The academic provision offered by the School of Business and International Proficiency includes: ■ educational seminars and field internships for Moscow region senior officials on Strategic Planning (as part of networking cooperation between MGIMO’s Odintsovo campus and the Moscow Regional Training Centre) and on Implementation of Modern Project Management Principles in Public Administration; ■ a programme “Sports Management: Commercial Experience in Management of State-Funded Sports Complexes” for the heads of sports schools and sports and health centres of the Moscow region; ■ a course for the heads of schools in the Moscow Region on “Management and Modern Approaches in Education” (organized by the Governor’s Administration and the Ministry of Education of the Moscow Region, co-organized by MGIMO); ■ seminars for the heads of Rosneft’s social programmes and corporate culture divisions. From October to December 2018, the MGIMO School of Business and International Proficiency was conducting an independent assessment of the first-year students of Far Eastern Federal University (FEFU), one of the major assessment activities was a unified English exam arranged for 5,000 first-year students of FEFU bachelor’s and master’s programmes. In the 2017–2018 academic year, 34 students graduated from the Lyceum, 29 of them are MGIMO students now. Postgraduate and post-doctorate degrees In February 1, 2018 MGIMO started independently awarding academic degrees. In 2018, the MGIMO School of Business and International Proficiency came to include newly established departments ■ Department of Entrepreneurship and Corporate Governance (corporate department of All Russia Public organization “Business Russia”) ■ Department of International Agrarian Markets and Foreign Economic Activity in the Agro-Industrial Complex (corporate department of the Ministry of Agriculture of the Russian Federation). MGIMO plans to establish a department of comprehensive international studies at FEFU, in accordance with the Decree of the Government of Russia MGIMO 2018–2019 11 ADMISSIONS RESULTS Bachelor’s Degree Programmes 1,414 applicants were enrolled in undergraduate programmes 165 foreign applicants from 32 countries 399 Russian citizens were enrolled on a full scholarship 850 Russian citizens were enrolled in fee-paying programmes 1,249 of the enrolled students are Russian citizens The 2018 admissions results demonstrate that MGIMO is one of the absolute leaders in terms of quality enrollment. The GPA on the Unified State Exam for the applicants enrolled on a full scholarship was 95.8, for the applicants enrolled on a fee-paying basis, 83. The average competition rate was 35 people per state-sponsored place, 13 people per fee-paying place. A quarter of those enrolled on a full scholarship are the winners and prize-winners of the All-Russian School Olympiad. This is the highest figure in the country. Twelve winners of the Olympiad “University challenge: Umnicy and umniki [Bright Girls, Bright Boys]” were directly admitted without taking entrance exams. More than 70% of the winners of the 2018 MGIMO Olympiad for school students became students of our university. Victoria Fomina Budapest, August 16, 2019 CEU eTD Collection i Abstract This dissertation explores commemorative practices in contemporary Russia and Cyprus focusing on the role heroic and martyrical images play in the recent surge of nationalist movements in Orthodox countries. It follows two cases of collective mobilization around martyr figures – the cult of the Russian soldier Evgenii Rodionov beheaded in Chechen captivity in 1996, and two Greek Cypriot protesters, Anastasios Isaak and Solomos Solomou, killed as a result of clashes between Greek and Turkish Cypriot protesters during a 1996 anti- occupation rally. Two decades after the tragic incidents, memorial events organized for Rodionov and Isaak and Solomou continue to attract thousands of people and only seem to grow in scale, turning their cults into a platform for the production and dissemination of competing visions of morality and social order. This dissertation shows how martyr figures are mobilized in Russia and Cyprus to articulate a conservative moral project built around nationalism, militarized patriotism, and Orthodox spirituality.

    INTERNATIONAL ELECTION OBSERVATION MISSION Russian Federation – Presidential Election, 18 March 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 18 March presidential election took place in an overly controlled legal and political environment marked by continued pressure on critical voices, while the Central Election Commission (CEC) administered the election efficiently and openly. After intense efforts to promote turnout, citizens voted in significant numbers, yet restrictions on the fundamental freedoms of assembly, association and expression, as well as on candidate registration, have limited the space for political engagement and resulted in a lack of genuine competition. While candidates could generally campaign freely, the extensive and uncritical coverage of the incumbent as president in most media resulted in an uneven playing field. Overall, election day was conducted in an orderly manner despite shortcomings related to vote secrecy and transparency of counting. Eight candidates, one woman and seven men, stood in this election, including the incumbent president, as self-nominated, and others fielded by political parties. Positively, recent amendments significantly reduced the number of supporting signatures required for candidate registration. Seventeen prospective candidates were rejected by the CEC, and six of them challenged the CEC decisions unsuccessfully in the Supreme Court. Remaining legal restrictions on candidates rights are contrary to OSCE commitments and other international standards, and limit the inclusiveness of the candidate registration process. Most candidates publicly expressed their certainty that the incumbent president would prevail in the election. With many of the candidates themselves stating that they did not expect to win, the election lacked genuine competition. Thus, efforts to increase the turnout predominated over the campaign of the contestants.

    RUSSIA & CAUCASUS March 2018 No News, Bad News Russian presidential elections are approaching. They do not present any surprise since there is no real competition. The outgoing President Putin has the certainty of being elected and as a result of the change in the Constitution that led to the 6-year presidential term already in force during the previous election, he will remain in office until 2024. With four presidential mandates (2000-2004 / 2004-2008 / 2012-2018 / 2018-2024) and one as Prime Minister 2008-2012, the Putin era is expected to reach a record length of quarter of century. If he will be tempted to get elected president for life like his Chinese colleague Xi Jinping, another constitutional change will be needed. With a parliament, already controlled through 75% of the seats by United Russia’s faithful deputies (339 out of 450), and an opposition of 105 deputies, more formal than substantial, it will not be difficult to pass such an amendment. The topic has not yet emerged, but the timing of the Chinese constitutional change that taking place during the same month makes us reflect. In the Russian political debate, open criticism to Putin is absent and no issues that might overshadow the President are raised. All seemingly alternative candidates, even on television, in advertising and on social networks, understand that it is not rewarding to criticize a leader who has a 70% popularity in the polls and they will have to settle for percentages that can reach 3% in the best case. All the attention is therefore concentrated not on issues, not on politics, but on voting turnout.
