While there were over 1 million Breton speakers around 1950, only 194,500 remained in 2007. The annual decrease in Breton speakers by 8,300 cannot be compensated at present, leading to the crossing of the threshold of 100,000 Breton speakers in about a quarter of a century. The constitutional amendment in 2008, according, for the first time, an official status to regional languages in France, did not provide any real benefits either, except for a higher legitimacy for regional politicians and other actors of regional language movements to implement language- sensitive promotional measures. In this regard, the region of Brittany is a pioneer, as it has demonstrated a high commitment to the promotion of the Breton language since the mid-nineties. In this context, this paper investigates what possibilities exist for local- level authorities and other strategic actors in the field to encourage the social use of a regional language in all domains of life. First, the sociolinguistic situation in Brittany is outlined and evaluated using secondary data. Second, a qualitative study (in-depth interviews) was conducted to provide further insights into the interdependencies between the different actors in the field of the Breton language policy, and revealed options for policy instrument development by regional governments. -

I propose that native young adults children of the missing link generation disqualify the input of insecure L2 speakers of Standard and prefer the input of linguistically secure speakers in the making of their own generational variety. Given the socio-linguistics of Breton, this effect goes both against statistical and sociological models of acquisition because speakers disregard features of Standard Breton, which is the socially valorised variety accessible to them and valued by school and media. -

Abstract: I discuss the nativeness of heritage speakers of Breton in the twentieth century. I present a syntactic test designed for Breton that sets apart the natives and from late learners, for whom Breton is a second language. Nativeness is revealed by a better tolerance to syntactic overload when sufficient linguistic stress is applied. Both heritage speakers of inherited Breton and early bilinguals whose linguistic input comes exclusively from school answer this test alike, which I take as a sign they are cognitively natives. -

Brittany's history is not dissimilar to that of other regions whose linguistic heritage suffered under pressures to suppress regional languages as a result of emerging nationalist ideals. What is unique about Brittany, though, is that the region actually has two unrelated traditional languages (Breton and Gallo), which have developed a seemingly competitive relationship over limited resources for their preservation and promotion. This would suggest that despite centuries of coexistence, the region may no longer be able to sustain its two traditional languages. The traditional view of language variation analysis is based on different ways of saying the same thing. In addition, using the same word to mean different things may also be telling when looking at the weight of particular words in a given society. My study looks at both. Using survey and interview data, I focus on a set of nuanced terms and expressions referring to Breton culture (‘Bretonness’) and language(s) in Brittany to examine the interrelation between lexical variation, language choice and people’s sense of Breton identity. -

A Celtic view on minority language dynamics: support, transmission, education and target language varieties Noel P. Ó Murchadha (Trinity College Dublin, University of Dublin) Bettina Migge (University College Dublin) Introduction When we talk of the modern Celtic languages today we refer to the Insular1 Celtic varieties that have maintained (or indeed regained) a degree of their linguistic vitality and that are practised, to varying extents and in various forms, by users of the Breton, Cornish, Irish, Manx, Scottish Gaelic and Welsh languages. Further to their common linguistic derivation, the Celtic languages share a number of additional characteristics that lend themselves well to a common analytical framework (features that they indeed share with many other ‘small’ languages). Each of the languages has, for a long time, been functioning in a bilingual, if not multilingual, environment (e.g. Timm, 2013, 2010, on Breton; Ferdinand, 2013, George & Broderick, 2009, on Cornish; Doyle, 2015, Mac Giolla Chríost, 2005, on Irish; George & Broderick, 2009, on Manx; Ó Baoill, 2010, MacLeod, 2010 on Scottish Gaelic; Davies, 2014, on Welsh). Contact with major global languages has had a decisive and formative effect on the trajectories of the Celtic languages (c.f. chapters in Tristram, 2007). The reality of interaction with the French and English languages since the sixteenth century and especially in more recent centuries, has meant that the Celtic languages have been subject to historical processes of minoritisation and language shift (Fife, 2009; Price, 1992). Consequently, in global terms, each of the languages is reliant on a relatively small pool of speakers for their survival. Perhaps unsurprisingly for those familiar with the dynamics of minority languages, then, language maintenance, revitalisation and revival projects have been among of the hallmarks of the Celtic‐ language experience for some time. -

The analogy between such gaps and borders, be they those of countries or of other geopolitical entities, immediately springs to mind, albeit implicitly or subconsciously. The analogy with “the borders of languages and cultures” (Pym, “Globalization” 746) is even more self-evident, since translation is considered to occur between languages and cultures rather than between geopolitical entities. In this article, borders will be understood as both a social construct that defines how people identify with different social positions—involving individuals as well as groups—and the political outcome of such a construct, structuring human society into countries, regions and other entities. Translation is not, however, generally thought of as a means of strengthening or, at least, highlighting such borders. Translation scholars are aware of this role, as Sherry Simon shows: “as a process of hybridization, a bringing together of two previously separated things, translation constantly plays with borders, threatening or confirming them” (139), but translation users are generally oblivious of this dual function. The aim of the present article is to use the example of translations2 involving the Breton language in order to show that translation may favour negotiation, then, by both helping negotiators to understand each other and having them recognize the social border that makes them different. I shall first of all explain my understanding of borders and negotiation. Secondly, the case of translation from and into Breton will be examined in detail.
