I first met Freddie over forty years ago when I stared working for Pan American World Airways in New York. It was twenty-two year later, still with Pan Am, when I took a position as ramp operations trainer; and Freddie was assigned to teach me the tools of the trade. In 1989 while in Berlin for training, Freddie and I witnessed the abandoning of the guard towers along the Berlin Wall by the East Germans. We didn’t realize it then, but we were witnessing the beginning of the end of the Cold War. -

Rethinking the Development of Legitimate Party Opposition in the United States, 1793–1828 JEFFREY S. SELINGER Writing in 1813 to his old friend and political adversary Thomas Jefferson, John Adams vividly described the scene in Philadelphia when the French Revolutionary Wars broke out: “You certainly never felt the Ter- rorism excited by Genêt, in 1793, when ten thousand People in the Streets of Philadelphia, day after day threatened to drag Washington out of his House, and effect a Revolution in the Government, or compell it to declare War in favour of the French Revolution and against England.”1 Adams and Washington had witnessed firsthand this “terrorism” incited by Edmond Genêt, Foreign Minister from France, and it powerfully influenced their appraisal of the risks political parties and other extra-constitutional amalgamations posed to the young Republic. Just a few years after the Genêt Affair, President George Washington issued his often-quoted Farewell Address, in which he admonished the American people to avoid foreign entanglements and be wary of the “baneful effects of the spirit of party.”2 These two recommendations went hand-in-hand: political parties, in Washingtonʼsview,wouldonlycontinuetopolarizeapolitydivided by foreign war.3 The first President was particularly suspicious of the Jeffersonian Republican Party, which he believed had encouraged Francophile partisans to take up arms in support of the French revolutionary struggle against Britain and other powers. University of Virginia. 2003 Bachelor of Arts, Allegheny College. 2000 A Dissertation presented to the Graduate Faculty of the University of Virginia in Candidacy for the Degree of Doctor of Philosophy Department of Politics University of Virginia May 2007 11 -Abstract- This dissertation examines the American First Ladies' performanceas a representative from 1920 through the present. I argue that representing women has been one oftheir most important representative tasks. This project applies Hanna Fenichel Pitkin's concepts of representation to reach new conclusions about First Ladies' contributions to the presidency. Drawing on presidency research, as well as women and politics and gender studies literature, this project posits a developmental theory concerning the origin and evolution oftheir representative roles. The implications of their women-focused political representation are analyzed through the concepts oftransgendering and : -i regendering. First Ladies' performanceas a representative has been expressed through several concrete roles. Chapter One examines the work of candidates' wives in reaching out to women voters. Chapter Two focuseson First Ladies acting for women as public liaisons. Chapter Three considers First Ladies' attempts to integrate women into national economic policy and programs through their roles as homemakers and consumers. Chapter Four evaluates First Ladies' lobbying and educative effortson behalf of the Equal Rights Amendment. And Chapter Five analyzes First Ladies' performanceas public diplomats to women abroad. President Barack Obama has said several times as a candidate and as president that he seeks to alter that dynamic and create a productive dialogue with Iran, and Iran’s leaders have made statements over the last several years along the same lines. Yet both countries find it immensely difficult to take the steps needed to create a productive relationship. The costs of not doing so are enormous. -

CREATING REQUIREMENTS: EMERGING MILITARY CAPABILITIES, CIVILIAN PREFERENCES, AND CIVIL-MILITARY RELATIONS BY Alice Hunt Friend ABSTRACT This dissertation explores the relationship between civilian and military preferences in the United States. A standard measure of the health of the civil-military relationship is whether civilian preferences prevail over military preferences in times of disagreement. Generally, the civil-military relations literature focuses on civilian efforts to impose their preferences on the military. But is it possible that the military is able to impose its preferences on civilians as well? This study asks and answers the questions: Does the military shape civilian preferences, and to what extent? If the military does shape civilian preferences, under what conditions does it do so? I contend that both purposeful actions by the military and factors natural to the civil-military relationship, each centered on the distribution of information resources, shape civilian preferences. I hypothesize that the less information civilians possess relative to the military, the more civilian preferences are based on military preferences. -

Although some ofthese questions do not yield themselves toan in- tensive exploration ofcongressional inuence, any workfocusing on theU.S. foreignpolicy decision-making process oron domestic ideological debates cannot omit the role of Congress. Thetendency tooverlook Congress hasstemmed frommany factors.For one thing, historiographicaldevelopments haveconspired againsta promi- nent place forthe legislature. Theearly luminaries ofdiplomatic history,such asSamuel FlaggBemis, Dexter Perkins, and ArthurWhitaker, focused their researchon thepresidency ,theState Department, and theforeign ministries ofthe countries with which the United Statesinteracted.
