Rapport D'activités DIRECTION GÉNÉRALE RAPPORT D'ACTIVITÉS Année 2020 _ C. LÉONARD Q UI NOUS SOMMES _ SCIENSANO, ce sont plus de 800 collaborateurs qui s’engagent chaque jour au service de notre devise « toute une vie en bonne santé ». Comme notre nom l’indique, la science et la santé sont au cœur de notre mission. Sciensano puise sa force et sa spécificité dans une approche holistique et multidisciplinaire de la santé. Plus spécifiquement, nos activités sont guidées par l’interconnexion indissociable de la santé de l’homme, de l’animal et de leur environnement (le concept ʺOne healthʺ ou « Une seule santé »). Dans cette optique, en combinant plusieurs angles de recherche, Sciensano contribue d’une manière unique à la santé de tous. Issu de la fusion entre l’ancien Centre d’Étude et de Recherches Vétérinaires et Agrochimiques (CERVA) et l’ex-Institut scientifique de Santé publique (ISP), Sciensano s’appuie sur plus de 100 ans d’expertise scientifique. Un défi global à la rencontre duquel un Institut comme Sciensano est idéalement placé. Relever un tel défi exige en effet une collaboration interdisciplinaire et une mise en commun de compétences différentes. COVID-19 : SCIENSANO SE RÉVÈLE AU GRAND PUBLIC En début d’année, notre Institut est encore méconnu des médias et de la population. La crise va bouleverser la vie de tous et faire basculer Sciensano dans la lumière. SCIENSANO PEUT COMPTER SUR SON EXPERTISE ET LA COMPLÉMENTARITÉ DE SES ACTIVITÉS La crise a mis sous les projecteurs les missions que nous assurons habituellement dans l’ombre. En temps de « paix » comme en temps de crise, nos missions s’articulent autour de 4 piliers aussi essentiels qu’interconnectés : 1. Une surveillance de tous les instants : collecte et analyse de données ; enquêtes ; systèmes ‘vigies’ autour de la santé humaine et animale ; contrôle de qualité de produits et emballages, en sont quelques exemples. 2. Une recherche de haut niveau : mise au point de tests (PCR, « multiplex »…) et réalisation de dizaines d’études visant notamment à : • mieux comprendre l’interaction entre les micro-organismes, leurs hôtes et l’environnement ; • déterminer l’éventuel lien entre un environnement donné et le développement de certaines maladies ; • vérifier l’efficacité des anticorps ou encore la présence du virus dans les eaux usées ; • investiguer des méthodes alternatives à l’expérimentation animale. 3. De s services de qualité : nos missions de surveillance et de recherche permettent à Sciensano de produire des services de qualité (formulation de règles de bonnes pratiques, contrôle de qualité, contrôle des médicaments et des produits, soutien dans l’élaboration des conditions de stockage des vaccins, pour n’en citer que quelques-uns). 4. Une collaboration aux niveaux national et international : nous unissons nos efforts avec d’autres institutions publiques et avec des universités pour apporter un support le plus complet possible aux autorités et nous transmettons nos données aux instances internationales pour soutenir une recherche et une gestion coordonnée dans le cadre de la crise COVID-19 mais également dans le cadre d’autres problématiques de santé publique au niveau de l’Union européenne. RÉSUMÉ EXÉCUTIF Notre mission de surveillance → se nourrit de la recherche qui lui est intimement liée → la recherche alimente la prestation de services de qualité → tout cela contribue à une reconnaissance et à une coopération na tionale et internationale. 4 ENJEUX DE TAILLE POUR CONSOLIDER LE PRÉSENT ET PRÉPARER L’AVENIR 1. Se donner les moyens de notre politique de surveillance et donc d’une santé publique « sa ine ». Garder le cap, tout en continuant à s’améliorer et innover, cela demande des moyens, c’est-à-dire : • du personnel compétent en suffisance, • des investissements en technologies de pointe, • une recherche orientée vers l’amélioration des procédures de surveillance d’une part et vers une optimisation des services d’autre part. 2. Trouver un équilibre entre la collecte des données et leur analyse et le respect des règles relatives à la vie privée. Le soutien à la gestion de la santé et des soins de santé exige en effets de nombreuses données validées mais nous devons aussi veiller à respecter un principe de proportionnalité. C’est toujours la population qui, in fine, doit être notre finalité, sa santé, son bien-être et le respect de ses droits. 3. Assurer une communication transparente et ajustée, à l’intention de nos groupes-cibles mais également de celles et ceux qui vivent parfois dans le doute, l’anxiété, l’incompréhension. 4. Parvenir à une articulation équilibrée entre le scientifique et le politique : le scientifique émet des avis qui vont nourrir les réflexions et décisions du politique. Deux formes de responsabilités d’une nature bien différente et dont il est nécessaire de maintenir une distinction claire. Divers are at risk of gradually increasing hypoxia and hypercapnia due to a long time spent underwater and additionally of increasing hyperoxia while depth diving. Exceeding the limits of hypoxia endurance leads to loss of consciousness or even to death whithout immediate first aid. Often enhanced world records indicate the ability to shape specific to the discipline adaptive mechanisms of cardio-pulmonary system which are individually conditioned. During stay underwater heartbeats decelerating called bradycardia, increase in blood pressure, peripheral blood vessels narrowing and blood centralization in freediver’s organism. These mechanisms enhance blood oxygen management as well as transporting it first of all to essential for survival organs, i.e. brain and heart. Potapljači tako tudi na simbolni ravni počastimo praznične dni. V zimskem času je organizacija potapljaških prireditev še bolj zahtevna kot sicer, zato vabljeni, da se teh dogodkov udeležimo v čim večjem številu, četudi zgolj kot opazovalci na obali, saj bomo prav s številčnim odzivom organizatorjem najlepše zahvalili za vložen trud in prispevali k uspešno izvedeni akciji. Prav druženju, medsebojnemu sodelovanju in tesnejšemu povezovanju pa je tudi letos na- menjen koledar SPZ »Zveza povezuje«. Na koledarju, ki smo ga posvetili lani preminulemu idejnemu očetu festivala Vodan in našemu odličnemu podvodnemu fotografu Smiljanu Zavrtaniku, so tudi letos označeni
