BROOKLYN COMMUNITY BOARD #5

General Information For more information on CB5, email [email protected], call 718-498-5711, or contact the CB5 main office at 127 Avenue, Brooklyn, NY 11207

Development in the area that is now commonly called East New York began in Dutch colonial times with the establishment of the community of New Lots – to distinguish the area from the “old lots” of Flatbush. The Town of New Lots was later designated the 26th Ward of Brooklyn and subsequently became Brooklyn Community District #5. In the 1830s a wealthy merchant, John R. Pitkin, bought farm land in New Lots, Bushwick and Brownsville and named the proposed development East New York. However, the venture failed and he sold most of the land back to the local farmers. Over time, several sub-communities were delineated within New Lots, including East New York, the Old Mill, Cypress Hills and City Line, and in recent history, Spring Creek and Starrett City. Today the U.S. Postal Service recognizes zip codes 11207 as East New York, 11208 as New Lots and 11239 as Starrett City.

The population of Cypress Hills north of Atlantic Avenue today includes Hispanic-Americans, South Asian-Americans, Caribbean-Americans and African-Americans. The southern part is composed of African-Americans and Hispanic- Americans, and a scattered presence of South Asian-Americans. City Line is named for its location in the former City of Brooklyn near the border with County before Brooklyn and parts of Queens County were consolidated into New York City in 1898. City Line is one of the most ethnically diverse neighborhoods in Brooklyn. Many Italians, Germans and Irish originally lived in the area, which today is home to immigrants from Bangladesh, the Dominican Republic, Guyana, and Puerto Rico. New Lots seceded from the Town of Flatbush in 1852 and was annexed into Brooklyn in 1886. The population is largely African-American and Hispanic-American. Spring Creek, the southeastern part of the former Town of New Lots, includes the large Starrett City apartment complex. Starrett City opened in 1974 under the middle-income Mitchell-Lama Housing Program. In 2002, it changed its name to Spring Creek Towers.

East New York has seen significant commercial and industrial development and job growth over the last 35 years. During the 1960s and 1970s, the community experienced rapid and severe deterioration resulting from housing abandonment, business closings, and the flight of the area’s middle class to the suburbs. In the late 1970s, owners of local businesses came together to create a base of business supports to address the community’s increasingly difficult business climate. Out of these efforts the East Brooklyn Business Improvement District (BID) was founded in the early 1980s to create and expand industrial development. The Local Development Corporation of East New York was established to focus on various aspects of this development, working with city, state and federal programs. Through this work, East New York was the site of the first designated zone in the NYS Empire Zone Program, and the first in-place industrial park (“IPIP”) in New York City. Today, the forty-block East Brooklyn Industrial Park includes 125 companies. Businesses include manufacturing food product services; commercial/industrial; plumbing & supplies; retail & apparel distribution; auto parts/service; and transportation. The five core areas are steel fabrication, transportation, building trades, light industrial manufacturing and distribution. Shopping areas include Liberty Avenue and Pennsylvania Avenue. Gateway Center, accessible off the Belt , is a large suburban-style . Retailers include Bed Bath & Beyond, Staples, Marshalls, Olive Garden, Red Lobster, Target, The Home Depot, and BJ's Wholesale Club. Expansion plans are underway, and include a new ShopRite grocery store. Pitkin Avenue, a premiere shopping destination in years past, is also slated for commercial revitalization through the LDC of ENY’s new “Avenue NYC” initiative.

Notable residents from East New York include: Lil Mama, Maxwell, Uncle Murda, Fat Boys, Bruce Waynne, Masta Killa, Nicole Willis, George and Ira Gershwin, Jimmy Smits, Steve Buscemi, Tony Danza, and Goldman Sachs CEO Lloyd Blankfein. Hezekiah Walker, Grammy Award-winning gospel music artist, founder and leader of the Love Fellowship Choir (LFC), is Pastor and Bishop of the famed Love Fellowship Tabernacle on Liberty Avenue.

We hope that this guide will serve as a useful way for residents to find resources within their community - to fully access these opportunities, to know who to contact, and where to find more information.

17 SINGLE STOP CENTERS

SINGLE STOP – What They Provide Single Stop is a benefits coordination agency with offices around the country, including NYC. All sites provide family support services, tax assistance and benefits counseling. On-site legal and financial counseling services are available at specific sites.

For more information see www.singlestopusa.org.

Benefits Benefits counseling is provided by a site coordinator at each Single Stop site. Many sites also have site administrators. These counselors, one of which typically has a Masters in Social Work, conduct outreach, intake, screening, application assistance and extensive follow-up with clients to ensure that they actually apply for and receive benefits. Using BEN, they screen students and families for a wide range of benefits (including food stamps/SNAP, Medicaid, Low Income Home Energy Assistance Program (LIHEAP), Women, Infants, and Children (WIC), housing assistance and child care) and help them apply to the ones they are eligible for. In addition, they provide one-on-one counseling and at community college sites, help students access other available programs on campus. When appropriate, they refer students and families to the other Single Stop services' legal counseling, free tax preparation, and financial counseling.

Legal Assistance Nationally, about 80 percent of low-income Americans who need legal help in civil cases don't receive any. The number of people who qualified for assistance jumped by about 11 million since 2007, due in part to the economic recession. This has left millions of people eligible for assistance - individuals and families who earn less than 125 percent of the federal poverty level, now set at $27,564 a year for a family of four.

As a crucial component of the Single Stop model, Single Stop USA partners with legal services providers to provide free legal counseling to people in need at Single Stop sites. These legal partners provide critically needed legal assistance to prevent evictions, provide access to public benefits, assist in cases of domestic violence, and advocate on behalf of clients in a variety of legal areas.

Financial Counseling By helping families access work supports and benefits, and providing counseling and education to help them stabilize their economic situations and build toward the future, Single Stop improves their chances of achieving economic stability and mobility. Individuals and families receive crucial financial education and individualized support to help them manage their unique economic situations. This includes assistance repairing credit and improving credit scores, developing a budget, opening bank accounts, managing debt, learning about bankruptcy, and improving their savings patterns.

Budget Single Stop counselors walk clients through a budget template, assessing their assets and liabilities to determine their personal income statement, cash flow, and balance sheet. Single Stop USA has seen that that the low-income clients can increase their purchasing power by following a budget. Budgeting becomes all the more important in the aftermath of a sudden change in circumstances - such as collection of a tax refund. As another example, food stamps typically increase the annual purchasing power of a family by 40 percent. This makes the receipt of new benefits the perfect time for families to sit down with a financial counselor and plot out a brighter future.

Asset Building Finally, Single Stop aims to help individuals build wealth. Recent research shows that as parents accumulate even modest reserves, their children develop better cognitive skills early on, stay in school longer and, ultimately earn higher incomes. Local service providers at some Single Stop locations include Credit Where Credit Is Due and The Financial Clinic.

Free Tax Preparation Single Stop can help by providing families with trusted free and low cost tax preparation services that allow them to access the Earned Income Tax Credit (EITC) and other tax credits, which enable them to make ends meet. Simultaneously, Single Stop works with taxpayers to determine whether or not they are eligible for much-needed resources such as Food Stamps, health care, child care and other important services like legal counseling and financial coaching. By taking advantage of the tax preparation moment, Single Stop provides these services in an integrated way. Every year tax credits provide tens of billions of dollars to low and moderate income families across the nation. Indeed, the Earned Income Tax Credit is one of the largest single benefit programs that exist for working families in the US.

What is the Earned Income Tax Credit? The Earned Income Tax Credit, or EITC, is a fully refundable federal tax credit for low to moderate income individuals and families. It is one of the largest benefit programs for working families that exists. Every year families that meet eligibility requirements can receive thousands of dollars through the EITC by filing their taxes. Many states also offer their own version of the EITC in addition to the federal tax credit. This increased income not only helps avert economic crisis in the short term, but also puts parents and children on the path to a better future

CHILD CARE RESOURCES

For more information about child care services, please call 311, or visit the NYS Office of Child and Family Services website http://www.ocfs.state.ny.us/main/childcare/referralagencys.asp

Child Care Resource and Referral Agencies Child Care Resource and Referral Agencies (CCRRs) provide services to parents and day care providers in every county of New York State.

If you are looking for child care, the CCRR in your area is a great place to start. They will ask you about the kind of care you are looking for, the ages of your children, the hours of care you need and other specifics such as any special needs your child might have. Based on that information, they will be able to give you a list of providers that most closely meet your needs. Remember, though, this list is just a starting point - you will need to contact the provider to see if they have space for your child and you will want to visit the child care provider you select to make sure for yourself that this is the right match for you. The Office of Children and Family Services has a helpful brochure available on their website http://www.ocfs.state.ny.us/main/childcare/referralagencys.asp.

Parodneck Foundation For Self Help Housing & Community Development, Inc. 121 Sixth Avenue, Suite 501 New York, NY 10013 212-431-7900 www.parodneckfoundation.org [email protected]

The Parodneck Foundation for Self-Help Housing and Community Development, Inc. has played a leading role in providing financial, technical and organizing assistance to New York City’s self-help housing and community development efforts. The mission of the Foundation, a city-wide, tax- exempt, not-for-profit agency, is to provide low and moderate-income residents with resources and capabilities that will enable them to create, own, and/or manage their own housing and improve their neighborhoods.

Programs: HDFC Support Program Through the HDFC Support Program the Parodneck Foundation continues its original mission to help develop and preserve low-income, resident-controlled co-operative buildings. The Foundation maintains a fund that it draws on to provide low-interest loans to HDFCs. It also provides extensive technical assistance to HDFCs that are facing financial, management, or other difficulties. Since its inception in 1970, this program has assisted over 6,000 units of low income housing.

New York Remediation Project New York Remediation Project now arranges to have the debts of individuals who have been victims of predatory lending practices written down (when possible) and restructured into a new, affordable loan, so the danger of default and foreclosure is averted.

Senior Citizen Homeowner Assistance Program (SCHAP) The Parodneck Foundation's Senior Citizen Homeowner Assistance Program (SCHAP) provides financial assistance to senior citizen homeowners who are living in physically deteriorated housing or who are in danger of losing their homes to foreclosure. The program, which has been in operation since 1986, provides no- and low-interest loans and extensive technical assistance to qualified seniors. This support enables seniors to retain their homes and improve their living conditions, thereby helping them avoid financial insolvency, displacement, and/or loss of independence. To date, the SCHAP program is the only affordable financial and home improvement program in New York City targeted exclusively to low income senior homeowners.
