2. MOTION: Made by Mr. Fuda, seconded by Ms. Frenchko, to adopt a Resolution congratulating the HOWLAND HIGH SCHOOL BOYS SOCCER TEAM for winning their First State Championship. Under the guidance of their Head Coach, Brian Stiles, and his assistant coaches, this year’s team has excelled in the sport of soccer all season long. The Soccer Team completed an undefeated State Championship season with a 5-0 victory over Tippecanoe in the Division II Boys’ Soccer Final. This State Championship Title is the first in the Howland Tigers’ program history. The Board of Trumbull County Commissioners joins others in congratulating the HOWLAND HIGH SCHOOL BOYS SOCCER TEAM for their dedication and hard work in accomplishing this amazing victory.

6. MOTION: Made by Mr. Fuda, seconded by Ms. Frenchko, to approve the Memorandum of Understanding by and between the TRUMBULL COUNTY COMMISSIONERS, and the DEPARTMENT OF JOB AND FAMILY SERVICES, on behalf of the CHILD SUPPORT ENFORCEMENT DIVISION (CSEA), for the term of January 1, 2021 through December 31, 2021, in an amount not to exceed $600,000.00--to be paid through TANF Funds—absolutely no County General Revenue Funds are requested. The Memorandum of Understanding allows for reimbursement to the CSEA for the performance of TANF-related activities which are based on the CSEA Random Moment Samplings for mutual customers of the Trumbull County Department of Job and Family Services; AND to authorize Mauro Cantalamessa, President of the Board of Commissioners, to execute said Memorandum of Understanding; this action per the recommendation of the Trumbull County Department of Job and Family Services and is subject to review and approval of the Prosecutor’s Office.

MOTION: Made by Mr. Fuda, seconded by Ms. Frenchko, to award the lowest and best proposal as submitted by WADSWORTH SOLUTIONS, 909 Sahara Trail, Unit C, Boardman, OH 44514 to install BIPOLAR IONIZATION to the TRUMBULL COUNTY 911 CENTER, in the amount of $2,414.00—to be paid from COVID Fund No. 076-011-1000-1000-1-505506; AND to authorize Mauro Cantalamessa, President of the Board of Trumbull County Commissioners, to execute said proposal on behalf of Trumbull County; this action per the recommendation of the Administrator of Special Projects in conjunction with the Air Quality Control Leader. NOTE: The Air Quality Control Leader requested three (3) companies to submit proposals, but only one (1) company replied. IMPORTANT SPECIAL NOTE: The installation of Bipolar Ionization will provide quality clean air control and prevent the spread of COVID-19 and other to protect employees and consumers in the building.

MOTION: Made by Mr. Fuda, seconded by Ms. Frenchko, to award the lowest and best proposal as submitted by WADSWORTH SOLUTIONS, 909 Sahara Trail, Unit C, Boardman, OH 44514 to install BIPOLAR IONIZATION to the Trane Rooftop Unit and Trane Air Handler at the PARK PORTER BUILDING (Department of Job and Family Services), in the amount of $10,656.00—to be paid from COVID Fund No. 076-011-1000-1000-1-505506; AND to authorize Mauro Cantalamessa, President of the Board of Trumbull County Commissioners, to execute said proposal on behalf of Trumbull County; this action per the recommendation of the Administrator of Special Projects in conjunction with the Air Quality Control Leader. MOTION: Made by Mr. Fuda, seconded by Ms. Frenchko, to award the proposal as submitted by WADSWORTH SOLUTIONS, 909 Sahara Trail, Unit C, Boardman, OH 44514 to update the failed pneumatic controls in the rooftop HVAC unit to return the RTU to normal operation and provide proper ventilation to the STONE BUILDING, in the amount of $29,308.00—to be paid from COVID Fund No. 076-011-1000-1000-1-505506; AND to authorize Mauro Cantalamessa, President of the Board of Trumbull County Commissioners, to execute said proposal on behalf of Trumbull County; this action per the recommendation of the Administrator of Special Projects in conjunction with the Air Quality Control Leader. NOTE: Only one (1) quote was received since this project is vendor specific. IMPORTANT SPECIAL NOTE: Updating the failed pneumatic controls is necessary so that the Bipolar Ionization will be effective to prevent the spread of COVID-19 and other viruses and bring cleaner indoor air environment to protect employees and consumers in the building.

Commissioners Cantalamessa and Fuda acknowledge Mr. Robert Marino and his service on the Trumbull County Planning Commission Board. They thanked him for his service as Chairman of the Board.

Mr. Carl Diggs and Jordan Wilson of Inspiring Minds spoke about the goals of their organization. They talked about teaching the children about the rich history of black Americans and their ancestors and the many things the organization does to help educate children helping them to make contributions to their community.

Discussion was made by the Commissioners, Carl Diggs, Jordan Wilson and Meghan Reed, regarding Black History Month and the Oral History Program. They spoke about the importance of teaching children about black history.

Discussion was made by Nic Coggins and Commissioner Cantalamessa regarding the importance of business owners and members of the public to complete the Broadband Feasibility Study.

MOTION: Commissioner Frenchko made a motion to rescind the Journal Action taken by the Board of Commissioners on February 18, 2021 to move forward with the Drive-Thru Clinic. She said there was neither a dollar amount nor vendor mentioned in the action. She stated that the quote provided by the Combined District did not comply with Federal Guideline laws or the Prosecutor’s Opinion.
