In attendance were: Committee Members Terry Buggenhagen, Ralph Busby, Jeff Bertuleit, Ken Brown, and Susan Reese Painter. Also in attendance were: Airport Director Lance Vanderbeck, Deputy City Recorder Gloria Tucker, City Council Liaison Laura Swanson, and guest Jeff Lever. Absent were: Committee Members Mark Watkins and Jim Shaw. APPROVAL OF MINUTES MOTION was made by Buggenhagen, seconded by Brown, to approve the minutes of the April 10, 2018 meeting. The motion carried unanimously in a voice vote. DISCUSSION/ACTION ITEMS Rural Air Service Update Vanderbeck introduced the Rural Air Service Update agenda item. Drones Discussion Vanderbeck introduced the Drones Discussion agenda item. He said once water pressure to the airport is fixed, the project could move forward. Busby suggested asking the City Council to consider a waiver to the flow rate requirement in order to facilitate new business. The committee agreed they would like the drone instructor to give a presentation on his ideas for a drone school at the airport. OPERATIONS REPORT Vanderbeck presented the operations report included in the May 8, 2018 packet. He added he received an email from Vic Zembruski at the FAA Northwest Mountain Regional Office ATO Western Service Center who has been working toward lowering the Minimums on KONP’s ILS. Busby suggested looking at the cost of a larger fuel tank since the current one needs to be replaced. COMMITTEE COMMENTS Bertuleit said he is interested in adding detail to the development zone in the AOA as well as looking into additional parking at the airport at the next committee meeting. The FBO has limited parking spaces and we need to start looking at where to expand future parking. I sent in an image to the City engineering department and to Spencer Nebel for review to start the discussion. The idea is to clear and fill the gully just across from the FedEx building using the sand from the north end pile. I have not heard anything back on this issue as of this time. I have attached a picture for the committee to review. We should starting looking at how to better use and develop the grounds outside the AOA. I have a not been able to talk with a land developer of ideas. I would like to gather the airport committee’s thoughts and ideas to provide to a land developer of what we are looking at for possible land design layouts. We have reached out the local field tenants, FedEx, Life Flight, USCG, and Ameriflight who all in support of us accomplishing this goal. I was recently emailed that there are two obstructions from a survey in 2004 that are preventing this from happening. If the minimums are lowered it will extend out runway 16 RPZ- run way protection zone covering 63 street the community development department is working on putting in a right of way on. The FAA is unwilling to have roads and structures in runway RPZ. I would like to discuss this issue and get the airport committee’s input. Attachments: I will hopefully have the diagram of the 16 RPZ for the committee for meeting time. 12 Agenda Item No:5.A Airport Committee Agenda Item Report Meeting Date: June 12, 2018 Submitted by: Gloria Tucker Submitting Department: City Manager’s Office Item Type: Reports Agenda Section: Operations Report Subject: June 12, 2018 Operations Report Suggested Action: Attachments: June 12, 2018 Packet - Operations_Report_for_June_Meeting_2018.docx 13 NEWPORT MUNICIPAL AIRPORT OPERATIONS REPORT 05/31/2018 FROM:MAY 1, 2018 – MAY 31, 2018 I was invited by Amanda Berks with P.E.O. -P.E.O. is a philanthropic organization where women celebrate the advancement of women; educate women through scholarships, grants, awards, loans, and stewardship of Cottey College and motivate women to achieve their highest aspirations. I gave a 30 minute presentation on the airport, and it went very well. The question of air service was asked. I discussed with the group that we are working on a long term founding solution, and we are being more cautious as we move this process forward. Attended the WAMA/OAMA joint conference in Washington. Lots of good information was presented, FAA update, Organizing airport special events, Real ID enforcement, wild life hazards, ODA pavement management plan, and Hybrid electric aircraft from Zunum Aero. Are just a few of the topics presented during the two day conference. Met with Mark Watkins and Sheriff’s Deputy Bruce McGuire about holding a weekend Sheriff’s training at the airport. It will be held June 8 – 10. There is going to be a lot of good training, man searches, drone talk, training classes, and much more. Met with Spencer and Melissa about the tree management meeting that will held on June 7th at OCCC. We sent out 400 letters to the neighborhoods around the airport. I have attached the letter and the question and answer sheet that was also sent with the letter. NW Jets in Salem Jet pad construction - Sean Callahan the FAA Environmental Specialist for Oregon recommending that we reach out to the archeologist, who did the original survey, and request if they would offer their opinion on the project because it is so close to this previous APE. I let PAE know about the request and they have reached out to the original archeologist. I am waiting to hear when they can come through to see the sight. Seal Rock Water and the City of Newport will be re-running the water flow test. They will be testing the flow outside the airport and again on the inside to compare flow rate. Engineering was not able to get this scheduled for May. Invited to talk on a transportation panel with Cynda Bruce for Leadership Lincoln.
