URBAN SUSTAINABLE AND SMART DEVELOPMENT IN THE AMAZON CONTEXT: NATURAL RESOURCE MANAGEMENT AND GREEN INFRACTRUCTURE

Background: Inclusive and sustainable

Mato Grosso State is located in the mid-west region of . It is the third state in Brazil in a rank of territorial extension and hosts three different kinds of ecosystems: Amazon, Savannah and . Mato Grosso has the leadership in the as well as in the deforestation reduction performance. In the latest United Nations Climate Change Conference (COP 21), held in Paris, the Governor of Mato Grosso presented a strategy which goal is a reduction of CO 2 emission of six Gigatons of CO 2 up to 2030. This strategy is made of three pillars – Production, Conservation and Inclusion – and fosters sustainable development through the simultaneous increase of economic production, forests conservation and socioeconomic inclusion of family farming and native inhabitants. In this context, the northern part of Mato Grosso State belongs to the “Legal Amazon Region”1 where there are many relevant cities, among which Alta Floresta municipality. This city is experiencing a new development paradigm that aims at being sustainable, socially inclusive and economical viable. Thus, Alta Floresta hosts the Urban Lab described herein.

Creating Shared Value and Sustainability: Alta Floresta

Promoted by Enel Green Power and implemented by FGV Projetos, the Creating Shared Value (CSV) pilot project in Alta Floresta is generating multiple sustainable development opportunities. In this context, in a co-design perspective, local stakeholders and FGV Projetos have elaborated a Multidimensional Strategic Plan of Alta Floresta named “Mapa Estratégico Multidimensional: Alta Floresta território sustentável em contexto amazônico ”. This planning presents potential paths to be pursued in order to reach a desirable and sustainable future for the city. Next, an Urban Lab will be held in order to execute this strategic planning. This innovative activity focuses on sustainable urban development issues and has been conceived in a partnership with Alta Floresta Municipality, the European Union and local relevant stakeholders. The Urban Lab fosters a participative process in order to identify projects based on natural resources use amid an established environment (urban context).

Urban Lab goal

Promote sustainable and smart urban development in an amazon context through the Urban Lab, focusing at developing innovative solutions of local environmental strategies in the fields of natural resource management for energy purpose and green infrastructure.

Engaged Stakeholders

The Urban Lab will engage relevant and key Alta Floresta stakeholders. In a co-design perspective, local stakeholders that represent civil society, public and private sectors are engaged. In this way, the dialogical factor is guaranteed and more over is fostered the search of innovative and creative solutions by gathering diverse insights, perceptions and representations. Furthermore, stakeholder’s involvement encourages the possibility of creation of local governance arrangements that will give plurality and dynamism of Alta Floresta territory. These arrangements will also optimize actions that promote urban sustainable and smart development, as well as, the formulation of potential local public policies agendas.

Activities

The Urban Lab allows the connection between stakeholders and local socio-economic and environmental features of the Alta Floresta territory. Thus, the event promotes the integration of stakeholders in order to think, propose, mobilize and articulate efforts that guarantees the conception and implementation of actions that stimulate urban sustainable and smart development of Alta Floresta . New urban solutions will be generated through the following thematic workshops: 1) Local stakeholder empowerment in innovative strategies of natural resource management; 2) Green infrastructure proposals as city integrator and connector: urban green corridors. Furthermore, a forum of sustainable development will be held in order to end the Urban Lab activities. This forum has the following focus:

3) Forum – Alta Floresta , Smart and Sustainable City: in this occasion the proposals obtained as a result of the thematic workshops will be shared to the public in a round table composed by local leaderships in order to foster a debate on challenges and opportunities of urban sustainable and smart development of Alta Floresta.
