Although the First World War was over, Germany began a new and violent chapter as an outbreak of civil war threatened to tear the country apart. The birth of the Weimar Republic, Germany’s first democratic government, did not begin smoothly as republican institutions failed to re-establish centralized political and military authority in the wake of the collapse of the imperial regime. Coupled with painful aftershocks from defeat in the Great War, the immediate postwar era had only one consistent force shaping and guiding political and cultural life: violence. -

The Napoleon Series Fighting with and against Napoleon: The Memoirs of Jan Willem van Wetering Translated and edited by: Marc Schaftenaar JAN WILLEM VAN WETERING (born in Zwolle, 15 September 1789 – died in Zwolle, 1 February 1859) was only 14 years old when he joined the army of the Batavian Republic. He retired from the army in 1848, after a long and distinguished career. Even at 14 he was quite tall, being immediately made a soldier instead of a drummer; he is soon transferred to the grenadier company, and he remains a grenadier during his active service. Throughout the memoir, one finds that Van Wetering was a fine soldier, who not only did his duty, but also took good care of those he commanded, though he never boasts about his actions. Company commanders offer him a place in their companies, and one even goes as far as to trick him into a bar fight, in order to tarnish his reputation and prevent him from being transferred to the Guard Grenadiers, -although he later is still invited to join the Guard. His memoirs are however still full of details such as descriptions of the routes, with distances (in hours) and dates of the marches. He added more information, like an order of battle for the Netherlands army at Waterloo, or a list of names of the Dutch soldiers who returned with the Russo-German Legion. The hardships he suffers during the campaign in Russia and life as a prisoner of war are the greatest part of this memoir, and it is only too bad he only give as minimal account of his service in the Russo-German Legion. -

In Central and South Asia, smart border management has a critical role to play. India shares 15,106.7 km of its boundary with seven nations—Pakistan, China, Nepal, Bhutan, Myanmar, Bangladesh and Afghanistan. LINCOLN'S ROLE IN THE GETTYSBURG CAMPAIGN By EDWIN B. CODDINGTON* MOST of you need not be reminded that the battle of Gettys- burg was fought on the first three days of July, 1863, just when Grant's siege of Vicksburg was coming to a successful con- clusion. On July 4. even as Lee's and Meade's men lay panting from their exertions on the slopes of Seminary and Cemetery Ridges, the defenders of the mighty fortress on the Mississippi were laying down their arms. Independence Day, 1863, was, for the Union, truly a Glorious Fourth. But the occurrence of these two great victories at almost the same time raised a question then which has persisted up to the present: If the triumph at Vicksburg was decisive, why was not the one at Gettysburg equally so? Lincoln maintained that it should have been, and this paper is concerned with the soundness of his supposition. The Gettysburg Campaign was the direct outcome of the battle of Chancellorsville, which took place the first week in May. There General Robert E. Lee won a victory which, according to the bookmaker's odds, should have belonged to Major General "Fight- ing Joe" Hooker, if only because Hooker's army outnumbered the Confederates two to one and was better equipped. The story of the Chancel'orsville Campaign is too long and complicated to be told here. It is enough to say that Hooker's initial moves sur- prised his opponent, General Lee, but when Lee refused to react to his strategy in the way he anticipated, Hooker lost his nerve and from then on did everything wrong. -

May 2, 1863, Orange Plank Road, Chancellorsville, Virginia – In the darkness of the Wilderness, victory or defeat hung in the balance. The redoubtable man himself, Stonewall Jackson, had ridden out in front of his most advanced infantry line to reconnoiter the Federal position and was now returning with his staff. Nervous North Carolinians started to fire at the noises of the approaching horses. Voices cry out from the darkness, “Cease firing, you are firing into your own men!” “Who gave that order?” a muffled voice in the distance is heard to say. “It’s a lie! Pour it into them, boys!” Like chain lightning, a sudden volley of musketry flashes through the woods and the aftermath reveals Jackson struck by three bullets.1 Caught in the tempest also is one of Jackson’s division commanders, A. P. Hill. The two men had feuded for months but all that was forgotten as Hill rode to see about his commander’s welfare. “I have been trying to make the men cease firing,” said Hill as he dismounted. “Is the wound painful?” “Very painful, my arm is broken,” replied Jackson. Hill delicately removed Jackson’s gauntlets and then unhooked his sabre and sword belt. Hill then sat down on the ground and cradled Jackson’s head in his lap as he and an aide cut through the commander’s clothing to examine the wounds. -

Legro NATO and the Warsaw Pact Confidence and secu- rity building measures (CSBMs) have long been the neglected stepchild of serious arms control analysis. Some view CSBMs as "arms control junk food,"'1 frivolous, unworkable, or even detrimental. Others are so enamored of the concept that they expect proposals to be accepted as prima facie desir- able. After all, the very term "confidence and security" connotes stability and peace. The problem with both positions is often the dearth of hard analysis in support of the ideas put forward and the abstract nature of the discussions of "security building."2 As witnessed in the contrast between the quiet success of the 1972 Incidents at Sea Agreement and the disastrous Trojan Horse episode of ancient Greece, CSBMs can have good or bad results.
