5. Competition Dates and Schedule:

The tournament will take place from 23 May 2021 for all weight categories.

6. Competition Rules:

i. The WT Para Taekwondo Competition Rules as of May 14th, 2019 will be implemented for the Para Taekwondo competitions of the K44 (K43) Class for Asian Qualification Tournament for Tokyo 2020 Paralympic Games. ii. Please note that Article 10.5 of the WT Para Taekwondo Competition Rules will be in effect.

7. COVID-19 Protocol:

Due to the COVID-19 pandemic, all the steps in this outline have been set in place to ensure the safety and wellbeing of all participating individuals. Please refer to the COVID-19 protocol for more detailed health and safety procedures, including testing procedures.

8. Coordination & Support Team:

A “Coordination & Support Team” will be responsible for facilitating all communication channels between the participants and the Organizing Committee. Each delegation will be assigned with one contact person, and this person will be always available on the venue grounds to answer inquiries or coordinate support. This assigned coordinator can also be contacted via phone calls, email, WhatsApp, or videocall.

9. Qualification System for Tokyo 2020:

Only K44 and K43 athletes are eligible for the qualification tournament. According to WT Standing Procedures for the Paralympic Games Article 11 will be in effect for the European Para Taekwondo Qualification Tournament for Tokyo 2020 Paralympic Games.

An MNA, other than the host country, may participate in Continental Qualification tournament provided:

i. The athletes’ gender and weight categories in the Continental Qualification tournament are not those for which the NPC already obtained a qualification slot through World Ranking; ii. The number of athletes qualified through World Ranking of the pertinent NPC does not exceed the minimum quota of two (2) men and two (2) women places respectively.

Any country entering the Qualification Tournament must have an IPC recognized NPC.

10. Athlete Eligibility Requirements:

In accordance with Article 4 of the WT Para-Taekwondo Competition Rules, the contestant must be:

i. Holder of the nationality of the participating team. Athletes with a refugee status issued by either governmental authorities in the country of residence or the UNHCR may be entered into tournaments and championships under WT flag based on prior approval from WT. ii. An athlete recommended by a WT recognized Member National Association. iii. Holder of a Para Taekwondo Dan issued by the WT or a MNA recognized 5-1 Geup Holder. iv. Holder of valid 2021 WT Global Athlete License (GAL). Please contact your assigned WT GMS Manager for any questions. v. An athlete must be 16 years old or older. An athlete who was born in the year of 2005 or before is eligible to participate in the qualification tournament. (* Athletes under the age of 18 must submit the Parent Consent Form accepting their participation in the qualification tournament and submit this form during registration no later than 30 April 2021.) vi. Athlete must go through International Classification in accordance with the WT Athlete Classification Rules and be assigned a Sport Class and Sport Class Status prior to the tournament. vii. 11. Coach Eligibility Requirements:

i. A coach must be 18 years old or older. ii. A coach must be a holder of a valid WT Global Official Membership (GOM). (* Any questions on the WT GOM, please contact your assigned WT GMS Manager.). iii. The holder of level I international Para Taekwondo coach certificate is eligible for coaching at national level competitions and/or WT-recognized international Para Taekwondo competitions.

12. Medical Staff Eligibility Requirements:

i. A medical staff member must be minimum of 18 years of age. ii. A medical staff member must be a holder of a valid WT Global Official Membership (GOM). (* Any questions on the WT GOM, please contact your assigned WT GMS Manager.)

13. World Taekwondo Global License & Online Registration:

i. WT Global License Registration: All athletes and team officials must FIRST be registered with a WT Global Athlete License (GAL) or Global Official License (GOL) before registering for the tournament. ii. WT Online Registration: National Team entry will only be accepted through the WT online registration system and registration is only possible with a valid WT Global License. National Team GMS admins must register their teams.

14. Sport Entries:

In accordance with the WT Standing Procedures for the Paralympic Games Article 11.9 will be in effect for the Asian Qualification Tournament for Tokyo 2020 Paralympic Games. An MNA, other than the host country, may participate in Continental Qualification tournament provided that:

i. The athletes’ gender and weight categories in the Continental Qualification tournament are not those for which the NPC already obtained a qualification slot through World Ranking. ii. The number of athletes qualified through World Ranking of the pertinent NPC does not exceed the minimum quota of two (2) men and two (2) women places, respectively. iii. 15. Registration Deadline:

Deadline for registration and payment is 30 April 2021, 17:00 Local Amman Time (GMT+2).

16. Registration & Accreditation:

i. Registration will take place on 22 May 2021 via videoconferencing by booking a time slot with the assigned coordinator. ii. Registered teams can only receive accreditation badges if all financial obligations have been fulfilled. iii. Accreditation badges are personal and cannot be transferred. Misuse may be sanctioned. iv. Accreditation badges, statements of participation confirmation, and other relevant documentation will be directly sent via contactless delivery to the rooms of the team representatives.

17. Registration Fees:

i. Registration fees are USD $100 per athlete. ii. All registration fees must be paid in full before 30 April 2021, 17:00 Local Amman Time (GMT+2). iii. All entry fees shall be by bank transfer only to the following bank account:

Important notice

All payments must be made in complete by the National Team before the registration deadline. No individual payments can be accepted. No refunds are possible on registration fees.

18. Proof of Payment:

i. All teams are required to send proof of payment (copy of bank transfer) to [email protected] no later than 07 May 2021. ii. Any athlete without proof of payment after 07 May 2021 will be deleted from the registration system. iii. If an athlete does not show up at the event and has not requested a participation cancellation before the registration deadline, they will be liable to pay the full registration amount. iv. If a team does not show up at the event and has not requested a participation cancellation before the registration deadline, it will be liable to pay the full registration amount.

19. Late Athlete Replacement:

i. Athlete replacement after the registration deadline is possible due to injury or medical illness (including COVID-19 infection) and shall be handled case by case by WT/WT Asia. ii. Requests to replace athletes can be done by submitting the Late Athlete Replacement Form (see supporting documents) together with a medical certificate written by a medical professional in English to [email protected] and para-tkd@ worldtaekwondo.org no later than 17 May 2021. (* Athletes cannot be replaced after the deadline 17 May 2021 regardless of the cause of withdrawal.)

20. Other Applicable Fees:

i. On-site change of medal event/ weight category is not allowed. ii. Additional accreditation quotas can be purchased on-site at a fee of USD $50 after approval from the WT. iii. In case of an official protest, a non-refundable fee of USD $200 shall be paid. iv. In case an athlete needs to be replaced for any reason after 30 April 2021, this can be done maximum 48 hours before the draw will take place at a fee of USD $200. v. Accreditation badges can be replaced/ reprinted at a fee of USD $25.

21. Events:

Para Taekwondo Kyorugi K44 (K43) Sport Classes are for athletes with a physical impairment. Events for Para-Taekwondo Kyorugi:

22. General Weigh-in & Random Weigh-in:

General weigh-in

i. General weigh-in will take place the day before competition day (22 May 2021) at the competition venue. Each team will need to book a slot for weigh-in with their assigned coordinator. (* Only the athlete will be permitted in the weigh-in area.) ii. At general weigh-in, male contestants shall wear underpants and female contestants shall wear underpants and brasseries. If a contestant wishes to weigh-in in the nude, they are free to do so. iii. Athletes that fail weigh-in shall be disqualified. All athletes are required to be registered in the correct weight division by the end of registration deadline. Weight division will not be changed in the case the athlete does not pass weigh in. Random weigh-in

i. Random weigh-in will take place on the morning of competition day except for M+75kg and W+58kg weight categories. The names of selected athletes for the random weigh- in will be published at 07:00 hrs on competition da y on the relevant websites and social media platforms. ii. Each athlete is only permitted up to 3% over their playing weight. iii. Random weigh in will start at 08:00 hrs. (* Only the athlete will be permitted in the weigh- in area and waiting area.)

23. Head of Team Meeting & Drawing of Lots:

i. The head of team meeting and the drawing of lots sessions will be conducted one (1) day prior to the start of the tournament (on 22 May 2021) and in the presence of the WT officials and the representatives of the participating nations. ii. The method and order of the draw may be changed depending on the decision of the Technical Delegate. iii. The Head of Team meeting will take place will take place over videoconference. The link to the meeting will be shared via email closer to the event. iv. Depending on the decision of the Technical Delegate, WT officials or Organizing Committee volunteers could be designated to draw lots on behalf of the officials of the participating nations who are not present at the lot drawing session.

24. Draw Sheets Publication:

Draw sheets will be published after the completion of weigh-in at approximately 21:00 hrs the night before playing day on one or more of the following media platforms:

25. World Ranking and Seeding:

i. The Kyorugi K44 (K43) competitions of the 2020 Asian Qualification Tournament for Tokyo 2020 Paralympic Games. ii. Athletes will be seeded in accordance with the WT World Para Taekwondo Ranking Bylaws as of May 2021.

26. Method of Competition: Kyorugi

i. The competitions in the K44(K43) Sport Classes at the Asian Qualification Tournament for Tokyo 2020 Paralympic Games will be held in single elimination tournament system. ii. The duration of contest shall be three (3) rounds of two (2) minutes each with a one (1) minute rest period between rounds. In the case of a tied score after the completion of the third (3rd) round, a fourth (4th) round of two (2) minutes will be conducted as the Golden Point round, after a one (1) minute rest period following the third (3rd) round.

iii. The duration of contest may be adjusted to one (1) minute x 3 rounds, one (1) minute 30 seconds x three (3) rounds with a 30 second to one (1) minute break between rounds upon the decision of the Technical Delegate for the pertinent Championships. iv. Single elimination tournament system. v. Grade: G1 vi. The Kyorugi (K44/43 Sport Classes) competitions of the 2021 at the Asian Qualification Tournament for Tokyo 2020 Paralympic Games. Athletes will be seeded in accordance with the WT World Para Taekwondo Competition Rules as of May 14,2019. vii. Qualification tournament for the Paralympic Games 1st place: winner of final 2nd place: defeated in final 3rd place: defeated in semi-final against 1st placed athlete 4th place*: defeated in semi-final against 2nd placed athlete T-5: defeated in quarter finals T-9: defeated in round of 16 *4th placed athlete will be awarded 3rd place ranking points since no bronze-medal match will take place

27. Contest Time:

3 x 2-minute rounds with a 1-minute break between rounds (* The WT Technical Delegate has the authority to adjust the contest time as they see fit).

28. Results:

i. Quotas: 6 quota spots are available for the Tokyo 2020 Paralympic Games. ii. The maximum quotas per MNA is 1 athlete per weight category.

29. Research:

i. WT may conduct research in Para-Taekwondo Kyorugi competition performance factors. Injury surveillance research as well as research into athlete classification will also be conducted during the Asian Qualification Tournament for Tokyo 2020 Paralympic Games. ii. If you have any questions or concerns related to research at the 2020 at the Asian Qualification Tournament for Tokyo 2020 Paralympic Games, please contact the WT Para-Taekwondo Department at [email protected]

30. Sport Equipment:

i. Daedo Protector and Scoring System (PSS) including PSS Headgear will be used. ii. Participating contestants are required to wear WT-recognized Doboks and WT- recognized protective equipment. The latest version of WT-recognized manufacturers’ list is available at the website of WT (http://www.worldtaekwondo.org/wtpartners-wt/ recognize.html). iii. The Organizing Committee will provide Protector and Scoring System (PSS) to the participating contestants. Participating contestants are required to bring their own groin guards, mouthpieces, gloves, sensing socks, and shin and forearm guards for their personal use. iv. TGen 2 Daedo PSS will be used and hit-levels to be used at the Asian Qualification Tournament for Tokyo 2020 Paralympic Games as shown in table below:

v. Before entering the field of play, all contestants will proceed to the inspection desk for inspection of their Doboks and protective equipment. Any contestant who wears unofficial Doboks or protective equipment will not be permitted to compete. The Organizing Committee will prepare white masking tapes to cover up any kind of identification of the manufacturers not recognized by the WT. vi. WT recognized mats will be used at the event. vii. Instant Video Replay (IVR) System will be used. viii. Wireless audio communication system between referee and review jury will be used.

31. International Classification Kyorugi

i. International Classification of all Kyorugi athletes (new and review) will take place on 22 May 2021 (attendance of competing new and review athletes is mandatory). A schedule for International Classification for all teams and athletes will be set up by the WT/OC and communicated to all teams following the close of registration on 30 April 2021. ii. The details on each sport class can be found in the WT Athlete Classification Rules on the WT website. iii. Medical Diagnostics From through World Taekwondo Classification System (WTCS). Following IPC guidelines on data protection concerning athletes and personal classification information. World Taekwondo has in connection with IPC created the World Taekwondo Classification System (WTCS). World Taekwondo Classification System (WTCS) is our new online registration tool for MNAs to register their new athletes and add Medical Diagnostic Forms (MDF) and pictures to be seen by our Classification Evaluation Committee in order to determine if the new athlete is eligible for Para Taekwondo and meets Minimum Impairment Criteria (MIC). All athletes in the WTCS will require a WT License Number (GAL). iv. In order to activate Member National Association user account information for the World Para Taekwondo Classification System (WTCS) please click on WTCS Account Request From on the following link: https://db.ipc-services.org/wtcs/app/login. Fill out and submit the MNA Account Request form to the Para Taekwondo Department at [email protected]. Username and password will then be sent to the communicated email address. v. WTCS Account Policy – Each Member Federation must internally designate exactly one (1) primary user responsible for WTCS Account. 32. Identification of NPC Code and Manufacturer:

i. National flag shall be located between 3.0 cm and 3.4 cm below the right shoulder line of upper garment. ii. NPC Code is a three-letter National Paralympic Committee abbreviation, and it shall be printed at the back in black and centered at 5.0 cm or higher from the bottom line of the upper garment within the size of 30 cm width x 12 cm height. The font of the letters shall be in bold “Verdana”. iii. Manufacturer’s identification (name, designation trademark, logo or any distinctive sign of the manufacturer) shall be located one per garment within 20 cm2 except at the location of the WT logo.

33. Coach Dress Code:

i. All coaches are required to wear formal attire (jacket, dress shirt (long or short), tie, trousers, and dress shoes) during semi-final matches and bronze medal matches). ii. All coaches are required to wear sportswear during preliminary matches and quarterfinal matches. iii. Coaches that do not follow the dress code will not be permitted to the field of play.

34. Field of Play Regulations:

All participants are required to behave in accordance with the expected code of conduct during the competition and to abide by all rules set forth by the WT for conduct at a WT event (see the Competition Rules & Interpretation rulebook published by WT for more information).

35. International Referees:

The WT will appoint the International Referees to officiate at the Asian Paralympic Qualification Tournament. The following conditions will apply:

i. International Referees are required to pay for their own round-trip airfares. ii. The Organizing Committee shall cover the expenses for four (3) nights’ stay of room and board. iii. Check-in will be 21 May 2021 and check-out will be 24 May 2021. iv. The Organizing Committee shall pay a per diem of USD $100 to the selected International Referees for the competition period (total 1 day; USD $100 per referee).

36. Technical Delegate and Competition Supervisory Board:

The WT will appoint one (1) Technical Delegate and up to two (2) members of the Competition Supervisory Board. Two (2) other members of the Competition Supervisory Board will be appointed by the Continental Union. The following conditions shall apply:

i. The Organizing Committee shall pay for the expenses up to four (4) nights of room and board. ii. Check-in will be 20 May 2021 and check-out will be 24 May 2021. iii. and the members of the Competition Supervisory Board for competition period (total 2 days; USD $200 per person).

37. Medical Personnel and Designated Hospital:

i. Accreditation for medical staff: all medical staff of the respective teams must have a valid and current medical or healthcare license. All medical staff of the respective teams must apply for a CU Medical License. Only medical staff that have applied for or are in possession of a valid CU Medical License shall receive accreditation. ii. Applicable medical rules: the WT Medical Code, WT mouthguard, bracing, taping, padding, and piercing rules are applicable and must be complied with. iii. Accreditation badges will be distributed after the compulsory team doctor meeting that will be held over videoconferencing. 38. Medical Insurance:

i. All participating athletes, coaches, team officials, technical officials, and participants at WT events must have the mandatory international medical insurance that covers medical and in case of emergency, repatriation to the country of origin, valid on the days present in the host country of the event. Neither WT nor the Organizing Committee shall be responsible for covering any medical costs (including COVID-19 treatment) incurred for medical treatment before, on or during the competition or repatriation in the broadest sense of the word. ii. All relevant documents proving that such an insurance is present, including insurance policy papers, should be sent to the OC by email before 07 May 2021 and hard copies should be taken to the event in case a medical situation occurs. iii. Each MNA, team doctor or team medical staff must ensure their athletes and team officials have valid international health insurance that covers medical and emergency care before arrival to the venue. iv. In addition to medical insurance, each team member must fill out the Medical History Form and return this form to [email protected] 07 May 2021.

39. Indemnities:

i. It is the responsibility of each registering team to ensure that their athletes and team officials have filled out the indemnification forms correctly and have duly signed them, thereby indemnifying WT, WT Asia, the Organizing Committee and all other officials and athletes from any claims of injuries, losses or otherwise arising during participation at the tournament or any activities linked there-with. ii. The respective national taekwondo associations shall be responsible for ensuring that all team members are covered with effective travel and medical insurance coverage, including COVID-19 treatment. iii. Participants without proper insurance coverage will not be allowed to compete at the tournament. iv. Please fill out the Personal Indemnity Forms and return them to the OC at [email protected] before 30 April 2021. Every single team member (athletes, team officials, etc.) must fill out the indemnification form.

40. Anti-Doping:

i. The WT Anti-Doping Rules, and where necessary the Code of the World Anti-Doping Agency, shall apply throughout the competition. ii. Compulsory Anti-Doping tests will be carried out on random selection basis. The WT and/ or WADA may carry out random out-of-competition testing prior to the competition. iii. Participating contestants are required to submit their latest and most accurate Athlete Location (Whereabouts Info) Forms to the WT. iv. Athletes who take any substance or medicine listed in the “Prohibited List” of the WT Anti-Doping Rules and Anti-Doping Code of World Anti- Doping Agency (WADA) for therapeutic purposes are requested to visit the website of World Taekwondo to download TUE application form at

Once filled out and signed, the form must be sent together with the required medical files to WT Anti-Doping [email protected] no later than 30 April 2021. v. For ADAMS login, please contact National Anti-Doping Organization (NADO) in your country or WT Anti-Doping coordinator at [email protected]. vii. If any of the qualified contestants were found to have committed a doping offence that constitutes a violation of any of the provisions of the Anti-Doping Code of the World Anti- Doping Agency and/or other appropriate Anti-Doping codes (“Anti- Doping Codes”), the next highest ranked athlete in the same weight category at the Asian Continental Qualification Tournament will qualify. viii. The NPC of an athlete who has committed an Anti-Doping rules violation will lose the quota place obtained by the athlete.

41. Media and Press:

All games will be livestreamed by the OC and published on the the relevant media platforms and shared with the teams.

Media Accreditation

Registered media and press officials or official photographers are entitled to receive a media and press accreditation card. For more information, please contact the Jordan Taekwondo Media department at [email protected] no later than 07 May 2021.

Photo Positions

All accredited photographers are only allowed to use the designated photo positions while working in the Field of Play. By accepting a media and press accreditation, the accredited person agrees to always follow the instructions of the Jordan Taekwondo Media department head.

43. Accommodation Booking & Proof of Payment:

i. The accommodation will be in the same location as the competition venue:

ii. All participating teams are required to fill and submit the Accommodation Request Form (see supporting documents) to book accommodation through the OC no later than 30 April 2021.

iii. Prices for single and double rooms can be found below. Prices include full board (breakfast, lunch, and dinner):

v. All teams are required to send proof of payment (copy of bank transfer) to [email protected] no later than the 07 May 2021. vi. Any team that does not provide accommodation payment before 30 April 2021 or proof of payment before the 07 May 2021 will not be able to participate in the tournament.

44. Airport Shuttle:

Transportation between the competition venue and the airport will be provided by the OC. Flight details for every participating member must be sent to the OC at [email protected] as soon as they are available and no later than 07 May 2021 in order to book the airport shuttle service. 45. Visa Information:

Entry visas to Jordan must be obtained by all arriving national teams. The Visa Application Form must be completed and sent to the OC before the 30th of April 2021 to allow the OC to expedite the visa- obtaining procedures with the Jordanian Ministry of Interior.
