Ballade celte A la découverte des musiques celtiques Novembre 2008 Qu’est ce que la musique celtique ? Celle des anciens pays celtes ? Beaucoup d’européens pourraient alors s’en réclamer, ce qui ne viendrait jamais à l’idée d’un autrichien par exemple. On peut ajouter au critère géographique le critère linguistique. La musique celtique correspondrait aux régions qui ont su garder vivante la langue de leurs lointains ancêtres : Bretagne, Irlande, Écosse, Pays de Galles. A ce stade on ne peut cependant que constater la grande diversité d’un pays à l’autre. Quel point commun existe-t-il, en effet, entre la prestation d’un pipe-band, un kan ha diskan de derrière les fagots ou un reel irlandais ? Il convient donc d’envisager résolument le pluriel quand on parle de musiques celtiques. Même si l’utilisation systématique de certains instruments, tel l’emblématique cornemuse, contribue à unifier le son, du moins à leur conférer un indéniable air de famille. Certains, comme Alan Stivell discernent quand même des éléments qui seraient techniquement inhérents à celles-ci : une préférence marquée pour la gamme pentatonique plutôt que diatonique, une certaine complexité de l’interprétation, un croisement de la mélodie, un « swing » celtique issu d’un mouvement constant entre rythme binaire et ternaire. Quelle que soit la manière dont on les définit, les musiques celtiques proposent un patrimoine d’une grande richesse et offrent l’exemple exceptionnel de traditions que les peuples ont su conserver et redécouvrir pour mieux les transmettre. Les musiciens et chanteurs ont fait preuve de beaucoup de créativité pour faire évoluer cet héritage, afin qu’il reste vivant et attractif. -

While there were over 1 million Breton speakers around 1950, only 194,500 remained in 2007. The annual decrease in Breton speakers by 8,300 cannot be compensated at present, leading to the crossing of the threshold of 100,000 Breton speakers in about a quarter of a century. The constitutional amendment in 2008, according, for the first time, an official status to regional languages in France, did not provide any real benefits either, except for a higher legitimacy for regional politicians and other actors of regional language movements to implement language- sensitive promotional measures. In this regard, the region of Brittany is a pioneer, as it has demonstrated a high commitment to the promotion of the Breton language since the mid-nineties. In this context, this paper investigates what possibilities exist for local- level authorities and other strategic actors in the field to encourage the social use of a regional language in all domains of life. First, the sociolinguistic situation in Brittany is outlined and evaluated using secondary data. Second, a qualitative study (in-depth interviews) was conducted to provide further insights into the interdependencies between the different actors in the field of the Breton language policy, and revealed options for policy instrument development by regional governments. -

I propose that native young adults children of the missing link generation disqualify the input of insecure L2 speakers of Standard and prefer the input of linguistically secure speakers in the making of their own generational variety. Given the socio-linguistics of Breton, this effect goes both against statistical and sociological models of acquisition because speakers disregard features of Standard Breton, which is the socially valorised variety accessible to them and valued by school and media. -

Its purpose is to celebrate the Welsh language, to raise awareness, show confidence in the language and to show the world that the language has support by all, whether you speak the language or not. Promoting Welsh: Bringing Welsh speakers, non-Welsh speakers and learners together. Promoting Welsh Organisations: An opportunity to strengthen Welsh language organisations and clubs by raising profile and money at events along the race’s journey. Connecting Wales with the Welsh language: The race will connect Welsh speaking areas and non-Welsh speaking areas, townsfolk and countryside, prosperous and non-prosperous, reflecting the variety of Welsh speakers. Raising Welsh language profile: This will attract attention in the Welsh media locally and nationally, and increasing the use of the language on the Internet. It is a positive way to show that the language has thousands of supporters. Raising communities’ profile: Bringing awareness towards communal societies and organisations and awareness of the strength of communities along the race. Health benefits: The race promotes well-being and fitness through the medium of Welsh and is a way to bring Welsh to other sports and athletic clubs taking part. Raising money: Profit raised is invested back into organisations that help promote the Welsh language.
