get farmers/land owners involved. Have tree planting target – Devon Wildlife Trust/Woodland Trust grants available. Cllr Pennington – Less food production to environmental targets. Rural poverty. Torridge have adopted target of 2030 for zero carbon. NFU has agreed to go carbon neutral by 2040. NFU and Biosphere talking to each other. Agriculture key to aiming towards zero carbon. Key to bring groups together. Re establish footpaths. Cllr Haddrell – looks like there is overlaps with different group. Will have formal biosphere letter by September meeting. Cllr Hassall asked if Bideford been asked. Not yet – only Littleham/Landcross, Dolton and Winkleigh. Bideford Town area to get together all bits of land and get as much of town covered with trees as much as possible. Reopen Standing Orders 2144 Planning: 1/0563/2019/FUL - Single storey rear side extension. Little Malt, Littleham – Cllr Crofts proposed no objection, Cllr Hassall seconded to approve. All agreed Unauthorised works at Carrysbrook – Cllr Haddrell - Was initially applied in 2017 when parish council very perturbed by proposal and applicant then resubmitted. Initial submission was for everything that they have done which is against the application that was approved. Significant works have been done. Eyesore. If he is allowed to continue it will be a commercial/industrial area. 20ft sheer drop, flattened area and entrance for the residential house (which was refused). Looks like all traffic will be from Hoopers Water Applicant rents premises at Caddsdown. Cllr Hassall – If enforcement officer has issued a Stop notice then any other works could be subject to fine. Cllr Reed advised that their was a surveyor was there yesterday. No retrospective application has been submitted as yet. Cllr Hassall – asked can we contact enforcement officer. Parish council feels that there is going to be an industrial use. Concerns in 2017 – highways and drainage, access dangerous. Commercial vehicles on site. Include that a septic tank has been put in together with drainage. Cllr Crofts – how far can we go, think we should wait. Write to Enforcement that we are registering our disagreement with what is going on and then ask if a retrospective application has been requested. Point out that a septic tank and drainage works are being carried out – has the Environment Agency been involved if not can he inform them. Proposed Baker, seconded Rymer all agreed. Notifications 2145 Reports from District & County Councillors. Cllr Hellyer not present – report sent Cllr Haddrell noticed Ash die back issue that Cllr Hellyer referred to. None noticed in Littleham. Cllr P Phillips says it is in Landcross Cllr Pennington submitted Cllr Leathers report on waste and recycling. All recycling stays in the country. Some markets are very poor so not as much income. Torridge responsible for collection, DCC responsible for disposal Climate change carbon neutral by 2030 Cllr Haddrell – 5 properties put black bags out at appropriate time. Collections has been missed a few times. Cllr P Phillips – advised that collection not been made at Landcross for 3 weeks. Report to refuse department and if don’t get a response then contact Cllr Pennington (Phone 01237 428700 option 3) Cllr Haddrell – people have mentioned if cardboard not in brown bag then it wont be collected due to moisture which reduces the value. Cllr Rymer – where do they make the compost and can it be bought by local people to use it on their gardens. Cllr Haddrell – pointed out scammers targeting people in cars that they need to pay in machine or read cards. People losing their cards. 2146 Co-option of councillor for Landcross - Deferred 2147 Highways – 3 people giving up morning to talk about potholes and excited when highway officer was going to look into it. No response at all. Cllr Haddrell – request for junctions at Moorhead Cross and onto Yeo Vale Road. Put in email to Julian about that they are dangerous. Response from Julian – Cllrs not impressed with his response. Ignored that there is a blind bend on bottom of Littleham Hill. As there hadn’t been accidents that there wasn’t an issue. Speak to landowners around Moorhead Cross to see if verges can be cut back. Complaint by resident about vegetation growing into the road along Yeo Vale Road. Has reported it to DCC complaints. The response received – assessment officer had been along the road that the defect criteria had not been met. She is trying to find out what criteria is. Vegetation coming out of bank. What defect criteria actually means. Pedestrians, cyclists and horse riders. W191241976 (case number) 2148 Litter bins/Dog bins – Cllr Read asked around village 50/50 about where they should be placed Put in request for dog bin for Tarka Trail/Landcross. How often and when will the dog bins be emptied Littleham Dog bin at Crossways, proposed Cllr Read, seconded by Cllr Croft where signpost is above the bus shelter site, all agreed. Litter bin opposite village hall near gateway to playing field. and one at the bus stop 2149 Future dates of meetings – 1st Thursday in month from 5 September 2150 Finance & Insurance: a. Report on Bank Balance – bank statement and cash book presented b. Authorisation of Payments. – payment to clerk for expenses and gratuity to internal auditor c. Submission of documents to external auditor (i) Section 1 Annual Governance Statement 2018/19 – all agreed and signed by chair and clerk (ii) Section 2 – Accounting Statements 2018/19 – all agreed and signed by chair and clerk 2151 To consider correspondence & communications requiring attention. Emails circulated Telephone box going to be decommissioned – have been offered it for £1, do parishioners want us to buy it. (Add it to the agenda for next time) Fire service – meeting on 6 August in Bideford Library NHS consultation – comment on various – comment online Defibrilltor training unit – email from Monkleigh Parish Council. Cllr Haddrall has responded. Helipad – few years ago we were approached by Air ambulance. Costs around £10000 to install necessary lighting and ancillary services. Now we have defibrillators do we need one?
