Bulletin of Italian Politics Vol. 1, No. 1, 2009, 29-47 The Transformation of Italian Democracy Sergio Fabbrini University of Trento Abstract: The history of post-Second World War Italy may be divided into two distinct periods corresponding to two different modes of democratic functioning. During the period from 1948 to 1993 (commonly referred to as the First Republic), Italy was a consensual democracy; whereas the system (commonly referred to as the Second Republic) that emerged from the dramatic changes brought about by the end of the Cold War functions according to the logic of competitive democracy. The transformation of Italy’s political system has thus been significant. However, there remain important hurdles on the road to a coherent institutionalisation of the competitive model. The article reconstructs the transformation of Italian democracy, highlighting the socio-economic and institutional barriers that continue to obstruct a competitive outcome. Introduction As a result of the parliamentary elections of 13-14 April 2008, the Italian party system now ranks amongst the least fragmented in Europe. Only four party groups are represented in the Senate and five in the Chamber of Deputies. In comparison, in Spain there are nine party groups in the Congreso de los Diputados and six in the Senado; in France, four in the Assemblée Nationale an d six in the Sénat; and in Germany, six in the Bundestag. Admittedly, as is the case for the United Kingdom, rather fewer parties matter in those democracies in terms of the formation of governments: generally not more than two or three. -

Antonucci © 2013 iii ABSTRACT Scholars of Italian-American history have traditionally asserted that the ethnic community’s media during the 1920s and 1930s was pro-Fascist leaning. This thesis challenges that narrative by proving that moderate, and often ambivalent, opinions existed at one time, and the shift to a philo-Fascist position was an active process. Using a survey of six Italian-language sources from diverse cities during the inauguration of Benito Mussolini’s regime, research shows that interpretations varied significantly. One of the newspapers, Il Cittadino Italo-Americano (Youngstown, Ohio) is then used as a case study to better understand why events in Italy were interpreted in certain ways. -

Italy ( i/ˈɪtəli/; Italian: Italia [iˈtaːlja]), officially the Italian Republic (Italian: Repubblica italiana),[7][8][9][10] is a unitary parliamentary republic inSouthern Europe. Italy covers an area of 301,338 km2 (116,347 sq mi) and has a largely temperate climate; due to its shape, it is often referred to in Italy as lo Stivale (the Boot).[11][12] With 61 million inhabitants, it is the 5th most populous country in Europe. Italy is a very highly developed country[13]and has the third largest economy in the Eurozone and the eighth-largest in the world.[14] Since ancient times, Etruscan, Magna Graecia and other cultures have flourished in the territory of present-day Italy, being eventually absorbed byRome, that has for centuries remained the leading political and religious centre of Western civilisation, capital of the Roman Empire and Christianity. During the Dark Ages, the Italian Peninsula faced calamitous invasions by barbarian tribes, but beginning around the 11th century, numerous Italian city-states rose to great prosperity through shipping, commerce and banking (indeed, modern capitalism has its roots in Medieval Italy).[15] Especially duringThe Renaissance, Italian culture thrived, producing scholars, artists, and polymaths such as Leonardo da Vinci, Galileo, Michelangelo and Machiavelli. Italian explorers such as Polo, Columbus, Vespucci, and Verrazzano discovered new routes to the Far East and the New World, helping to usher in the European Age of Discovery. Nevertheless, Italy would remain fragmented into many warring states for the rest of the Middle Ages, subsequently falling prey to larger European powers such as France, Spain, and later Austria. -

The Persistence of Corruption in Italy: Politicians and the Judiciary since Mani Pulite Raffaele Asquer Department of Political Science University of California, Los Angeles Paper prepared for the WPSA 2013 ANNUAL MEETING March 28th, 2013 PRELIMINARY DRAFT – PLEASE DO NOT CITE OR CIRCULATE 1 Abstract Starting in 1992, the Mani Pulite (“Clean Hands”) anti-corruption campaign promised to eradicate corruption from Italian political life. For a brief, yet intense period, the public rallied behind the prosecutors, and punished the allegedly corrupt politicians and parties at the polls. However, twenty years later, Italy is still ranked as highly corrupt by Western standards. Why, then, did the Mani Pulite campaign fail to have a long-lasting effect? Relying on original data on the anti-corruption investigations in Milan, as well as on a variety of datasources from the existing literature, this paper argues, first, that the investigations left essentially untouched entire parts of the country where corruption was widespread. Overall, the Mani Pulite campaign had limited deterring effects because judicial inquiries were obstructed by the statute of limitations, and even in case of conviction the sentences were generally mild. Second, the paper finds that the structures of corruption networks have changed since the Mani Pulite season, becoming less vulnerable to further judicial inquiries. There now seem to be multiple sites for corrupt transactions, somewhat dispersed throughout the political system, whereas in the past such activities were centrally managed by a cartel of parties. We reach this conclusion by combining evidence from the literature with original data on two subnational legislatures, the Regional Council of Campania (1992-94) and the Regional Council of Lombardy (2010-12) in which political malfeasance in general seemed widespread. -

There was more to these images than the age-old hostility of the townspeople for the peasant, and this article comparatively explores how cartoons of southern Italian brigands and rural Irish agitators helped shape a liberal version of what was modern by identifying what was not: the revolting peasant who engaged in ‘‘unmanly’’ violence, lacked self-reliance, and was in thrall to Catholic clergymen. During periods of unrest, distinctions between brigands, rebels, and the rural populations as a whole were not always clear in cartoons. Comparison suggests that derogatory images of peasants from southern Italy and Ireland held local peculiarities, but they also drew from transna- tional stereotypes of rural poverty that circulated widely due to the rapidly expanding European publishing industry. While scholarly debates inspired by postcolonial perspectives have previously emphasized processes of othering between the West and East, between the metropole and colony, it is argued here that there is also an internal European context to these relationships based on ingrained class and gendered prejudices, and perceptions of what constituted the centre and the periphery. -

Between 1703 and 1708, the Grand Alliance secured for the Austrian Habsburg archduke Charles –“Charles III” to his supporters in the succession struggle triggered by the death of the last Spanish Habsburg– a substantial chunk of the European Spanish Habsburg empire or Monarchy: Aragon, Catalonia, Valencia and Gibraltar inside Spain, Spanish Flanders, the duchy of Milan, the Balearic Islands and Sardinia, and the kingdom of Naples outside Spain. In fact, Aragon and Valencia were already by 1708 being reconquered by the troops of Philip V following his victory at Almansa, but the other territories represented a substantial composite monarchy which Charles must seek to turn into a viable polity; his –broadly successful– efforts to create an effective central executive for that territorial ensemble between 1706 and 1714, by which time Charles had succeeded (1711) his elder brother Joseph as Holy Roman Emperor, and had removed his Court from Barcelona to Vienna, are the subject of Roberto Quirós’ book. In fact, Quirós focuses on Charles’ efforts to make his rule effective in Milan and Naples. This decision is well judged, since Italy has been relatively neglected by the historiography of the War of the Spanish Succession, as Quirós’s initial historiographical survey demonstrates. In addition, following the loss of Aragon and Valencia, with Flanders effectively occupied by his English and Dutch allies and with war pressing Catalonia hard, the Balearic Islands and Sardinia could not sustain Charles’s war effort. -
