I first met Freddie over forty years ago when I stared working for Pan American World Airways in New York. It was twenty-two year later, still with Pan Am, when I took a position as ramp operations trainer; and Freddie was assigned to teach me the tools of the trade. In 1989 while in Berlin for training, Freddie and I witnessed the abandoning of the guard towers along the Berlin Wall by the East Germans. We didn’t realize it then, but we were witnessing the beginning of the end of the Cold War. -

SAN FRANCISCO INTERNATIONAL AIRPORT SECOND SERIES REVENUE BONDS Official Statement Airport Commission of the City and County of San Francisco San Francisco International Airport Second Series Revenue Bonds Series 2014A/B 2014A/B NEW ISSUE—BOOK-ENTRY ONLY RATINGS: Moody’s: A1 S&P: A+ Fitch: A+ (See “Ratings”) In the opinion of Kutak Rock LLP and Amira Jackmon, Attorney at Law, Co-Bond Counsel to the Commission, under existing laws, regulations, rulings and judicial decisions and assuming the accuracy of certain representations and continuing compliance with certain covenants, interest on the Series 2014A/B Bonds is excluded from gross income for federal income tax purposes, except for interest on any Series 2014A Bond for any period during which such Series 2014A Bond is held by a “substantial user” of the facilities financed or refinanced by the Series 2014A Bonds, or a “related person” within the meaning of Section 147(a) of the Internal Revenue Code of 1986, as amended. Co-Bond Counsel are further of the opinion that (a) interest on the Series 2014A Bonds is a specific item of tax preference for purposes of the federal alternative minimum tax and (b) interest on the Series 2014B Bonds is not a specific item of tax preference for purposes of the federal alternative minimum tax, except that interest on the Series 2014B Bonds will be included in a corporate taxpayer’s adjusted current earnings for purposes of computing its federal alternative minimum tax. Co-Bond Counsel are further of the opinion that interest on the Series 2014A/B Bonds is exempt from State of California personal income taxes. -

RESEARCH STUDIES SERIES A HISTORY OF THE CIVIL RESERVE AIR FLEET By Theodore Joseph Crackel Air Force History & Museums Program Washington, D.C., 1998 ii PREFACE This is the second in a series of research studies—historical works that were not published for various reasons. Yet, the material contained therein was deemed to be of enduring value to Air Force members and scholars. These works were minimally edited and printed in a limited edition to reach a small audience that may find them useful. We invite readers to provide feedback to the Air Force History and Museums Program. Dr. Theodore Joseph Crackel, completed this history in 1993, under contract to the Military Airlift Command History Office. Contract management was under the purview of the Center for Air Force History (now the Air Force History Support Office). MAC historian Dr. John Leland researched and wrote Chapter IX, "CRAF in Operation Desert Shield." Rooted in the late 1930s, the CRAF story revolved about two points: the military requirements and the economics of civil air transportation. Subsequently, the CRAF concept crept along for more than fifty years with little to show for the effort, except for a series of agreements and planning documents. The tortured route of defining and redefining of the concept forms the nucleus of the this history. Unremarkable as it appears, the process of coordination with other governmental agencies, the Congress, aviation organizations, and individual airlines was both necessary and unavoidable; there are lessons to be learned from this experience. Although this story appears terribly short on action, it is worth studying to understand how, when, and why the concept failed and finally succeeded.
