Adoption of agenda Speakers: Robert Sturdy The agenda was adopted in the form as shown in these minutes. Following a request by Yannick Jadot, point 8a was to be discussed right after point 5. 2. Approval of minutes of meeting of: 26-27 November 2012 PV – PE500.663v01-00 Decision: The minutes were approved. 3. Chair’s announcements Speakers: Robert Sturdy, George Sabin Cutaş The meeting was webstreamed, apart from the "in camera" parts. A list of correspondence received was distributed. A summary of INTA participation to the 73rd EU/US Interparliamentary Meeting and Transatlantic Legislators' Dialogue Meeting (TLD) was presented. A drink to mark the end of the committee work this year was organised at 12.30. André Corrado, Administrator in the Secretariat, was thanked for his work since obliged to leave after three years as from 1st January due to staff mobility requirements. 4. Chair’s announcements - It was announced that the names of shadow-rapporteurs will as a rule appear on their respective Member's notice - unless the Member concerned informs the committee secretariat, preferably via his/her political group, and at anytime of the procedure, that he would object to the publication on his individual page on the EP Internet of this role as shadow-rapporteur in a particular file (an opt-out system). - Following the request by Mr. Caspary the Secretariat will send to the coordinators the updated table prepared by DG Presidency with the compared legislative workload of parliamentary committees, when available. - AFCO and Rule 81 - Informal meeting with the AFCO rapporteur Rafal Trzaskowski would take place in the new year - members to communicate their interest in attending. - AFCO and Rule 70 - update of INTA General principles regarding informal negotiations in ordinary legislative procedures following adoption of amendment to Rule 70 by Plenary on 20 November - The secretariat has updated INTA's internal guidelines in accordance with the new rules. However they won't be finalised until the common guidelines being worked on by the horizontal services are adopted. - Preparation of delegated acts/legislation: attendance of INTA experts at the meetings between the Commission and national experts - It was agreed that the secretariat will attend experts meetings preparing delegated acts, as observers, for a period of six months, and report to coordinators. Delegations Decisions: It was agreed to cancel the delegation to China in 2013. The Delegation to the United States will take place from 8-12 April 2013. Being a Committee/group week, prior authorization from the Conference of Presidents is needed The delegation to India could possibly be moved to the turquoise week either in July or August 2013 following advice to be provided by the secretariat on whether this would be convenient. 9.10. Studies & Workshops Decisions : It was agreed that the proposal on "Trade promotion systems at the level of EU Member States and the EU itself" become an internal note. The ALDE group made proposals for two studies to be carried out in 2013, namely: (a) "Do we get a good deal? - EU free trade policy compared with other developed economies" (b) "Implementation and Enforcement of Human Rights Conditionalities in EU Trade Agreements: practices and the European Parliament's powers" To carry out studies in 2013 on the two topics proposed by ALDE, subject only to agreeing at a future date on which trade agreements be covered by the "Do we get a good deal" study. 9.11.     Europe's Resource Grab Vested interests at work in the European Parliament Corporate Europe Observatory, 27 June 2011 On 30 June, the European Parliament’s industry, energy and research committee (ITRE) is due to vote on the EU’s Raw Materials Initiative, establishing guidelines for Europe's future policy on natural resource use. The Parliament’s report could effectively give the green light to mining in protected European nature reserves as well as a resource grab in Asia, Africa, the Americas and the Arctic. The vote follows fierce calls from a number of MEPs with close links to industry for European big business to be allowed to exploit other countries’ raw materials without any restrictions – via trade, development and even military policies. MEPs have also tried to block strong language in the report on the need to stop corporate abuse in the extraction sector and to reduce Europe’s over- consumption of raw materials. Several of the MEPs pushing this aggressive agenda are from the European People’s Party (EPP) and have close links to industry sectors which have a vested interest in the raw materials debate (Bendt Bendtsen – Denmark; Herbert Reul and Daniel Caspary – Germany). Others such as Paul Rübig MEP (EPP, Austria) seem to have clear conflicts of interest1. Rübig profits from companies which depend heavily on the access to cheap raw materials. He also has close connections with industry lobby groups which have tried to shape the EU’s Raw Materials Initiative. Nonetheless, Rübig is one of the lead persons in the debate in Parliament and has set up a cross-party group of MEPs, the European Raw Materials Group, which will follow the issue, working closely with a parallel industry group.

Europäischen Parlament gewonnen CDU und CSU haben im Mai gemeinsam die Europawahl in Deutschland gewonnen. Mit 34 von insgesamt 96 deutschen Europaabgeordneten bilden wir trotz Einbußen die stärkste nationale Delegation im Europäischen Parlament. Die Kolleginnen und Kollegen haben mich erneut zum Vorsitzenden der CDU/CSU-Gruppe gewählt. Dr. Angelika Niebler von der CSU ist unsere neue Co-Vorsitzende. Herbert Reul MdEP: Das Vorschlagsrecht hatten und behielten die EU-Mitgliedstaaten. Ein formelles Recht abzulehnen hat Juncker nicht, aber er hat da schon Einfluss. Dass er z.B. die Anzahl Frauen von anfangs drei auf neun erhöht hat, ist seiner Beharrlichkeit ge- genüber den Mitgliedstaaten zu verdanken. ContraSalon: Parlamentspräsident Martin Schulz (SPD/S&D) hat früh gedroht: "Wenn Juncker zu wenige Frauen gewinnt und das Team unausgewogen ist, lassen wir (!) ihn durchfallen". Im Fall Slowenien hat Juncker die Kandidatin Bratusek ausdrücklich mit der Bemerkung hingenommen, die sei halt "sowohl Frau wie Liberale". Inzwischen steht eine Parlamentsmehrheit quer zu Bratusek. War dies unvermeidbar? Herbert Reul MdEP: Rückblickend kann man sagen, dass Frau Bratusek das schwächste Glied ihm möglichen Team war.

Opening of meeting chaired by the member provisionally holding the chair Mr Ehler points out that the main purpose of this meeting is to elect a new Chairman. Mr Ehler expresses his appreciation for the excellent co-operation among Members of this delegation in the past two years. Important developments have taken place in relations with both South Korea and North Korea and Members of this delegation have played an important role in strengthening relations with both. As regards the Republic of Korea, this delegation has been able to contribute in a very constructive manner to the deliberations in the relevant Committee on the EU-Korea FTA, and it has followed the negotiations on the revision of the EU-Korea Framework Agreement in a very active manner. It has also been a priority over the past two years to maintain channels of communication open with the DPRK, but this has not hindered the European Parliament and this delegation, in particular, to strongly condemn the various incidents that have taken place in inter-Korean relations. Last but not least, a number of initiatives were launched under the leadership of Mr Ehler to further strengthen relations with the Republic of Korea and provide added value to the strategic partnership between the EU and the Republic of Korea, such as the launch of the EU-Korea Leadership Forum, and preparations for an internship programme for Korean students and graduates at the European Parliament.
