Torres, Chair Situated within the context of the January 25 Egyptian Revolution and the subsequent socio- political transitions, this dissertation focuses on the experiences of 24 university students and educators in Egypt, particularly emphasizing meanings and actions of participatory citizenship and citizenship education. Through a hermeneutic phenomenological qualitative approach, I explore how the experiences of the January 25 Egyptian Revolution and subsequent events impacted the perceptions and actions of participatory citizenship for university students and educators in Egypt; To what extent does university students and educators in Egypt perceive their actions of participatory citizenship; and How do university students and educators conceive the current role of the university in fostering citizenship education? I conclude that participants learn what it means to be a citizen from various sources, and practice those ideas in multiple spaces. The Revolution and subsequent socio-political events, in ii combination with other influences, have significantly impacted the perceptions of participatory citizenship for participants. And despite a number of challenges to participatory citizenship, the Revolution and subsequent socio-political events provided a critical pedagogical workshop where participatory citizenship was learned and practiced. The Revolution and subsequent events have also impacted teacher attitudes and pedagogies. The participants reveal a connection between social and political events and their perceptions and experiences of teaching and learning, and perceive teaching and learning as a political act of citizenship. Furthermore, participants perceive the university as important site where students can be change agents, where critical thinking is valued and promoted, where the university is seen as an essential part of the public sphere, where student empowerment is nurtured, and as a space where relevant pedagogy, peace education and the construction of good humans can occur. To enhance university citizenship education in Egypt, participants call on universities to focus on faculty and student development, civic engagement programs and international opportunities. iii The dissertation of Jason Nunzio Dorio is approved. Biagio Speciale, Lecturer at the Université Paris 1 Panthéon-Sorbonne, Centre d’Economie de la Sorbonne Abstract We analyze the effects of the 2011 Egyptian revolution on the relative labor market conditions of women and men using panel information from the Egypt Labor Market Panel Survey (ELMPS). We construct our measure of intensity of the revolution – the governorate-level number of martyrs, i.e. demonstrators who died during the protests - using unique information from the Statistical Database of the Egyptian Revolution. We find that the revolution has reduced the gender gap in labor force participation, employment, and probability of working in the private sector, and it has caused an increase in women’s probability of working in the informal sector. The political change has affected mostly the relative labor market outcomes of women in households at the bottom of the pre-revolution income distribution. We link these findings to the litera- ture showing how a relevant temporary shock to the labor division between women and men can have long run consequences on the role of women in society.

    preview version Revolution and Democracy: Sociopolitical Systems in the Context of Modernisation Leonid E. Grinin and Andrey V. Korotayev Abstract The stability of socio-political systems and the risks of destabi- lisation in the process of political transformation are among the most im- portant issues of social development; the transition to democracy may pose a serious threat to the stability of a respective socio-political system. This article studies the issue of democratisation. It highlights the high economic and social costs of a rapid transition to democracy for countries unpre- pared for it—democracy resulting from revolutions or similar large-scale events. The authors believe that in a number of cases authoritarian regimes turn out to be more effective in economic and social terms than emerging democracies, especially those of a revolutionary type, which are often inca- pable of ensuring social order and may have a swing to authoritarianism. Effective authoritarian regimes can also be a suitable form of transition to an efficient and stable democracy. Using historical and contemporary examples, particularly the recent events in Egypt, the article investigates various correlations between revolutionary events and the possibility of es- tablishing democracy in a society. In Egypt, the events that took place in Tahrir Square not only put an end to President Mubarak's dic- tatorship, but also paved the way for new political actors, among which the Muslim Brotherhood has played a key role. During the subsequent transition, the Brotherhood gained control of the National Assembly and positioned their leader, Mohamed Mursi, as the new President. The present debate is focused on the true democratic vocation of this move- ment and its relationship with the other social forces inside Egypt and beyond. This article intends to address these issues. To that end, it begins with an explanation as to the ideological and political evolution of the Muslim Brotherhood and its internal changes brought about by the end of the previous regime, closing with an analysis of its transnational influ- ence and the possible international aftermaths. At one point, Egypt was the primary nemesis of American interests in the region as it sought to spread its own form of Arab socialism in cooperation with the Soviet Union. However, since President Anwar Sadat’s decision to sign the Egyptian-Israeli peace treaty in 1979, Egypt has proven a bulwark of the United States interests it once opposed. Specifically, those interests are peace with Israel, the continued flow of oil, American control of the region, and stability within the Middle East. In addition to ensuring these interests, the special friendship has given the United States privileges with Egypt, including the use of Egyptian airspace, expedited transit through the Suez Canal for American warships, and the basing of an extraordinary rendition program on Egyptian territory. Noticeably, the United States has developed its relationship with Egypt on military grounds, concentrating on national security rather than issues such as the economy or human rights.

    Fault Lines: Sinai Peninsula 20 OCT 2017 The Sinai Peninsula is a complicated operational environment (OE). At present, there are a number of interconnected conditions creating instability and fostering a favorable environment for the growth of Islamic extremist groups. Egypt is battling this situation with large-scale security operations, yet militant activity is not diminishing. The Egyptian government, in coordination with the Israeli government, is placing renewed interest on countering insurgent actors in the region and establishing a lasting security. Despite its best effort, Egypt has been largely unsuccessful. A variety of factors have contributed to the continued rise of the insurgents. We submit there are four key fault lines contributing to instability. These fault lines are neither mutually exclusive nor are they isolated to the Sinai. In fact, they are inexorably intertwined, in ways between Egypt, Israel, and the Sinai Peninsula. Issues related to faults create stability complications, legitimacy concerns, and disidentification problems that can be easily exploited by interested actors. It is essential to understand the conditions creating the faults, the escalation that results from them operating at the same time, and the potential effects for continued insecurity and ultimately instability in the region.     Egypt in Transition The Third Republic BY M. CHERIF BASSIOUNI n January 25, 2011, the Egyptian people took to the streets and in 18 days were able to bring down the 30-year corrupt dictatorial regime of Hosni Mubarak, using entirely Opeaceful means. That revolution set the Arab Republic of Egypt on a hopeful path to democracy. After Mubarak resigned, the Supreme Council of the Armed Forces (SCAF) became the custodian of the transition. In June of 2012, in Egypt’s first free and fair presidential election, Muslim Brotherhood candidate Mohammed Morsi was elected President. Slightly more than 50 percent of registered voters actually voted, and those voters gave Morsi a majority of just less than 52 percent. Having won by this slim margin, Morsi was sworn in as President on June 30, 2012, and thus the Second Republic came to be.1 He was removed by the military on July 3, 2013 and a temporary President, Adly Mansour, was appointed on July 4, 2013. Thus began the Third Republic. The Second Republic Five months later, Morsi declared his decisions beyond judicial review, and thus his authority unchallengeable. In December, 2012, he pushed a pro-Islamist constitution through a popular referendum; it passed but with less than 30 percent of the popular vote. There was no constitu- tional way to recall, impeach, or remove Morsi. The path to democracy was taking a turn towards theocratic autocracy. The serving People’s Assembly (Majliss al-Sha‘ab) had been elected under a law later declared unconstitutional. Over 60 percent of the members of the new parliament were Muslim Brotherhood (MB) and Salafists.
