French and Parrello Associates (FPA) has prepared a Visual Analysis of a proposed 120’ Crown Castle monopole located at Hutchinson River Parkway Exit 8SB, Pelham Manor, NY 10803. The topography within the study area ranges in elevation from 0’ +/- AMSL (Above Mean Sea Level) to 90 +/- AMSL. The main forest species of the area consist of mixed deciduous and coniferous with heights ranging from 30 to 75 feet. The field study for this visual resource evaluation was conducted in the early spring during 10% leaf on conditions.

A site visit was conducted by FPA on April 10, 2019 between 11:00 AM and 2:00 PM to gather photographs from various locations surrounding the proposed site location. Sixteen (16) photo locations were identified to present a “before and after” illustration of the proposed Crown Castle Telecommunications Facility within a radius of 2 miles of the proposed location. A 2 mile radius is a typical industry standard for a subject area of evaluation. The (16) locations were chosen to include various parks, schools, commercial, and residential areas that might be visually impacted due to the proposed facility. These locations were chosen based upon points of interest as well as a viewshed analysis map created using Earth. This computer-generated map utilizes existing topography, existing features, and the proposed tower height to develop a mathematical viewshed analysis map. A 3D model of the proposed tower was generated with the program to view the tower from various locations that the pole could potentially be visible from. The photo locations were taken looking towards the proposed monopole from the approximate distances measured using Google Earth.

The photographs noted above were taken using a Nikon Coolpix S7000 16 mega pixel camera set on autofocus using a 50mm focal length. Of the (16) photo locations chosen, the 3D Model was visible from (7) Photo locations (Photo Location 1, 8, 9, 11, 12, 13, and 15). Photo simulation renderings were created for these (7) locations to illustrate the visual impact from these locations. The height of the 3D Model and distances from each location were used to accurately scale the rendered monopole and equipment to the proper heights and perspectives. Adobe Photoshop was used to create the renderings.

The Visual analysis conducted provides a conservative perspective of the study area. Much of the area within the (2) mile radius will not have a negative visual affect from the proposed facility due to surrounding landscape. The locations where the monopole will be visible will be partly obstructed due to the vast vegetation of the area. Based upon the final images within our Visibility Analysis attached, the proposed Crown Castle Telecommunications Facility will have a minimal visual impact on the surrounding area.
