EUROPEAN PARLIAMENT 2009 - 2014 Committee on International Trade INTA_PV(2012)1217_1 MINUTES Meeting of 17 December 2012, from 15.30 to 17.30, and 18 December 2012, from 9.00 to 12.30 and from 15.00 to 18.30 BRUSSELS The meeting opened at 15.35 on Monday 17 December 2012, with Robert Sturdy (Vice-Chair) presiding; from point 8 onwards, Vital Moreira (Chair) presiding. 1. Adoption of agenda Speakers: Robert Sturdy The agenda was adopted in the form as shown in these minutes. Following a request by Yannick Jadot, point 8a was to be discussed right after point 5. 2. Approval of minutes of meeting of: 26-27 November 2012 PV – PE500.663v01-00 Decision: The minutes were approved. 3. Chair’s announcements Speakers: Robert Sturdy, George Sabin Cutaş The meeting was webstreamed, apart from the "in camera" parts. A list of correspondence received was distributed. A summary of INTA participation to the 73rd EU/US Interparliamentary Meeting and Transatlantic Legislators' Dialogue Meeting (TLD) was presented. A drink to mark the end of the committee work this year was organised at 12.30. André Corrado, Administrator in the Secretariat, was thanked for his work since obliged to leave after three years as from 1st January due to staff mobility requirements. 4. Coordinators’ meeting Summary of decisions and recommendations: 9.1. Chair’s announcements - It was announced that the names of shadow-rapporteurs will as a rule appear on their respective Member's notice - unless the Member concerned informs the committee secretariat, preferably via his/her political group, and at anytime of the procedure, that he would object to the publication on his individual page on the EP Internet of this role as shadow-rapporteur in a particular file (an opt-out system). - Following the request by Mr. Caspary the Secretariat will send to the coordinators the updated table prepared by DG Presidency with the compared legislative workload of parliamentary committees, when available. - AFCO and Rule 81 - Informal meeting with the AFCO rapporteur Rafal Trzaskowski would take place in the new year - members to communicate their interest in attending. - AFCO and Rule 70 - update of INTA General principles regarding informal negotiations in ordinary legislative procedures following adoption of amendment to Rule 70 by Plenary on 20 November - The secretariat has updated INTA's internal guidelines in accordance with the new rules. However they won't be finalised until the common guidelines being worked on by the horizontal services are adopted. - Preparation of delegated acts/legislation: attendance of INTA experts at the meetings between the Commission and national experts - It was agreed that the secretariat will attend experts meetings preparing delegated acts, as observers, for a period of six months, and report to coordinators. The practice will be evaluated after this period. 9.2. Appointment of rapporteurs – decision on procedure REPORTS Decision: No action required. 9.3. Petition No. 0939/2012 by Nicolas Caton (Belgian), on the Canada-EU Trade Agreement (CETA) Decision: Not to take any follow up action and to send a response letter to PETI. 9.6. Monitoring groups Decision: No action required. 9.7. Own initiative reports Decision: Postpone the decision on one further INI reports, to January 2013. Delegations Decisions: It was agreed to cancel the delegation to China in 2013. The Delegation to the United States will take place from 8-12 April 2013. Being a Committee/group week, prior authorization from the Conference of Presidents is needed The delegation to India could possibly be moved to the turquoise week either in July or August 2013 following advice to be provided by the secretariat on whether this would be convenient. 9.10. Studies & Workshops Decisions : It was agreed that the proposal on "Trade promotion systems at the level of EU Member States and the EU itself" become an internal note. The ALDE group made proposals for two studies to be carried out in 2013, namely: (a) "Do we get a good deal? - EU free trade policy compared with other developed economies" (b) "Implementation and Enforcement of Human Rights Conditionalities in EU Trade Agreements: practices and the European Parliament's powers" To carry out studies in 2013 on the two topics proposed by ALDE, subject only to agreeing at a future date on which trade agreements be covered by the "Do we get a good deal" study. 9.11.
