ISBN 1-58487-518-6 ii FOREWORD The Middle East is undergoing an era of revolu- tionary change that is challenging the foreign policies of the United States and virtually all regional states. In this new environment, opportunities and challenges exist for a number of regional and extra-regional states to advance their national interests, while attempting to marginalize those of their rivals. Despite these chang- es, the Arab Spring and revolutions in countries such as Tunisia, Egypt, and Libya have not altered some of the more fundamental aspects of the Middle East regional situation. One of the most important rivalries defining the strategic landscape of the Middle East is between Iran and Saudi Arabia. The competition be- tween these two states is long-standing, but it is espe- cially important now. Political relationships that have endured for decades, such as the one between Iran and Syria, now seem to be in some danger, depend- ing upon how current struggles play out. The stakes in this rivalry can thus become higher in an environment of revolutionary upheaval. In this monograph, Dr. W. Andrew Terrill con- siders an old rivalry as it transitions into a new en- vironment. Saudi Arabia and Iran have been rivals since at least the 1979 Iranian Islamic Revolution. As Dr. Terrill points out, this competition has taken a variety of forms and was especially intense in the aftermath of the Iranian revolution. Under Iranian President Mohammad Khatami (1997-2005), the ri- valry relaxed to some extent, but a permanent détente was not possible because of a backlash within the Iranian political system. The successor presidency of Mahmoud Ahmadinejad further damaged relations iii and the Saudi-Iranian relationship was dealt an espe- cially serious setback over the Saudi-led intervention into Bahrain. Because the current Saudi-Iranian rival- ry is taking place in a variety of countries of interest to the United States, an awareness of the motivations and issues associated with the rivalry is important to U.S. policymakers. Dr. Terrill clearly identifies the struggle as region-wide, encompassing countries as far apart as Egypt, Bahrain, Yemen, Lebanon, Syria, and espe- cially Iraq, where the United States is preparing to withdraw almost all of its troops. He also notes that while U.S. interests often overlap with those of Saudi Arabia, such is not always the case. Saudi Arabia and the United States often work well together in seeking to contain Iranian influence, but Saudi Arabia also is an absolute monarchy opposed to Arab democracy or any democratic reform of the existing monarchical systems. The Strategic Studies Institute is pleased to offer this monograph as a contribution to the national se- curity debate on this important subject, as our nation continues to grapple with a variety of problems as- sociated with the future of the Middle East and the ongoing challenge of advancing U.S. interests in a time of Middle East turbulence. This analysis should be especially useful to U.S. strategic leaders and in- telligence professionals as they seek to address the complicated interplay of factors related to regional se- curity issues, the withdrawal of U.S. forces from Iraq, fighting terrorism, and providing for the support of local allies. This work may also benefit those seeking better understanding of long-range issues of Middle Eastern and global security. Director Strategic Studies Institute v ABOUT THE AUTHOR W. ANDREW TERRILL joined the Strategic Stud- ies Institute (SSI) in October 2001, and is SSI’s Middle East specialist. Prior to his appointment, he served as a Middle East nonproliferation analyst for the Inter- national Assessments Division of the Lawrence Liver- more National Laboratory (LLNL). In 1998-99, Dr. Terrill also served as a Visiting Professor at the U.S. Air War College on assignment from LLNL. He is a former faculty member at Old Dominion University in Norfolk, Virginia and has taught adjunct at a variety of other colleges and universities. He is a retired U.S. Army Reserve Lieutenant Colonel and Foreign Area Officer (Middle East). Dr. Terrill has published in nu- merous academic journals on topics including nuclear proliferation, the Iran-Iraq War, Operation DESERT STORM, Middle Eastern chemical weapons and bal- listic missile proliferation, terrorism, and commando operations. He is also the author of Global Security Watch-Jordan (Praeger, 2010). Since 1994, at U.S. State Department invitation, Dr. Terrill has participated in the Middle Eastern Track 2 talks, which are part of the Middle East Peace Process. He has also served as a member of the military and security working group of the Baker/Hamilton Iraq Study Group through- out its existence in 2006. Dr. Terrill holds a B.A. from California State Polytechnic University and an M.A. from the University of California, Riverside, both in political science, and a Ph.D. in international relations from Claremont Graduate University, Claremont, California. vii SUMMARY Saudi Arabia and Iran have often behaved as seri- ous rivals for influence in the Middle East, especially the Gulf area, since at least Iran’s 1979 Islamic Revolu- tion and the 1980-88 Iran-Iraq War. While both nations define themselves as Islamic, the differences between their foreign policies could hardly be more dramatic. In most respects, Saudi Arabia is a regional status quo power, while Iran often seeks revolutionary change throughout the Gulf area and the wider Middle East with varying degrees of intensity. Saudi Arabia also has strong ties with Western nations, while Iran views the United States as its most dangerous enemy. Per- haps the most important difference between the two nations is that Saudi Arabia is a conservative Sunni Muslim Arab state, while Iran is a Shi’ite state with senior politicians who often view their country as the defender and natural leader of Shi’ites throughout the region. The rivalry between Riyadh and Tehran has been reflected in the politics of a number of regional states where these two powers exercise influence. The 2011 wave of pro-democracy and anti-regime protests, now known as the Arab Spring, introduced new concerns for both Saudi Arabia and Iran to con- sider within the framework of their regional priorities.

This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty.

The United States and Lebanon have historically enjoyed a good relationship due in part to cultural and religious ties; the democratic character of the state; a large, Lebanese-American community in the United States; and the pro-western orientation of Lebanon, particularly during the cold war. Current policy priorities of the United States include strengthening the weak democratic institutions of the state, limiting the influence of Iran, Syria, and others in Lebanon’s political process, and countering threats from Hezbollah and other militant groups in Lebanon. Following Syrian withdrawal from Lebanon in 2005 and the war between Israel and Hezbollah in the summer of 2006, the Bush Administration requested and Congress appropriated a significant increase in U.S. assistance to Lebanon. Since 2006, U.S. assistance to Lebanon has topped $1 billion total over three years, including for the first time U.S. security assistance for the Lebanese Armed Forces (LAF) and Internal Security Forces (ISF) of Lebanon. Several key issues in U.S.-Lebanon relations could potentially affect future U.S. assistance to Lebanon. The discussion begins with an overview of the origin of the Kurds and Kurdistan on the other hand Other major developments torch-lighted in this paper include the Kurdish elections of 1992, the establishment of a Kurdistan regional government and the adoption of a new Iraqi constitution in 2005, which recognises the Kurdistan Region as a federal entity within the Republic of Iraq. Key constitutional disputes between the Kurdistan region and the Iraqi federal government are also discussed. On the other hand, a highpoint of the paper is the 2017 referendum for independence held in the Kurdistan region in which the Kurds voted overwhelmingly to separate from Iraq. The rest of the paper examines after the referendum. The paper ends with a summary of the situation in the Kurdistan region after the 2017 independence referendum. While global hegemony has always been on Washington’s agenda, in the Bush administration, with neoconservatives sitting behind influential desks in the capital, the initiative got new impetus. According to this new approach, the goal was to be advanced with the confrontation and eventual defeat of the Iran-Syria-Hezbollah-Hamas axis, a move that would help create a ‘New Middle East’ in which opposition to US-Israeli policies would not be tolerated. The paper uses a Neoclassical Realist theoretical approach to show that Washington’s miscalculation of power relations in the region led to the failure of its foreign policy. Like the Iraq War of 2003, the 2006 Lebanon War was a disaster for the US. With the encouragement and support of the Americans, the Israeli war machine fought an inconclusive war with Hezbollah, as a result of which the status of the Israeli military as the Middle East’s ‘Invincible Army’ was shattered and archenemies Hezbollah and Iran were strengthened.

    Spain, Lebanon and UNIFIL George Emile Irani 20/5/2008 WP 21/2008 Spain, Lebanon and UNIFIL George Emile Irani Summary This study provides a historical and political background to the situation in South Lebanon since 1967. It then assesses the causes and results of the war in the summer of 2006 and its implications for local, regional and global politics. It also focuses on Spain’s military involvement in Lebanon, especially on the relationship between the Spanish UNIFIL contingent and the local population in South Lebanon. This paper includes a set of recommendations related to the future of Spain’s involvement in peacekeeping efforts in South Lebanon. Introduction Spain’s involvement and interest in Lebanon are not new. Throughout the centuries Spain has been present in Lebanon with its educational, religious and economic interests. There is a small community of Spanish citizens living in Lebanon, mostly married to Lebanese citizens. There is also a community of Lebanese who live in Spain and some have acquired the country’s citizenship. Mention should also be made of the tragic death of the Spanish Ambassador Pedro Manuel de Arístegui during the civil war in Lebanon in 1989. Arístegui was the third foreign diplomat (the other two were the US Ambassador Francis Meloy Jr and the French Ambassador Louis Delamarre) to lose his life during the 15-year civil war in Lebanon.1 In this study I will provide a historical and political background to the situation in South Lebanon since 1967. The role of Hezbollah, its religious, military and political philosophy and strategy in Lebanon and in the region will also be discussed.
