Parish Council Parish Councils were established in 1894 when civic duties were separated from the Parochial Church Councils. Brockenhurst is one of 37 Parish and Town Councils within the area covered by New Forest District Council and is situated wholly within the New Forest National Park. It has a population of around 3,400 including Wooton. Councillors are elected every four years (usually coinciding with District Council elections): ten for the Brockenhurst ward and one to represent Wooton ward. Te Council employs a Parish Clerk who is responsible for supporting the Council in carrying out its functions and implementing its decisions. Te Council’s accounts are published annually and are subject to scrutiny by an internal and external auditor. Te Council works closely with New Forest District Council, Hampshire County Council (particularly the Highways Department) and the New Forest National Park Authority (NFNPA). Brockenhurst Parish Council has responsibility for amenities such as the allotments at Black Knowl, the Playground at the Village Hall, most of the Churchyard at St Nicholas’ Church, the bus shelter at Waters Green and the many benches scatered around the Parish. Please contact the Parish Clerk for details of allotment availability, waiting list and charges. As a result of a bequest from Miss Nalder almost twenty fve years ago, the Parish Council owns four fats at Homeforde House. Tese are let to local people over the age of 55 who could not otherwise aford to live in the Parish. Tey have brought enormous beneft to the tenants during that time and are a great asset to the village. Please contact the Parish Clerk if you would like to be considered for the waiting list. Te meeting usually takes place on the fourth Tuesday of the month but this is subject to change so please contact the Parish Clerk to check the date of the meeting and/or when a particular application is being discussed. If you are forwarding writen comments to the NFNPA it is helpful to send them to the Parish Council as well, preferably by email. We also have a Personnel & Resources Commitee which meets at least three times per year and deals with all fnancial and stafng issues, including seting the precept each year. The New Forest Te Crown lands of the New Forest are divided between timber-growing inclosures and open forest comprising heath, lawn and ancient woodland. Te Forestry Commission is responsible for the management of the Crown lands, balancing opportunities for wildlife and conservation, timber production and public recreation. Forest Keepers are responsible for the wildlife of the Forest: if a commoning animal (pony, cow, donkey, sheep or pig) is in distress, please contact the local Agister by telephone on 0300 067 4600. Te open forest is historically the domain of the New Forest Commoners with ancient ‘Forest Rights’ which are enshrined in Forest Law and are administered and enforced by the Verderers’ Court. Te Verderers of the New Forest have statutory and judicial responsibility for the management of commoning, animal welfare and for the conservation of the open forest including grazing regulation. Te Court meets at 10am on the third Wednesday of each month (except in August and December) at the Verderers’ Court adjacent to Queen’s House in Lyndhurst. Members of the public can atend. Te Commoners’ Defence Association promotes, safeguards and represents the interests of the New Forest Commoners, particularly with regard to the welfare of ponies, catle and other stock. www.brockenhurst.gov.uk Page 5 Animals have right of way on the highway and similarly, since property is enclosed rather than pasture, owners are responsible for fencing animals out of their property. Encroachment onto and damage of pasture is taken very seriously and dogs must be kept under control at all times.
