In Indonesia, all television broadcasting is supervised by the Komisi Penyiaran Indonesia/KPI (Indonesian Broadcasting Commission). This commission oversees broadcast television, to ensure all TV broadcasts in Indonesia comply with government regulations. Often the KPI imposes sanctions, but frequent violations still occur. This article describes the results of research on the contradiction between business interests and ethics in the television industry in Indonesia. This study uses the method of evaluation research, where researchers analyze data, here in the form of sanctions documents released by broadcasting commissions. The results reveal that all national private television stations often violate regulations. They prioritize their business interests rather than follow broadcasting guidelines, especially since KPI does not have the full authority to grant and revoke a broadcasting license. The granting and revocation of permits remains under the authority of the government, where political lobbying plays a more significant role. 27 SEA - Practical Application of Science Volume VI, Issue 16 (1 / 2017) INTRODUCTION liberal economic tradition such as America does not provide the business arrangements for Each country has its own system to manage the television to broadcast using market mechanisms television broadcasting business.

Erlangga Barat VII No. 33, Semarang 50241 Telp: 081224517424, Email: [email protected] Abstract This study aims to determine the form of spatialization and monopolistic practices carried out by Emtek Group. This research uses descriptive qualitative in the critical analysis perspective of the Political Economy of Communication Theory by Vincent Mosco. The political economy of communication theory is used to describe the spatialization in the form of horizontal integration and vertical integration to strengthen the organization and to dominate market. This research uses documentation data collection techniques by observing and analyzing the business units of the Emtek Group and the historical record establishment of Emtek Group including the shift of shareholders from Emtek Group and its subsidiaries. The result shows that the spatialization carried out by Emtek Group has caused monopoly, monopsony and conglomeration practices that can threaten the principle of fair business competition. In addition, the practice of conglomeration also provides an imbalance effect on television content, between programs containing entertainment with information programs. Seeing these conditions, society must participate in terms of surveillance by acting as a watchdog, so that media corporations can be controlled more objectively. The government should provide detail information about the proportion between information and entertainment in television program content, and should restrict media cross-ownership. Keywords: political economy of communication, spatialization, monopoly, Emtek Group Abstrak Penelitian ini bertujuan untuk mengetahui bentuk spasialisasi dan praktik monopoli yang dilakukan oleh Emtek Group.
