I first met Freddie over forty years ago when I stared working for Pan American World Airways in New York. It was twenty-two year later, still with Pan Am, when I took a position as ramp operations trainer; and Freddie was assigned to teach me the tools of the trade. In 1989 while in Berlin for training, Freddie and I witnessed the abandoning of the guard towers along the Berlin Wall by the East Germans. We didn’t realize it then, but we were witnessing the beginning of the end of the Cold War. It wasn’t long after, on August 2, 1990 that Saddam Hussein the Iraqi dictator invaded Kuwait in a brazen act of aggression. The world, elated with the end of the Cold War, was shocked out of it reverie. Soon after, the U.S. Department of Defense activated the Civil Reserve Air Fleet along with its twenty-seven member U.S. air carriers. Pan Am began its call for volunteer crews. Freddie and I were asked if we would be willing to take “off line” assignments to work the Pan Am flights picking up U.S troops for deployments to the Persian Gulf. As a team, we worked Pan Am’s CRAF flights at: Fort Hood, Fort Campbell, Fort Benning, Fort Bragg, Langley Field, Charleston, Volks Field, San Antonio, and Cherry Point Marine Corps Air Station. On January 20th shortly after the war began to expel the Iraqis from Kuwait, Freddie and I were asked if we would be willing to fly into the war theater on board Pan Am’s flights. We flew numerous troop and cargo flights out of Rome, the U.S. air base in Ramstein and the NATO air station in Sigonella Sicily. Our destinations into the desert were: Riyadh, Dhahran, Al Jubail, and Bahrain; all during the height of the war. We would remain to fly our troops home on the redeployment. Twenty years after those events, when I told Freddie that I was writing a dissertation on the Civil Reserve Air Fleet’s participation in that war, he couldn’t do enough to assist me. He made several important contacts for me to interview, and provided me some useful written accounts. In January 2012, I asked Freddie if he would share his personal recollections of those events for inclusion into my dissertation. He was elated, and began setting them down. Freddie passed away unexpectedly that month and was not able to get anything to me. I hope this dedication pays proper tribute to Freddie for his professional and dedicated service to his country, to the experiences we shared, and to our longtime friendship. Abstract: This report discusses the March 5, 2015, accident in which Delta Air Lines flight 1086, a Boeing MD-88 airplane, N909DL, was landing on runway 13 at LaGuardia Airport, New York, New York, when it departed the left side of the runway, contacted the airport perimeter fence, and came to rest with the airplane’s nose on an embankment next to Flushing Bay. The 2 pilots, 3 flight attendants, and 98 of the 127 passengers were not injured; the other 29 passengers received minor injuries. The airplane was substantially damaged. Safety issues discussed in the report relate to the use of excessive engine reverse thrust and rudder blanking on MD-80 series airplanes, the subjective nature of braking action reports, the lack of procedures for crew communications during an emergency or a non-normal event without operative communication systems, inaccurate passenger counts provided to emergency responders following an accident, and unclear policies regarding runway friction measurements and runway condition reporting.

It traces parties, Congress, the presidency, bureaucracy, and courts, and also examines how those institutions have interacted with one another, and shaped and been shaped by the mass public, across American history. Throughout the course, we will consider how ideas, interests, procedures, and sequence together shape institutions as they collide and abrade over time. Finally, although it hardly covers the entire corpus across the subfield, the course is also designed to prepare students to sit for comprehensive examinations in American politics. While the authors come from a variety of theoretical vantage points, combining classic and newer readings, this course is, in a sense, a very traditional one. We examine the formal sites where power is exercised, and the political elites who exercise it. By the end of the semester, you should have a better sense of the virtues – and limits – of such an approach. For three classes, you will write short (up to 5 pages) papers, succinctly bringing together the reading for a particular week. Avoid summary. Instead, specify the core theoretical, methodological, or interpretive issues at stake, and make clear how the various authors have approached them. Papers should be circulated via e-mail to the entire class by 4PM on Monday.

    1 Introduction to cabin crew Background The world of flight attendants has changed significantly since the beginning of commercial air travel. The first airliners were actually mail planes with a few extra spaces for passengers. The only crew were the pilots. Eventually, some early airlines added ‘cabin boys’ to their flights. These crew members, who were usually young men, were mainly on board to load luggage, reassure nervous passengers, and help people get around the plane. Imperial Airways of the United Kingdom had ‘cabin boys’ or ‘stewards’ in the 1920s. In the USA, Stout Airways was the first to employ stewards in 1926. Western Airlines (1928) and Pan American World Airways (1929) were the first US carriers to employ stewards to serve food. The first female flight attendant was 25-year-old registered nurse, Ellen Church, hired by Boeing in 1930. Until relatively recently, airline stewardesses were subject to strict regulations. They were not allowed to be married and most airlines had certain constraints on their height, weight, and proportions. Their clothing was similarly restrictive: at many airlines, stewardesses wore form-fitting uniforms and were required to wear white gloves and high heels throughout the flight. While it was a perfectly respectable occupation for young women, early stewardesses were generally underpaid, had minimal benefits, and were in a subservient role to pilots. During the 1960s, ‘70s, and ‘80s, flight-attendant unions, as well as representatives from the equal rights movement, brought about sweeping changes in the airline industry that addressed these problems. Since the 1970s, the policy of the major airlines has been to hire both men and women as flight attendants and to have minimal restrictions on size and weight.

    CHAPTER 4- MIAMI AND THE FLYING HONEYMOON At the end of 1929 Leslie was transferred to Miami where he was given added responsibilities. His job title was Assistant Division Engineer. Leslie’s initial duties involved maintaining the Consolidated Commodores acquired from The New York, Rio and Buenos Aires Airways - NYRBA, and testing new aircraft. In mid 1930 Leslie was awarded two round trip passes to Trinidad on the Fokker F-10’s and the Sikorsky S-38’s. He and his wife Jean stopped at all the Pan American bases along the way. The trip was Mr. Priester’s way of making up for having asked them earlier to cancel their honeymoon due to urgent airline business. Their photograph album of this trip with pilots who later went on to Paciic crossing fame is a witness to early aviation, its equipment, its people, and primitive operating environment. These pictures speak for themselves. 12 Famous Pan American pilots Ed Musick and Leo Terletzky would perish a few years later in the crash of the Samoan Clipper and the mysterious disappearance of the Hawaii Clipper Fokker F-10 at Havana, Cuba. Sikorsky S-38 Amphibian 13 Jean and John Leslie amid the struts of the S-38 Stuck in the mud at Santo Domingo 14 Captain Tilton signs the ships papers and clears customs, St Thomas, Virgin Islands S-38 beached for the night would make a water take off at dawn. 15 Leslie’s career had one dramatic hiccup, but when he told the story years later he made it sound like a lucky break.

I appreciate the invitation to be with you all, here in Flagstaff today, and to offer what I hope may be food for thought – and more – regarding the present re-consideration of the notions of Universal Service, the Universal Service Obligation , and the Postal Monopoly, and to join in on the discussion of these important topics. I am here as the owner and publisher of The Flute Network. We are a small entirely volunteer entity now closing in on the end of our 24 th year of service as a “bulletin board service” for flutists, flute teachers, and the people who love these kinds of folks. In addition to a website presence (which has become absolutely requisite in recent years for businesses of all kinds), we continue to organize and publish an adletter of typically 8 – 12 pages, which goes out free of charge 9 times a year, now to some 6,100 different subscribers nationwide. It is on behalf of our subscribers, and all those whom we serve by including their notices, that we’ve been tracking the flow of Flute Network mailings over the years. As with most such things, the timely receipt of our mailings is a large part of what keeps them valuable – for example, it does no good to learn of a concert or other event that one might have wanted to attend, two weeks after it happened. What is frustrating is when this kind of thing happens and those notices had actually been mailed three weeks before those events, and by the Post Office’s own standards should have been received by all in plenty of time.
