POSITION DESCRIPTION

Position Title: Public Works Superintendent – Utilities Department: Public Works Division: Utilities Reports To: Public Works Director FLSA Status: Exempt Date: November 2016

PRIMARY OBJECTIVE OF POSITION Performs a variety of skilled, technical, supervisory, and administrative work in planning, operating, and maintaining the facilities and equipment of the water supply, water distribution, sanitary sewer collection, and stormwater drainage systems.

Works under the general guidance and direction of the Public Works Director. Exercises close supervision over water and sewer system operators, water quality specialists, utility maintenance workers, utility locators, temporary workers, and other staff assigned.

ESSENTIAL FUNCTIONS OF THE POSITION Responsible for the operation and maintenance of the City’s water supply and distribution systems, sanitary sewer collection systems, and storm water drainage systems.  Plans, carries out and evaluates daily operation and maintenance schedules for all water system equipment and facilities, sewer collection system facilities, and storm water drainage systems, either personally, or through assigned staff or outside vendors.  Works closely with Water Quality Specialist on the coordination of storm water maintenance.  Evaluates status of equipment and facilities, and schedules needed repairs or replacement; monitors and maintains the City’s Water supply, treatment, and distribution facilities.  Conducts various analyses and inspections of chemical feed systems, lift stations, pumping, distribution, collection and other systems to determine the most cost-effective means of maintenance, repair or replacement, efficient division operation, and proper function.  Develops memos, reports, operational procedures and budget data for the maintenance and repair of collection and distribution systems.  Responds to and assigns personnel as necessary to perform location services of all underground municipal utilities.

 Supply and maintain all city water meters through routine inspection and repair; assist Finance Department with meter reading program as necessary.  Coordinate and monitor hydrant flushing programs, sewer cleaning activities, and utility repair programs.  Provides emergency field assistance to disabled equipment as needed and appropriate.

Provides for the supervision, management and development of assigned employees.  Trains and supervises employees performing the duties of maintenance and operation of utility system.  Assigns, supervises and evaluates the work of water operation employees, utility maintenance employees or other assigned staff; advises and assists subordinates as needed.  Supervises, instructs and assists assigned crews in repairing water and sewer lines, installing and relocating fire hydrants, and maintaining water distribution and sewer collection systems.  Oversees the safety of assigned maintenance workers and equipment operators by instructing individuals in proper safety procedures and monitoring work in progress.

Development and management of treatment systems and adherence to required testing and reporting programs.  Monitor testing of water on a scheduled basis by testing in accordance with water quality standards and as required by local, State, and Federal regulations.  Accurately maintains records of testing/inspection and other operational data bases, prepares reports and other operation records of facilities and equipment.  Monitor, evaluate and recommend utility system operational changes.

Keeps Director, City Administrator, City Council and public informed as to utility operations and provides information as requested.  Advises supervisor and other city officials in matters relating to division activities; provides information to various civic, educational, and public groups and individuals regarding water, sewer and drainage problems and services.  Responds to complaints regarding water leaks, sewer collection system backups, pressure loss or no water; evaluates situation. Explains findings to property owners and notifies appropriate water and sewer crew if necessary.

 Responds promptly to requests for water service repair or shutoff; sewer backup; minimize service disruption.  Manages budgets for division operations and facility improvements.  Analyzes annual operating costs and makes recommendations for department budget.  Assists in the preparation and oversees administration of the water operations budget and utility maintenance operations budget in conformance with adopted policies and procedures.  Assists in the planning and coordination of or capital improvement projects; assists in the preparation of bid specifications for equipment and facilities.  Serves as purchasing agent for utilities operation and maintenance functions and coordinates requisition of supplies and equipment.

Performs other duties as assigned.  Operates a variety of power and maintenance equipment used in the division.  Serves on various employee or other committees as assigned.

MINIMUM QUALIFICATIONS Education and Experience:  Graduation from high school diploma or GED equivalent.  Two years of post-secondary technical certification/degree in water supply and distribution systems, sewer collection systems, stormwater, public works administration or a closely related field.  Seven (7) years of related experience, or any equivalent combination of education and experience.

PREFERRED QUALIFICATIONS Education and Experience:

 Four years of post-secondary education in Engineering, Public Works, Construction Management, or a closely related field.  Ten (10) years of related experience, or any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

 Knowledge of State and Federal drinking water, wastewater and stormwater regulations.  Knowledge of facilities and operations maintenance.  Knowledge of Microsoft Office, Excel, Outlook and PowerPoint.

 Knowledge of price trends and grades or quality of materials and equipment.  Working knowledge of the hazards and safety precautions common to municipal utilities maintenance and repair activities.  Working knowledge of the practices, methods, materials and tools used in modern equipment and facilities maintenance.  Skill in operation of listed tools and equipment.  Ability to establish and maintain effective preventive maintenance programs, policies and procedures; Ability to maintain effective accounting procedures; Ability to carry out assigned projects to their completion; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, supervisors, vendors and the public.  Ability to deal effectively with the public, citizens, fellow employees and others with courtesy and discretion.  Meets or exceeds departmental standards when evaluated.

Required Licenses, Certifications, and Registrations:  Class B certifications, or ability to secure Class B certifications, as a water system operator and sewer collection system operator as determined by regulatory rules and regulations.  Valid State driver’s license with class A commercial driver’s license (CDL) endorsement, or ability to obtain one within six (6) months.

SUPERVISION RECEIVED/EXERCISED Works under the general guidance and direction the Public Works Director. Closely coordinates activities with other Public Works Department superintendents/supervisors.

Supervises and directs work of assigned forepersons, specialists, technicians, utility and equipment operators, maintenance workers, and seasonal field and/or office employees.  Supervises staff including interviewing and recommending hire, assigning and reviewing work, adjusting grievances, transfer, reward, coaching and training, and discipline.  Coordinates supervisory duties with superiors to maintain fairness and uniformity within the Utilities Division.  Serves as Step 1 designee in the established grievance process; resolves grievances at Step 1 or refers to subsequent steps as appropriate according to the labor agreement.  Reviews and recommends staffing needs and payroll data including hours worked, vacations or compensatory time taken, sick leave used, and overtime hours worked for Utilities Division employees’ timecards.

 Monitors subordinate training and state certification to comply with State and Local requirements.

TOOLS AND EQUIPMENT USED Motorized vehicles for driving and evaluation purposes, power and hand tools and equipment for repair, painting, plumbing, electrical; mechanic’s tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; personal computer, including work processing software; calculator; copy and fax machine; phone; mobile or portable radio.
