Ti zahtjevi – uslov postojanja dokaza posebne namjere i pokazatelja da je cijela grupa, ili njen znatan dio, bila određena za uništenje – čuvaju od opasnosti da se osuda za to krivično djelo izrekne olako. Kada se, međutim, zadovolje ovi uslovi, pravda se ne smije skanjivati da počinjeni zločin nazove njegovim pravim imenom.” (Tužilac protiv Radislava Krstića, Međunarodni krivični sud za bivšu Jugoslaviju, Presuda Žalbenog vijeća, 19.4.2004, IT-98-33-A, ¶ 37) U julu 1995. godine u Srebrenici su snage bosanskih Srba po- činile genocid. Ova je činjenica potvrđena hiljadama stranica sudskih i vansudskih svjedočenja i dokumentacije. Potvrđena je presudama međunarodnih i nacionalnih sudova. Srebrenički genocid je od međunarodne zajednice proglašen najgorim zlo- činom počinjenim na evropskom tlu nakon Drugog svjetskog rata. Istovremeno, ipak, postoje akteri i u Bosni i Hercegovini i u međunarodnoj zajednici koji ovu činjenicu negiraju, oprav- davaju, odbacuju, relativizuju, osporavaju broj i identitet žrtava, preispituju legitimnost i presude sudova te rade na historijskom revizionizmu. Među njima su i osobe visoko pozicionirane u državama nastalim raspadom SFRJ, koje ne samo da ne obe- shrabruju negatorske narative nego ih često i same kreiraju. 17 Takva situacija je posebno prisutna u Bosni i Hercegovini i Srbiji, gdje je prekrajanje historije postalo otvorena državna politika. Ovaj zbornik nastao je kao odgovor na svakodnevne primjere ozbiljnih i sistemskih pokušaja historijskog revizionizma. Struk- turisan je u četiri dijela, koji sa različitih aspekata analiziraju genocid u Srebrenici. Prvi dio podrazumijeva pravnu analizu, odnosno razmatra slič- nosti i razlike između pravnih sistema koji jesu ili nisu krimina- lizovali negiranje genocida, te daje osvrt na uporedne prakse u borbi protiv negiranja i poricanja genocida. Čitanjem radova iz ovog dijela zbornika mogu se, između ostalog, dobiti odgovori na pitanja kao što su: Kakvi su trendovi u ovoj oblasti u različitim jurisdikcijama? i: Postoje li neke prakse koje Bosni i Hercegovini, ali i drugim državama u okruženju, mogu biti uzor u kriminali- zaciji negiranja genocida? U drugom dijelu zbornika objašnjava se i analizira politički kon- tekst u Bosni i Hercegovini i Srbiji kako danas tako i u posljed- njih 25 godina. Ovdje autori i autorice traže uzroke problema koji dovode do nemogućnosti da se (u BiH, ali prvenstveno u Srbiji) zvanično prizna genocid u Srebrenici. Pored toga, autori i autorice u ovom dijelu zbornika pokušavaju, iz perspektive politike i društva u različitim državama regiona, dati rješenja za ovu oblast za naredni period. Treći dio zbornika pokriva aktivnosti civilnog društva: od udru- ženja žrtava, preko različitih nevladinih organizacija – sve do 18 istaknutih

    International Decision-Making in the Age of Genocide: Srebrenica 1993-1995 Rapporteur Report The Hague June 29-July 1, 2015 International Decision-Making in the Age of Genocide: Srebrenica 1993-1995 Conference in The Hague, June 29 – July 1, 2015 Executive Summary Leading decision-makers from more than a dozen countries gathered in The Hague from June 29 to July 1, 2015, to consider the failure of the international community to protect the United Nations “safe area” of Srebrenica, resulting in the largest massacre in Europe since World War II. Participants included three former members of the UN Security Council, senior government and UN officials, peacekeepers, and eyewitnesses to the Srebrenica tragedy. Over the course of four working sessions, a public event, and numerous informal meetings, conference participants focused on a disastrous two-year chain of events that culminated in the fall of Srebrenica in July 1995. They examined the origins of the “safe area” policy, beginning with the March 1993 visit to Srebrenica by French General Philippe Morillon, and disagreements on how to implement frequently impractical Security Council resolutions. The discussion revealed sharp disconnects between the policy-makers in New York, the peacekeepers on the ground, and the people the “safe areas” were ostensibly designed to keep safe. “I saw this conference as a kind of truth commission,” said Srebrenica survivor Muhamed Duraković. “Twenty years on, we cannot bring back the dead, but we can learn from what went wrong in Srebrenica. If we are not able to go through the process of fact-finding, truth, and reconciliation, we may be creating problems for future generations.” At the heart of the international failure in Srebrenica in July 1995 was the inability of the major powers to devise and implement an agreed strategy for ending the defining conflict of the immediate post-Cold War era.

Summary The following article aims to analyse the alternative, pro- Yugoslav and pro-democratizing options in Bosnia-Herzegovina, from 1989 to mid-1990, until the beginning of the multi-party electoral campaign. The article focuses on three initiatives: the reformist wing of the League of Communists (SKBiH), the Alliance of Socialist Youth (SSOBiH) and the Association for the Yugoslav Democratic Initiative (UJDI). Particular attention is paid to their proposals on the main issues of the political crisis, as well as their conflicting relation with the declining communist regime in Bosnia-Herzegovina. The SKBiH, notwithstanding its non-national and pro-Yugoslav stance, had a different approach on other issues, especially on political pluralism. The article points out that, on the eve of the 1990 elections, the competition within the non-national camp decisively weakened a pro-Yugoslav integrative option. Kontinuirano praćenje, monitoring načina na koji mediji izveštavaju o predizbornim kampanjama, samom danu izbora i potom o njihovim rezultatima i odjecima je jedno od osnovnih delatnosti NNŠ u polju naučno-istraživačke delatnosti od samog osnivanja 1996. kada je monitorovano izveštavanje medija o predizbornoj kampanji za poslanike u Veću građana Skupštine tadašnje Savezne Republike Jugoslavije.

    Hasan Nuhanović

    HASAN NUHANOVIĆ Hasan Nuhanović was an interpreter for the United Nations in Srebrenica and saw his family murdered when the town fell to the Bosnian Serb Army. In the years since he has campaigned for justice for the victims of Srebrenica. ‘I am seeking justice. If I had not done this I would not be able to go on with my life.’ Hasan Nuhanović was born on 2 April 1968 in Zvornik, Bosnia and Herzegovina, to Bosnian Muslim parents Ibro and Nasiha Nuhanović. Hasan enroled in the University of Sarajevo as a mechanical engineering student. His father Ibro was a businessman, his mother Nasiha looked after the family home and his younger brother Mohammad attended high school. When Yugoslav President Josip Broz Tito died in 1980, ethnic and national tensions began to tear Yugoslavia apart. In 1992 in Bosnia and Herzegovina confl ict broke out between Serbs, Croats and Bosnian Muslims, also called Bosniaks. With Bosnian Serb forces intent on ethnically cleansing the region, Hasan, who was home from university, and his familly were forced to fl ee their home in Vlasenica. They fl ed to Srebrenica, a town where Hasan’s uncle lived. Here they would remain for three years. Srebrenica, a Bosniak town besieged by the Bosnian Serbs, became a symbol of resistance for the Bosniak cause. The Bosnian Serbs prevented essential supplies from reaching the civilians inside the town. With the town’s pre-war population swollen to 60,000 by refugees, Hasan remembers terrible conditions in Srebrenica, with little food, water or electricity available to the desperate people trapped there.
