Minutes of last meeting held 9.11.17 at could not be accepted as there was an error in the finance balance. Correct amount should be £705.35. Will adopt at next meeting.

Police Report: nothing apart from updating the Tomdarroch item.

Tomdarroch: Sandy Robertson new leader of multi – agency group. Unable to attend but sent report. There had been a high level of compliance with Planning Notice on Dalchiaran. Firearms had been returned to IG subject to 6 monthly check. SEPA to visit Tomdarroch February 14th.for possible report to procurator Fiscal Balnearn: CC had received a report of about 60 cars and rubbish being dumped possibly on Forestry land and earth being moved to make ‘spaces’. When asked if he would like to comment IG explained that a base was being prepared for a storage building – approved by Paul Kettles. Any environmental concerns – please report to Brendan Craig.

Finance: current balance is £705.35. Please let the Treasurer have any outstanding expenses claims before end of march.

Health & Safety & Ambulance Service: next meeting is March 18th, KD will attend. Tayside Hospital Services have been restructured after consultation. Ninewells will do all unscheduled surgery, PRI will do all the elective surgery. First Responders have reported problems with mobile phone signals. This is possibly connected to the recent extreme weather. Mobile signal has improved over the last few days.

Roads: Gritting: CC received complaints re. gritting.1) Easter Auchtar – Fortingall, 2) Tda S reported Garth - Drumcharry Hand held gritters from PKC – Fearnan is on the list to get some when more become available. Fearnan gritting – PKC have voluntary arrangement with Donnie Meldrum to grit Fearnan when he has time. SG to check arrangement with Mr. Meldrum. Road closure: Kenmore Bridge - Closure from February 12th. for resurfacing for approximately 2 weeks. The Facebook page “ Road conditions around Aberfeldy, Kenmore & ” on road conditions around Aberfeldy is well worth a look.

Planning: Boreland Farm: Noise Management still a concern in Fearnan. New Noise Management Plan not yet available. Spoil heap is growing due to site preparation for new cabins. New spoil is being dumped on top of old heap. SEPA to investigate. Proposed Development Plan: CC informed that sites previously submitted but not included in present Proposed Plan may be resubmitted. Received only two weeks before close of consultation and after local drop-in event in Aberfeldy. This CC supported the original plan.SG proposed CC send a second letter of support for the existing Proposed Plan- agreed.

Forestry: Meggernie Estate –- tree felling will commence in February – 30 road-side trees Drumcharry Woodland Creation has been agreed.

Broadband- Fibre optic box has been installed in Fearnan. Roadworks to commence soon to lay the cables. No further news on other broadband schemes.

Fearnan War Memorial: No further progress from PKC

Aberfeldy Square Development: The area is in a conservation area so any major changes should go to Planning & then the public can make comments. KD had done unofficial survey of local businesses & national coach companies & there are concerns about the impact of the changes. - SG & WG attended a meeting with Jill Davies – Rural Wisdom – at The Big Shed on December 18th.Long discussion about the Square. Transport meeting in Aberfeldy planned: Details to be notified to CC. - Also discussed rural transport; possibility of re-introduction of delivery vans to rural areas e.g fishmonger, butcher. Take the services to the people rather than the people to the services

Correspondence received: Participatory Budgeting : this CC had no events planned.

AOCB RBS bank closure – SD attended anti – closure demonstration in Aberfeldy Royal Garden Party: Nominations to be submitted by 2.2.18 Cllr X.McDade’s Surgery - Big Shed, Tombreck on February 17th 2.30p.m – 3p.m Etape - Meeting IMG January 31st. 14.30 Venue to be decided. SG & SD will try to attend. Chargeable garden waste; from 1.4.18, PKC will charge for the removal of garden waste in the brown bins - £25 per bin – 2 bins maximum. There is no charge for the removal of food waste. A member of the public had paid the charge but found that the website was not secure when giving bank details.

Finance: Balance stands at £671.34

Police Report: nothing to report.

Tomdarroch: Sandy Robertson expects to hold a multi-agency meeting early in March after SEPA report. Balnearn – nothing to report

Health & Safety & Ambulance Service: Note from KD - next meeting is March 18th., or 22nd. - KD to attend. Scottish Fire & Rescue - Transformation Consultation –Scot Gov.to give £15.5 m 18-19. On- line consultation survey difficult to use. Roads: Gritting: While there has been an acceptable amount of gritting on the whole, parts of Fortingall – Keltneyburn road have been bad at times and two roads in Fearnan are a problem. No gritting means no bins emptied. On resident has difficulty getting carers to her husband. Fearnan gritting – PKC voluntary arrangement with Donnie Meldrum to grit Fearnan has fallen through. Lack of provision of salt & grit by Tayside Contracts despite MW intervention lead to Mr. Meldrum withdrawing his services. MW. informed meeting that meeting with Roads Dept. to re-assess priorities is to be arranged. MW reiterated self-help/quad bike scheme. Tayside Contracts would cover insurance. Bike could go to PKC yard for maintenance and storage during Summer. SG pressed for the gritting issue not to rest until next Winter. Road closure: A827 Rynachulig – Finlarig power station delayed due to snow. Possibly 3 more weeks closure.

Planning: Meeting informed of current applications status.

Etape – survey SG attended meeting – extended route to ; community funding ‘pot’ discussed.SG asked for Duneaves loop to be removed; suggested donation to Scottish Air Ambulance would be more meaningful locally. Proposal to give 2 places per CC for raffle by local organisations – CC to suggest groups. No suggestions made. SG sent apologies to meeting. Discussion around IMG’s plan for school engagement. Online and physical cycling tool kits to be given out to all primary and high schools in the area. Young people to be able to work alongside cycle mechanics. Contract with Marie Curie has one more year to run. IMG wish to engage with Scottish Air Ambulance.

Broadband - Fearnan has fibre box – EDD 6months Lyon Internet – meeting March 3rd . No information re. outcome

Fearnan War Memorial: Prop SG proposed follow-up contact to enquire about time table.

Aberfeldy Square Development – X.McD informed meeting there was a short-fall in funding; problems re. bollards; confirmed that planning consent will be needed for part of it. Transport meeting – no further information.

Brown-lidded bin permits –MW informed meeting charge will rise incrementally to £35. Clls. confirmed Aberfeldy recycling site will not close.

Correspondence received: Presentation by SCOTRAIL on the proposed new rail timetable and upgrade work on the Highland Main Line Pitlochry Theatre March 1st.2p.m- cancelled due to snow.

AOCB – Blackwood SSSI; South Chesthill long term forest plan. Documents received too late to discuss this meeting. Hold over to next.

Police Report: Meeting was pleased to welcome PC Elder in place of PS McNaughton who was unable to attend. Police will try and attend as many CC meetings as possible as they value the contact with the public. Opportunist theft prevalent at present. Firearms uplifted in Fearnan.Free domestic or business security checks available – contact PS McNaughton. Reminder again – If you see anything suspicious REPORT IT!

Fearnan issues: SD-B reported phone call from Sandy Robertson: Animal Welfare – no animals now at Balnearn;Culderbeg satisfactory – regular monitoring to continue. W.Mahone – inspected March 15th. All stuff has been removed from lay-by and verges. P.Kettles – awaiting Planning App.for Balnearn shed;Dalchiaran order has been complied with;Culderbeg notice breached – PK to visit Spring or early Summer. Tomdarroch – no requirement to remove machinery as it is not in the public eye. SEPA visited 23/02/18 for audit of controlled waste. To prepare case in next 6 months for Procurator Fiscal. Commitment to continue monitoring area. Situation “ done, and on-going.” Next meeting probably end of May.

Health & Safety & Ambulance Service: Note from KD from meeting on March 20th.2018: Call-outs 2014-17 done by Post Code New stats.will include First Responders and SCAA ccall-outs Plans to convert Aberfeldy Hospital to flats for key workers has been shelved due to purchase cost of building being too high. Dalweem – not an ambulance matter except that in the original plan a room was to be set aside for Ambulance use. Next meeting possibly May 8th. No venue decided. Dalweem - X McD.informed meeting that shortage of nurses due to lack of affordable housing has prevented original plane. Present plan for Day Clinic/ GP minor injuries unit + convalescent beds; need to get ‘something’ open. There is a proposed scheme to set aside 24 of the new housing off Duntaylor Av. for key workers (nurses & teachers) if Housing Association agree. Rural Wisdom – SD-B attended Rural Transport meeting 29/03/18, with Jill Davies in The Big Shed 19/04/18 & Village Halls & Community Organisations meeting 26/04/18. J.Handling reminded meeting of SSE Emergency Community Fund – closing date May 15th. – SD-B passed information to local Hall committees. Community Transport - XMcD. informed meeting present bus contract is only for a year and PKC is considering a Demand Response Transport scheme for CC area. . Resilience Plan – SD-B proposed CC plan be updated Roads: SD-B reported multiple potholes between Lyon bridge & Glen Lyon turning.JD noted. Hill Road- in April SD was contacted by a member of the public concerned about traffic trying to use the Hill Rd.which was deep in snow. SD contacted SD-B.Cll.MW passed it on to the Police who closed the road. Discussion re. existing road signs being either confusing or ignored.There seems to be no better solution at present. Fearnan: Member of the Public complained about the road works signs left behind after the completion of the Old School House culvert and the state of the road surface. JD to contact Roads Dept. Clls. were asked if they knew why there is still a set of traffic lights west of Fearnan as some repairs have been done to the embankment. JD to find out. Adoption of roads – XMcD wishes to invite people interested in this. SD-B to supply names & addresses.

Planning: SD supplied current list. Boreland Farm – Still concerns in Fearnan about farm development. Planning Officer J. Ferguson following up Noise Management Plan. To contact owners and set a deadline & to contact Environmental health again. Aberfeldy Square Development – Not enough money to carry out plans. Planning approval needed for some of it.

Etape – next event May 20th.

Broadband: Bogons system working well - extra masts to be installed to increase range and speed. Fibre optic cable due to reach Kenmore exchange by end of June

Fearnan War Memorial: CC received e.mail in March with provisional start date of April 30th.for 2 weeks. Work not yet started. Clls.to try and get a more definite date

Forestry: CC consulted re.Blackwood SSSI; South Chesthill long term forest plan; Garth Wood – no local objections.

Highland & (Community)Action Partnership – XMcD outlined its intended role as agent of the Community Planning Partnership. Concerns - Role of CCs very unclear. Only 2 CC representatives on committee for the whole of Highland & Strathtay. All members of committee were appointed not elected. SD-B challenged Code of Conduct when it was sent out to CCs to be told by Cll.MW it was a ‘mistake’. CC complained at being given only 4-6 days’ notice of meetings. No one free to attend meeting on 26/3/18 to discuss changes to the establishment of CCs & their role. Cll.MW & XMcD have proposed that the two areas meet separately; that Highland CCs be divided into 4 groups who could nominate a member to represent the group – need not be a CC member. Disquiet about Partnership has lead to closer contact between Kenmore, Dull & and GL< CCs. P.Ely -Kenmore Chair – has suggested an informal group be formed of Upper Tay CCs. AOCB: Member of the public informed CC that Fortingall 30m.p.h signs are up.

Present: S. Dolan-Betney (chair), K. Douthwaite (vice chair), J. Riddell (treasurer), W. Graham, S. Dorey (sec), Cllrs Duff, McDade & Williamson, PC J. Elder (Police Scotland) and 2 members of the public.

Minutes of meeting held on 3.5.18 at Glen Lyon were agreed & accepted, proposed by SD, seconded by WG but Chair to amend typo.in ‘Finance’.

Finance: Balance is £514.78. The admin grant has not yet been received from PKC

Police report: Ongoing email scams, public need to be aware & vigilant. MW mentioned the call guard system to stop cold calling on the phone, SD to investigate. KD reported illegal fishing on Loch Tay, JE will pass on to local Special Constable.

Fearnan Issues: A multi-agencies meeting was held in June. Monitoring to continue. There has been some improvement. Animal welfare & SEPA are still checking regularly.

Ambulance Service/ NHS Tayside: The next meeting will be September, KD will attend & report back.

Loch Tay Way: Sue Manning updated the meeting on the efforts to get a path from Killin to Kenmore & the problems they have had to overcome. More investigative work to look at shorter sections being undertaken & sources of funding being looked at.

Rural Wisdom – Summer Gathering: SD-B will attend on 22.8.18

HPCP: The CC did not feel that this was relevant to us, especially as the Action Partnership will be working soon. We will not pay the annual subscription anymore.

Community Choices Fund/ Highland & Strathtay Action Partnership: XMcD brought the meeting up to date with recent events. Highland & Strathtay have been split into 2, making the area much more manageable. Clls. favour sub-groups for specific issues. Formal meetings will be set up, each CC to send a representative but they do not have to be a member of CC. SD-B will approach a likely candidate for first meeting August 21st.

Roads: Fortingall – New signs are up. KD asked for Passing Place sign to be reinstated as space is being used as a lay-by. The potholes in Fortingall have been patched. The traffic lights on the Fearnan to Killin stretch are for work on the embankment to commencing in Sept.

Etape: the figures were down this year. The company is looking to sell the rights. Many local businesses are not happy about the disruption & lack of communication.

Broadband: Poles have been put up in Fearnan, ready for the superfast roll out but BT are behind schedule, originally due at the end of June. Bogon system expanding and working well up to Fearnan.

Fearnan War Memorial: the stone is in place, many thanks to PKC. but wires still needed & the plaque needs cleaning. – Clls. To follow up.

Planning applications and decisions: a new list was handed out.

Correspondence received: Community Planning Partnership - Defib. report sent by SD-B Democracy Matters Conversation Scottish Resilient Communities Conference – October 30th Cambuslang, no-one free to attend. Scottish Flood Forum News Letter: Not relevant to this area.

AOCB: KD raised the problem of the bus timetable not coinciding with the RBS mobile visit, making it impossible for many people to do their banking. MW will check. MW mentioned the Welfare Right Team who are there to enable people claim what they are entitled to. It is not a charity hand out. Contact PKC for information. A local resident complained about some of the street lights in Fearnan shining too brightly in her house. There was a discussion about possible options. PKC unwilling to set a precedence by turning one off. CC agreed. LED bulbs are in the pipeline. The town square redevelopment in Aberfeldy is still being looked at and a decision will be made after the budget meeting. Further funding being sought for £200,000 short-fall. Planning consent required for some sections. Regarding private water supplies in the local dry weather, suppliers are not obliged to provide replacement water. Scottish Water will supply in serious cases but it not a free service.

Minutes of meeting held on 12.7.18 at The Big Shed, Tombreck were agreed & accepted, proposed by WG, seconded by SD

Finance: No change from the July meeting. Balance is £ 514.78

Police report: no-one present from Police Scotland. WG reported on vandalism on the Tombreck site, canoes untied and pushed into the loch and left to drift or sunk, a tree cutdown and part burnt, rubbish left etc. It had been reported to the police with a number plate of the vehicle. Police Scotland Community Survey: SD-B asked people to fill in the online survey.

Fearnan issues: no update received from the multi-agencies. Fresh concerns were raised about caravans at Culderbeg and vehicles beginning to appear again at Dalchiaran. SD-B to contact Sandy Robertson

Ambulance Service/ NHS Tayside: next meeting is in October. Invitation to NHS Transforming Tayside Event Sept.15th 10.00 – 12.30 North Inch Community Campus SD-B to try and attend.

Rural Wisdom – Summer Gathering: SD-B reported back on an excellent meeting, enthusiastically supported by all who attended. There are 2 planned meetings: 5th October 10.30 – 4.00 at Aberfeldy Parish Church to talk about housing; the other is 30th Oct 2.00-6.00 at the Breadalbane Community Library to talk about transport. Community Choices Fund: the bid for funding by HP councilors was unsuccessful.

Highland Ward Action Partnership (HWAP): Elaine Melrose had been asked by the CC to represent it at the inaugural meeting. Her summary was read by SD-B. Following her generous agreement to continue to represent the CC until December 2019 Chair proposed she be appointed as an Associate Member and the meeting agreed unanimously. EM will go to the next meeting of the Highland Ward Action Partnership in October.

Roads: Some of the worst potholes have been patched. The damaged culvert on the Lawers hill road was repaired but the sign advising road closed was late in being taken down, causing some confusion. The point was raised that the road sweeper never seems to enter the actual village of Fearnan, Cllrs to check.

Events: Limelight have taken over some of the IMG events including Etape Caledonia and are meeting with PKC re. licences. PKC will require tighter controls and much more benefit for the communities affected. Cll.McD assured the meeting that there would be no closure of the A827.

Broadband: BT’s fibre optic appears to be stuck close to Fearnan and the work between Kenmore &Comrie Bridge has stalled due to inadequate road signage.

Fearnan War Memorial: PKC have finished the work & it will be ready for the November ceremony. Wire has not yet been fitted to the uprights, which may be due to H&S issues. Temporary measures can be taken until it is sorted. In an e.mail via Cll.MW it is stated that the cleaning/painting of the lettering will be undertaken within the overall minor works project.

Planning applications and decisions: new list was handed out. Fin Glen Pump Storage Hydro Consultation: Although outside our area the CC was kindly invited because of its visibility from this side of the loch. WG had hoped to attend but was unable to do so but he acquired the presentation material. He will continue to monitor the development.

Community Council Training: Future training may be held in Breadalbane Campus to avoid a journey to Perth.

Correspondence received: Invitation to resilience training. No-one able to attend. Invitation to the Aberfeldy Campus management group who proposed one person represent all CCs in the area. Cll.McD explained that for ease of organisation it would be best if this were done at a HWAP meeting. Wendy Graham informed Chair that Scot.Gov. funding had been obtained for a feasibility study for more housing at Tombreck. These would be for permanent residence, not second or holiday homes.

AOCB: Aberfeldy Square - The funding for the changes has been partially found but more is needed before the preferred choice can be implemented. The plans would then go to Planning dept. LDP2 - Cllr. McD informed the meeting that it was the decision of PKC to exclude the Fearnan sites from the Local Development Plan 2 if the Reporter agrees.

Minutes of meeting held on 6.9.18 at Fearnan: There was an omission from the minutes. At the Sept. meeting it was agreed that E. Melrose would get travelling expenses as associate member of the CC. SD proposed the alteration and adoption of minutes, seconded by WG. Minutes were approved.

Finance: Balance was £476.48 + the admin grant. JR to get an up to date bank statement. The Public Liability Insurance had been renewed by PKC for another year.

Police report /Fearnan Issues: The police have the name of a likely suspect for the break ins in Aberfeldy, more investigation on going. A man in a stolen vehicle was arrested in Glasgow. The van licence plate had been reported near Tombreck and Highland Lodges, where damage had been done to boats and some local commercial premises had been broken in to. This has stopped since the van driver was arrested. There had been a multi-agency meeting about the on - going problems at Fearnan. The general improvement has been maintained but some build up of vehicles again at Dalchiaran. Balnairn Farm has no animals now at all. Animal welfare officers do 6 weekly checks on the stock at Culderbeg Farm and there are regular vet’s visits. Old caravans at Culderbeg seem to be on the increase. Tomdarach -SEPA are monitoring seepage from vehicles and preparing a case for the Procurator Fiscal. S.Bennett will liaise directly with Police over some issues. JD will liaise with P. Kettles. Scottish Police Authority meeting – no one able to attend

Review of scheme for Community Councils: S D-B reported on draft proposals. There will be elections in Nov 2019 for CCs. The AGM will then be held in Nov. and not May as now so. Financial year will be from Oct.1st. – Sept.31st. JD to check when these proposal will be implemented. Dates for 2019: At the request of PKC councillors the meetings will be held on the second Thursday of the month. 10 Jan at Fearnan. 14 March at Fortingall. 9 May at Glen Lyon School. 11 July at The Big Shed, Tombreck. 12 Sept at Fearnan. 14 Nov at Fortingall. All meetings will start at 7.30pm

Proposed LDP2 – up-date: the plan is now with Scottish Government Reporter with unresolved issues. Developers want the sites in Fearnan reinstated, but PKC only want infill. Report could take 9 months

Ambulance Service/ NHS Tayside: KD attended the meeting. KD & JD reported back. The Dalweem report was back. Because of recruitment problems, the 4 bed unit was put on hold. The other rooms could possibly be used for clinics, to save travelling to Perth or Dundee. Another suggestion was a rest room for ambulance staff. There is a possibility that the rapid response vehicle could be housed there. Aberfeldy Hospital is to be sold by NHS. Defibrillators – S D-B checked on the one at The Hotel and reported back to Scottish Ambulance – all OK.

Rural Wisdom : S D-B and WG attended the meeting regarding community transport. It was felt that old ground was being covered again. Possibility of a dial up system, more work being done. Norman McCandlish wants community representatives for a committee.

Highland Ward Action Partnership: EM reported back. There is a Community Investment Fund available, £50,000 this year. Any community group can apply. The next meeting will be in December. Sub-groups are being set up, covering Sustainability, Health & Welfare & Road Safety. They will hold quarterly meeting. Representatives are needed, please let a CC member know if anyone is willing to attend.

Roads: Road sweeper was in Fearnan 2 days after request to Clls. at last meeting. Regular visits were asked for. JR attended Road Safety meeting & will attend the next one on 29.11 in Breadalbane Campus, which will discuss logging lorries. N.Hooper also invited to attend following his harrowing near – miss by a timber lorry in the Pass of Lyon. Fortingall – CC received e.mail from D Gillespie 1) the Passing Place sign has not yet been reinstated,2) there is an expectation of a Vehicle Activated warning sign for the village. Phone call to SD-B from Cll. MW reports 1)a VAS may be available for either Fearnan or Fortingall 2)Pop-up Policemen cost £200 per pair and may be an option to share a pair between Kenmore,Lawers,Fearnan and Fortingall.3)PKC looking for funding tp pay overtime to someone to clear the back log of road issues.

Events- Limelight meeting report; SD-B, JR & SD attended an informal, introductory meeting with representatives from Limelight, who have just taken over Etape. Limelight were visiting the area & consulting with PKC & various CCs for comments & opinions. Next year’s Etape would be the same as this years, but future ones might be different. This CC asked if the loop Fearnan to Coshieville could be removed, in which case the Etape would have no detrimental effect to homes & businesses in our area.

Broadband: very little progress with the fibre optic, still not happening at Fearnan,seems to be stuck at Easter Achtar. Possibly will now happen at the end of December? Lyon Internet seems to have folded. Bogons wi-fi system doing well.

Fearnan War Memorial: wire still needed to contain the wreaths – FVA to provide . S D-B has spare PKC wreath. JD asked if it could go to Fortingall as PKC don’t have enough. To be arranged.

Standing stones at Fortingall Mr. N. Hooper reported on the background to the new stones that are near the hall. The landowner would like to put an interpretation board. Location of the notice could cause problems on the narrow road. JD will check.CC supported the idea and encouraged NH to pursue it with the land owner Discussion followed on signage of historical sites in Fortingall. S D-B suggested a local group look at the issue in conjunction with Heritage Society.

Planning applications and decisions :Meggernie Estate Forestry Review – no objections from the Glen.In replying to FC SD-B asked for convoy vehicle for timber lorries when felling starts. New list was handed out. It was pointed out by S.Manning (architect) that although 18/01000/LBC Morenish Church, Killin, had been ’approved’, it did not approve the change of use aspect due to lack of appropriate car parking and her client had wasted a good deal of money on surveys required by Planners. An appeal would be started. The erection of a polytunnel for a market garden business at Tombreck had been refused by PKC and a fresh application made on the less suitable site recommended by Planner.

Correspondence received: Notification from PKC that from Jan.1st. 2019 Planning Lists will only be sent to CC generic e.mail address not private addresses. As from now consultee requests in association with planning will only go this address. Community Learning sent funding alert Aberfeldy Coop now have Fearnan Hall on its list for community funding. To support this Members can register their cards on-line and select Fearnan Hall.

AOCB: SD-B had received a Library Strategy document – Library Strategy Draft Plan - from a library user complaining about its poor quality and inaccurate use of statistics and expressing concern that PKC may take decisions based on it. The document was produced by Culture Perth & – a charitable trust managed as a company limited by guarantee of which PKC is the sole member – it is responsible for looking after the museums,libraries and art galleries in the PKC area. JD explained that this allowed for funding applications not open to PKC itself and recommended SD-B contact Head of Culture at PKC. S.Manning informed the meeting of a proposed rural housing development at Tombreck aimed at younger people; those wishing to live in a rural area; those with land based jobs. Funding for a feasibility study has been granted.

AGM 3th. MAY 2018 – Chair’s Report

The latter part of the year was overshadowed by the sudden demise of Cll.Ian Campbell and subsequent loss of his energetic support. Regular Matters: Police – The combination of reduced man-power and attendance at CC meeting having been deemed an unprofitable use of Police time means, regrettably, that there is no longer an Officer in attendance at CC meetings.CC now has to rely on e.mail and phone and contact between the Police and the Community has been severely diminished. Planning Monitoring of local Planning Applications continues. Through the planning process CC has: a) sought, in conjunction with Breadalbane Heritage Society and the Fearnan Village Association to protect sites important to the historical heritage of the area; b) sought to mitigate local concerns about a proposed enlargement to a tourist development in Fearnan having first attending a Community Consultation proposed by the late Cll. Campbell.

Health & Safety/Ambulance Service/Fire & Rescue Vice Chair has attended Ambulance Service meetings. Defibrillators: After years of perseverance, the campaign to have one publicly available defibrillator in each of the CC areas was finally completed through ‘Lucky 2 Be Here’ with funding from Participatory Budgeting and the cooperation of a local hotel lessee. A training session was well supported. Chair attended a follow-up meeting with a funding representative. Rural Wisdom representative Jill Davies spoke at a meeting about helping older folk live independently for longer. Liaison with her has been on-going as she examines housing,local transport and the lack of it, car parking for the elderly, getting people to the services they need or getting the services to them, encouraging the use of village halls and stimulating communication and a community spirit. Roads: The CC appreciates the major long-awaited repairs that were carried out this year but still received complaints about the state of local roads especially the A827. Gritting problems on minor roads were address with no satisfactory solutions being found. Pot holes are a perennial problem.CC has encouraged Community to report* them as response from PKC is usually quick once they are notified. Fortingall residents made a representation at a CC meeting for improved signage for their village and at the Lyon Bridge. The latter are pending but signs for Fortingall are installed. Repeated complaints about timber lorries relating to their size on the narrow roads and their inappropriate speed. Again, the Community has been encouraged to report incidents directly to the Police*.

Other Matters: Fearnan Fly tipping and related issues:CC has attended multi-agency meeting; monitored the situation visually and from received reports from community; provided information to concerned members of the community*; liaised with the Police & SEPA directly. Broadband – support was given to the Lyon Internet initiative and monitored progress of Wi- Fi and Fibre Optic schemes. Forestry – several consultations by Forestry Commission re. felling and re-planting applications and Forestry Certification by local estates. Proposals disseminated to appropriate sections of the community and local response forwarded. Etape – CC attended several meetings to discuss routes and related issues. Chair addressed Environment, Enterprise and Infrastructure Committee to object to the proposed closure of the A827. Fearnan War Memorial – thanks to the late Cll.Campbell’s support and intervention plans were finally agreed, and a date set for the work. Aberfeldy Square development – failure of this project to recognise the role Aberfeldy has as a centre to its surrounding rural area has only recently come to light. Neighbouring CCs were alerted to the problems which led to objections being raised and questions asked. Vice Chair put in a lot of work ‘digging’ for facts and local opinion. More contact with neighbouring CCs as a result. BT Phone boxes – no resolution to buying boxes; new £ coins don’t fit – secretary contacted BT Bank closures – trying to find times of mobile banks to help mitigate impact. Highland &Strathtay Action Partnership – CC is getting to grips with the function of this recently arrived organisation and how it relates to CCs. Consultations – too many to list. On-line questionnaires are gaining popularity,and are quick if the work. Some received were faulty and unusable. *’Don’t Just Moan – PHONE!’ campaign to encourage the Community to report faults, anti- social behaviour etc. directly to appropriate Public Agencies as well as CC by supplying and minuting phone numbers and e.mail. This aids Agencies in building up a profile of problems. The Community Council had its full complement and the Chair wishes to thank everyone for their support and efforts during the year.
