DYNAMO Discussing Sustainable Infrastructures for

About us

We are an independent group of citizens who seek answers regarding the proposed Wind Turbine installation project on the island of Kythira.

We envision a future for Kythira, in which natural and cultural wealth is protected and promoted.

We stand in favor of progress and technology, as long as they are implemented for the benefit of the inhabitants of Kythira, the local economy and the unique landscape of our island - that is, if they serve a truly sustainable development.

Our goals are to INFORM residents, expatriates and public opinion, and to CREATE DIALOGUE on how to implement renewable energies on Kythira.

We have no political stance and do not seek confrontation. We are looking for cooperation for the positive, smooth and organized progress of Kythira.

Every citizen or company with a residence or business in Kythira can participate in our effort and every help is welcome.

DYNAMO Discussing Sustainable Infrastructures for Kythira

What happened in 2006

In 2006, law number 3468 and subsequent Ministerial Decisions defined the legal and regulatory parameters for the production of electricity from renewable sources.

Important elements:

(Ministerial Decision 49828/2008, Government Gazette 2464Β/2008)

Maximum permissible level of coverage may not exceed 0.53 standard wind turbines / 1000 “Stremma” (= 1.000.000 M2)

Kythira Total Area 278 Square Kilometers (= 278.000 “Stremma” = 278.000.000 M2)

0.53 X 278 = 147.34 STANDARD WIND GENERATORS are the maximum permitted percentage of wind farm coverage in Kythira.

Between 2007 and 2009, NINE applications were submitted to the Regulatory Authority for Energy the construction of Industrial Wind Farms in Kythira to

RAE (Energy Regulatory Authority).

(Note that some of them overlap)

The mobilization that took place at that time was dynamic and mainly focused on:

- Collection of signatures against the construction of industrial wind parks in Kythira.

- Intense press communication

- Letters of opposition from Local Authorities

What has changed?

1. Governmental will

The investment interest is fuelled by the fact that significant initiatives are under way to reduce the bureaucratic burden associated with green energy investment, with the first and foremost abolition of the production license, which is to be replaced, as announced by the Secretary-General for Energy, Mrs Alexandra Sdoukou, by a simple certificate in the electronic register of Renewable Energy Source producers, to be created shortly. At the same time, the government is committed to reforming environmental licensing in order to shorten the time required to submit the Renewable Energy Source investment plan until it is operational.

The Minister of Environment and Energy, Mr. Kostis Chatzidakis, attended yesterday's annual events of the Association of Photovoltaic Energy Producers (SEVF) and the Hellenic Scientific Association of Wind Energy (ELETAEN).

“Large sections of the territory will be interconnected, especially the . The by 2024. Almost all the islands by 2030 ”.

2. Network upgrade that will allow for the implementation of older applications

A key factor is the implementation of the network expansion and reinforcement projects (Megalopolis - Patras cable is completed in March, while Megalopolis - Corinth will be expedited and delivered next year), which greatly increases the available amount of electricity. When these two projects are completed, the safe absorption limits of the network will reach 2310 MW (currently 1900 MW).

What happened on January 22, 2020

TWO licenses were granted for the production of electricity from a Wind Farm, corresponding to TWO out of NINE proposals

It was decided to grant a license for the production of electricity from a wind farm consisting of fifteen (15) wind turbines with maximum generating capacity of 2 MW each with blade diameter of 71 meters, at the "Finikia" location of the Municipality of Kythira.

The Byzantine settlement of Mylopotamos is characterized as a historic place that requires special state protection.

“We declare the area of Mylopotamos as a landscape of particular natural beauty and historical place, from the Venetian Castle, to the coast,… Special protection is needed to prevent interference that will alter the beautiful coastal landscape and natural environment of areas that contain remarkable antiquities. MEASURES – ACTIONS

An additional two (2) licences were issued by the Energy Regulatory Authority (during the period when the lawyer was preparing the Review Applications for licences 130/2020 and 131/2020) i.e. the numbers 249/2020 and 250/2020 for Wind Farms in (Krotiriaia-Kefalovouni- Pyrgos) and (Krotiri-Kefalakia) areas of Kythira on behalf of another Private Company under the name "ELLAKTOR ANONYME ETAIREIA".

The lawyer Mr. Mintzias Alexandros who prepared the first two Review Applications was asked to do the same for the two new licences mentioned above.

In order to participate in a new Amendment Petition Against these new Decisions, we are sending you the following conditions (according to the lawyer): a) Prove residency (albeit with summer homes) in Kythira. The lawyer will need an E-9 document or other certificate of ownership. b) Send your full name, father's name, home address in Kythira and Greek Tax Identification Number (necessary to be able to file the application in your name).

Those who have already given this information for the previous ones DO NOT NEED to send it back, just an e-mail at [email protected] that they wish to participate in the new Applications and consent to the use of their personal data. Those who are willing to participate should contact the lawyer. c) Cost of fifty (50) Euros plus VAT, for each person who wishes to participate per application to be deposited. For the avoidance of any misunderstandings, let us note that we are not allowed to make an Amendment Petition for more than one Decisions because it is certain that it will be rejected for formal reasons. In other words, it is a legal requirement (legally inadmissible).

Because time is of essence once more, given that the Amendment Petition for each of these Decisions (249/2020 and 250/2020) must be submitted, to be sure, by 20/3/2020, anyone wishing to participate must contact the lawyer.

Please note:

Electricity Production License is NOT an Installation License. An Installation License is required for the Wind Generators to be placed on the island and there are several steps until this is achieved. This is only the beginning. DYNAMO Discussing Sustainable Infrastructures for Kythira
