Public Works Water/Sewer Operator City of St. Augusta Position: Water/Sewer Operator Type: Appointed Employee Status: Full-time Regular FLSA Status: Non-Exempt Drug & Alcohol Subject to pre-employment and random drug and alcohol screening Appointed by: City Council DESCRIPTION OF WORK General Statement of Duties and Responsibilities: Manages the daily operation of the water distribution and wastewater collection and transmission systems. Participates in other work activities of the Public Works Department, such as street maintenance, vehicle maintenance Supervision received: Works under the general supervision of the City Clerk-Administrator. Supervision Exercised: Occasional supervision of Maintenance Worker (full time or regular part time) when performing work on the water or sanitary sewer systems; occasional supervision of seasonal workers. TYPICAL DUTIES PERFORMED The listed examples may not include all duties performed by all positions in this class, nor do the listed examples include all duties that may be found in positions of this class. Duties may vary somewhat from position to position within a class. Performs daily inspection of pump stations and lift stations and perform all other routine actions necessary to provide for the proper operation of pump and lift stations. Gather all daily, weekly and monthly samples and forward for analysis; monitor recorders, clocks and other monitoring equipment; Maintains daily log of usage, samples taken and results of laboratory analysis. Performs routine maintenance and repair work, and performs emergency repairs on lift station machinery and equipment, sanitary sewer facilities and water system facilities. Inspects and maintains equipment and machinery at lift station, including maintenance and repair of pumps (cleaning, lubrication, etc), minor electrical work at lift station control house. Responds to emergency call-outs from lift-station or other water or sewer system notification when on-call. Process locates for Gopher State One Call. Install and read meters and assist customers with water leaks or high readings. Assist with routine building maintenance. Assist with park irrigation start-up and shut down. Inventories and orders supplies. Assists with road repair, maintenance and snow removal including but not limited to: installing culverts and tiling, hauling gravel and dirt, and filling in or repairing pot-holes and restores landscape, cleaning and repairing storm sewers, culverts, catch basins and grates, maintaining and repairing city vehicles and equipment; hauling debris from rights of way and during city clean-up, and picking up cleared brush and trimmed branches and trees. Assists other departments as needed. Performs other related work as required. KNOWLEDGE SKILLS AND ABILITIES Knowledge of methods, practices, tools and equipment used in the operation, maintenance and repair of municipal water distribution, municipal wastewater collection and conveyance, and lift station operations. Working knowledge of repairing underground water and sanitary sewer facilities, mains, laterals and service connections, including excavation practices and safety requirements. Working knowledge of water and wastewater sampling and testing, analysis and interpretation. Working knowledge of machinery and equipment commonly used by and for municipal water and wastewater utilities, including, but not limited to: pumps, lift stations, and control facilities. Working knowledge of materials, methods, and practices used in street, ditch and grounds maintenance, including snow removal. Working knowledge of automotive, vehicle, and equipment maintenance and repair. Knowledge of safety practices as related to the operation and maintenance of municipal water and wastewater systems, including but not limited to system construction practices and methods and excavation practices and methods. Working knowledge of traffic laws as applied to operating trucks and heavy equipment. Skill in operating and maintaining municipal sanitary sewer and water systems, Ability to operate all Road Department trucks and equipment including, but not limited to; dump trucks and plow trucks, loader, backhoe, grader/maintainer, skid-steer loader, chain saws, tractor mower, and various hand tools. Ability to operate heavy and light equipment to maintain and repair streets, haul material, remove snow, clean streets, mow grass, apply salt and sand to streets, and perform all other duties of this position. Ability to use power and hand tools and equipment to maintain or repair vehicles and equipment, including, but not limited to, winches, hoists, welding equipment, and hand tools. Ability to perform heavy manual labor requiring continual use of large motor skills, standing or walking for long periods, and frequent bending, stooping, shoveling, twisting, turning, crouching, stretching and reaching to perform the work. Ability to regularly lift and carry objects weighing up to 60 pounds and occasionally lift and carry objects weighing 80 to 100 pounds. MINIMUM QUALIFICATIONS Valid Class S-C Sewer Operator’s Certification, valid Class D Water System Operator’s Certification, valid Minnesota Class B Commercial Driver’s license with one year of related work experience. ISTS (Individual Sewer Treatment System) Certification from Minnesota Pollution Control Agency preferred. ESSENTIAL JOB FUNCTIONS: Communications Must be able to read, write, hear and speak English sufficiently to understand information and direction; and to communicate effectively verbally and in writing. Must also possess the ability to establish and maintain effective working relationships with superiors, other employees and the general public. Physical Hand-eye coordination is required to operate vehicles and equipment, and perform such tasks as water main tapping, operation of backhoe or other excavation equipment, snow removal, mowing, brush removal and vehicle/equipment repair and maintenance. Employee must have sufficient physical strength to perform heavy manual labor requiring continual use of large motor skills, standing or walking for long periods, and frequent bending, stooping, shoveling, twisting, turning, crouching, stretching and reaching to perform the work; and to regularly lift and carry objects weighing up to 60 pounds and occasionally lift and carry objects weighing 80 to 100 pounds. Must be able to traverse irregular uneven or vegetated ground cover and terrain. Must be able to operate a vehicle or other equipment in seated position for prolonged periods of time. Environmental Most work is performed outdoors; the employee is subject to exposure to all weather conditions, dirt, dust, loud noise, traffic conditions, exhaust fumes and moving equipment. Work may be performed in enclosed areas or confined spaces. Some work will be performed in confined spaces such as excavation trenches and manholes. Work performed indoors will expose the employee to loud noise, exhaust and other fumes, bright sparks Vision Must have normal vision, with or without correction, sufficient to be issued a Minnesota Class B Commercial Drivers License, and to operate vehicles and equipment, remove snow from roads, mow, maintain and repair vehicles and equipment, and to perform other duties. Intellectual Must be capable of reasonable judgment and possess sound reasoning skills due to the independent nature and considerable amount of work to be performed; must have the ability to learn and apply proper techniques and skills for tasks performed. .
