Newport Municipal Airport Operations Report 04/30/2021 from: APRIL 1 – APRIL 30, 2021 Airport Budget – Participated in final wrap-up of Capital Projects Discussions. As of March 2021, the airport fund is reflecting amended budget of $698,842 Actual Year to date Activity $481,711, percentage of actual to budget 68.93%. Newport City average for this time of year is 75%. Scotch broom removal- Submitted a report to City Manager Spence Nebel on Scotch Broom removal progress at airport. On February 16, 2021 at 1 p.m. meet with Councilor Parker, Councilor Jacobi, and City Manager Spencer Nebel for a walking discussion of Scotch Broom removal at the airport. Several areas along the fence line on 84th street were discussed. Since then airport staff has started removal of Scotch Broom in this area and other areas around the property. Oregon Airport Managers Association – Attended the OAMA Board meeting through conference call. Topics of meeting include; fall conference planning, potential conference speakers, PAC legislative review, and ODA update. City Council meeting April 19- Had one item on the March 15th Council agenda. Authorization of application for Federal AIP funds to $150,000 for completion of the Environmental Assessment phase II. Motion was made and approve. One item on Council agenda at the April 19th meeting, 8C Authorization to accept a grant offer of an airport coronavirus response grant in the amount of $23,000. Motion passed to accept grant. Landing Minimums- Per committee request; I have added additional information on this topic for a discussion item during this meeting. Attend phone conference with Spencer Nebel, City Manager; Derrick Tokos, Community Development Director; Ian Bradshaw, FAA Civil Engineer; and Geoff Vaugh, PEA Engineer; to better understand the required next steps that have to be addressed for before the FAA will grant a ½ mile landing minimum. Also a review of potential impact on property owners to north of runway 16 and how the new Runway Protection Zone (RPZ) enlargement would affect them. I have added this item for discussion for this meeting. Alan Wells – Attend meeting with City Manager Spencer Nebel, City Attorney David Allen, City recorder and special Projects Coordinator Peggy Hawker, and Community Development Director Derrick Tokos, and Alan Wells to go over letter of attend for leasing front 10.8 acres of available airport land. Called a special airport committee meeting for a recommendation for City Council. Recommendation will go before City Council on May 3, 2021 meeting. Animal Shelter- Received invitation form Lincoln County to attend an Animal Shelter RFP Selection Committee meeting on May 6, 2021 FAA 163 letter – Sent email to FAA to find out where they are at on the 163 letter for the animal shelter. Also asked a clarifying question about future developments. Is a 163 letter required for the entire area, or per building that is built in that area? COVID-19 update – We are still in “High” category for COVID. Still regulated to the 10 people in FBO, as long as people are adhering to social distancing. Storm Pipe project- No new update. Was informed by Geoff Vaughn, PEA Engineer: that both projects are slated to start when the in water work window opens on July 1st. PEA is planning to ask ODFW if they can get a two week early start. But it will be dependent on the stream conditions at the time. Operations Equipment – Replace three micro switches on Jet-A truck. Had RPD come out for annual inspection and replace the fuel upload valve. RPD will be getting back to with list of item that will need to be address to keep the truck in service. New Hangar build - Brent Taylor has requested to build a 60x60 hangar on site A3. I have attached this for a discussion item during this meeting.
