Sen. Gillibrand … Why Enacting a Robust Federal Highway & Transit Program is Important to the State of

Employment

The design, construction and maintenance of transportation infrastructure in your state supports:

 318,604 full-time jobs earning $9.8 billion annually;  158,718 of those jobs are directly supported by construction activity; an additional 159,886 jobs are supported by the money spent by transportation construction-related employees and firms;  An additional 3,518,797 jobs in New York in tourism, retail sales, agriculture and manufacturing are completely dependent on transportation infrastructure. Infrastructure Investment

Between 2005 and 2014, the federal investment in your state has:

 Provided $23.2 billion to support 12,381 highway and bridge projects worth $31.7 billion;  Invested $8.8 billion in projects on the Interstate Highway System;  Supported $4.5 billion in projects that added capacity by widening an existing roadway or building a new road or bridge.

Between 2003 and 2013, the federal highway funding received by New York provided 54% of the capital outlays made by the New York Department of Transportation for highway and bridge projects. Here’s how the state and local governments decided to spend their federal funds: 90% for capital outlays and safety; 0.4% for planning and research; 2% percent for bike and pedestrian walkways; and 7% for other expenditures.

New York currently has 47 transit organizations serving urban areas and another 65 transit agencies based in largely rural counties. Federal investment between 2004 and 2013 accounted for 38% of total capital outlays by urban-based transit agencies in the state. Federal funds provided 17% of operating expenditures and 80% of total capital expenditures for rural transit agencies. These rural agencies have a total fleet of 163 vehicles, of which 89% were bought primarily with federal funds. Existing Capital Needs

Critical Roadway: The state has 27,482 miles of roadway eligible for federal aid. 28% of those roads need to be resurfaced or repaired.

Bridges: Your state has 17,456 bridges, 39% of these need repair. 2,012 of your bridges are rated as “structurally deficient”, 4733 are rated as “functionally obsolete” relative to current safety and design standards. Safety

Research has shown that poor roadway conditions are a factor in one-third of all fatal motor vehicle crashes. In 2013, there were 1,121 such crashes in your state, resulting in 1,199 deaths. 26.6% of the crashes were on your NHS mileage; 53% were on rural roads. According to the U.S. Public Health Service, motor vehicle crashes are the #1 cause of death and permanently disabling injuries for Americans under 21 years old.

Employment calculations based on same approach detailed in the ARTBA 2015 U.S. Transportation Construction Profile. Roads are considered in need of repair if they have an International Roughness Index rating of 170 or above.

The top ten projects are based on the total amount of federal investment in the project and the latest date the FHWA division office approved the project, limited to the time period 2005 to 2014. Data was compiled by ARTBA from the Fiscal Management Information System.
