Key Takeaways

Broadway has emerged as a key corridor, followed by and Bushwick Avenue. Issues vary between the corridors, with a focus on speeding and traffic calming on Bushwick Avenue, and concerns about lack of lighting and dangerous intersections on and Myrtle, as well as closed subway entrances on Broadway.

Key intersections include Broadway-Myrtle and Broadway-Flushing, followed by Broadway/Cooper, Broadway/Gates, and Broadway Junction.

Key issues include ADA accessibility to subway stations, closed subway entrances, dangerous intersections (particularly those with difficult geometry), speeding, poor or dangerous cycling conditions, traffic congestion, potholes, options for express trains/buses, and lighting, particularly under elevated rail lines.

Vision Zero Prioritization Priority Corridors:

Broadway (3 groups, 1 person)

More lighting under the elevated rail structure and a high-visibility crosswalk at the intersection with Linden Street were identified as priorities. Other issues we heard include a general need for more crosswalks, closed subway entrances at all J/Z stops, and concerns about potholes and resurfacing needs. Priority intersections along this corridor include intersections with Cooper, Gates, Myrtle, Flushing, and Broadway Junction, although it was noted that all intersections on Broadway should be looked at to improve overall circulation/experience/environment. Additionally, ADA accessibility at all stations and closed subway stations is an issue.

Myrtle Avenue (2 group priority #2, 2 people)

Along this corridor, the Myrtle-Broadway intersection was identified as a priority. Other issues we heard include need for better lighting under elevated train structures.

Bushwick Avenue (1 group, 2 people)

Participants identified a need for Bushwick Avenue to be friendlier to pedestrians. Particular issues include speeding, truck traffic, delivery windows, and enforcement of speed limits.

Priority intersections:

Myrtle-Broadway (2 groups)

• Safety: crossing is difficult for pedestrians. This is a “scary” intersection that could benefit from curb extensions, high-visibility crosswalks, longer cross times, and pedestrian refuges • Traffic circulation: there are numerous conflicts between buses, pedestrians, and cars, and there is bus congestion. Eliminating turns was mentioned as a potential fix. • Access to transit: people need better access to the train station (additional stairway capacity), as well as ADA accessibility • Public space: lighting needs to be improved, add wayfinding signage

Broadway-Flushing (2 groups)

Cyclist and pedestrian safety were identified as a priority issue at this intersection. Additionally, people are concerned about closed subway entrances.

Broadway Junction

Broadway Junction was identified as an important area for cyclist and pedestrian access, and an important location for access to East New York.

OPEN SPACE AND TRANSPORTATION Results from April 8, 2017 Open Space and Transportation Summit

During the Open Space and Transportation Summit, we collected data, ideas, and vetted recommendations from 55 community members about Bushwick parks. There were two ways we gathered input from participants; entrance activities and small group discussions.

Entrance Activities: HEADCOUNT* There were two entrance activities that people passively interacted with; 1. Which Park Do You Go To? - to understand which parks people are using and where they are coming from in the neighborhood 2. Parks without Borders - to gather ideas around how people would like to 55 see the edges of parks in terms of design and programming to inform the Parks Without Borders program if it is implemented in Bushwick parks. *From Event Sign-in, not including staff Small Group Discussion Activities For the small group discussions there were three activities; 1. Issues and Needs Within Bushwick Parks - to understand what issues and ideas for capital improvements people have in specific Bushwick parks; 2. What You Want to See in Bushwick Parks - to understand what people wish to see in the design of new and improved open spaces in Bushwick, absent a current capital design project; 3. Open Space Recommendations - a discussion around the recommendations the subcommittee has developed to vet if they are achieving the goals we set out and if there are additional ideas community members have that should be incorporated into them. last activity, residents provided comments on open space recommendations and voted on the most preferred. 10 Capital Projects & Renovations

9 Programming & Events

6 Maintenance & Operations

CAPITAL PROJECTS & RENOVATIONS

OBJECTIVE 1: Improve existing open space Improve open space and ensure that Bushwick has quality streetscapes and parks that support recreational and cultural programming

General Comments SPANISH GROUP ENGLISH GROUP • Schools money to maintain and open to public with • Small scale improvements good for improving equip- staff/security and bathroom access. For example, ment and better M&O [the] Youth Center [is] a great rec space, but neigh- • Knoll needs better M&O [and updated] equipment boring communities do not have access • Tax money should only be used for publicly accessi- • Knickerbocker is commercial, [so] businesses ble spaces should be involved • Partnerships with non-profits and residents to help get better resources to parks to supplement capital funding or expedite improvements until capital fund- ing arrives • Budget discussion -- how to prioritize community voice • I am not sure I want Parks Without Borders. It’s a public safety issue. Don’t fences keep crime down?

7 OBJECTIVE 2: Create and expand open space Explore opportunities to expand, increase and create new open space through acquisition and/or partnership with NYC Parks’ sister agencies General Comments SPANISH GROUP ENGLISH GROUP • [We] need to get requirements in place to get private • NYCHA open space [is] not being used properly developers to build public space • Hoyt Evergreen space: what’s happening? Where did • Bushwick doesn’t have much open space playground go? • NYCHA land can be used for more open space • Confusion about relationship between mischief and • Integrate a ‘Friends of’ group for the parks to help fences. People want more info to make informed maintain (more proactive effort to do this, especially votes. w/ surrounding neighbors) • Seperating childrens’ playspace from adult chilling • Fear of displacement: [getting] price out. “They are space and only fencing the former squeezing us like an orange” • White population influx. We don’t want to discrimi- nate but we should all have access • Undocumented, fear of deportation

PROGRAMMING AND EVENTS

OBJECTIVE 3: Expand educational, cultural, and recreational programming in public open spaces General Comments

SPANISH GROUP ENGLISH GROUP • [Need] spaces that gather people to share info (i.e., • Need more integrated thinking what stores to go, what places to avoid like spaces/ • Programming run by public in Maria Hernandez, stores that cater to the white community. Parks with might come with improvements to comfort station programming could be that space.

OBJECTIVE 4: Better promote open space programming General Comments SPANISH GROUP ENGLISH GROUP • No feedback • Outreach is key. The outreach through CBOs doesn’t always work. Need more direct [outreach in places like] laundromats, schools, Tony’s Pizzeria. • Parks partnerships with schools. Ask what parents and students want. Same with churches. • Billboard, post at entrance to park. They are locked. Most people don’t how to [post] / it’s complicated.

8 MAINTENANCE & OPERATIONS

OBJECTIVE 6: Improve public safety in parks and public spaces General Comments SPANISH GROUP ENGLISH GROUP • Fear of falling and of getting robbed • Have locking gates during closed times • Have a volunteer to open or close the parks

OBJECTIVE 7: Improve sanitation in parks and open spaces

General Comments SPANISH GROUP ENGLISH GROUP • Address drug users. Children and others [are] being • No feedback exposed to contaminated materials

OBJECTIVE 8: Improve overall maintenance of parks and playgrounds General Comments SPANISH GROUP ENGLISH GROUP • More light is needed in parks like Hope, Bushwick • Upgrade old play equipment if it cant be maintained and Linden. • Need better control over existing open spaces, in- • Low quality lighting can keep people away from open cluding NYCHA lots, to stop illegal dumping and bring spaces back lost assets (such as playgrounds) • Youth must visit the parks [and we] must teach them • There are also “kids in motion.” How do people find about park admin, schools. Must have unity. this info if they don’t have computers? Could there • Parks need more signage be a photo of the playground associate with contact info on the bulletin board? [There is] no CPI parks in western part of neighborhood, no person there. • Parks has outreach coordinators and they are under- staffed. Could Friends of groups from outreach teams ask people what they’d like to see? • NYCHA issues: could do community policing better, spotlights are common with no communication. • Need more officers from Bushwick. • Digital divide issue: parks doesn’t do print info. The parks should have info in the space and people to engage with.
