PBNICG/4 – IP/19 Agenda Item 6 (a) 14/03/17 International civil aviation organization THE FOURTH MEETING OF PERFORMANCE BASED NAVIGATION IMPLEMENTATION COORDINATION GROUP (PBNICG/4) Bangkok, Thailand, 14-16 March 2017 Agenda Item 6: States’ PBN Implementation Progress a) PBN implementation plans: updates by States/Administrations THE NEW INDONESIA PBN IMPLEMENTATION PLAN (2017-2022) (Presented by Indonesia) SUMMARY This Information Paper presents information on the latest progress of PBN Implementation plan in Indonesia and the New Indonesia PBN Implementation Plan. 1. Introduction 1.1 In year 2011 DGCA Indonesia have submit State PBN Implementation Plan to ICAO APAC Office. This PBN implementation plan is for year 2010 – 2016 time periods. 1.2 By the year 2016 the number of Indonesia’s airports that already implement fully/partly PBN flight procedures are as follows: - International Airport : 21 airports from total 25 airports. - Domestic Airport : 11 airports from total 65 airports. - Remote Airport : 24 airports from total 516 airports. 1.3 To support PBN Implementation, DGCA Indonesia together with Airnav Indonesia has conducted training for Air Traffic Controllers (ATCO) in year 2016 with 750 ATCO participants from 20 International and some Domestic airport. New Indonesia Implementation Plan (2017 – 2022) 2.1. For continuation of PBN implementation in the future, Indonesia has made New Indonesia PBN Implementation Plan for year 2017 – 2022 time periods. This new plan accommodate the ICAO mandate to prioritize the international airports for flight connection between the States and also accommodate the President of Indonesia mandate to prioritize remote airports for flight connection between the islands and remote areas inaccessible by road. For 2017 PBN flight procedure project, DGCA Indonesia and Airnav Indonesia already put in schedule the development of PBN flight procedures as follow: 6 (six) PBN SID/STAR: Balikpapan International Airport. Medan – Kualanamu International Airport. Biak – Frans Kaesiepo International Airport. Palembang – SMB II International Airport. Padang – Minangkabau International Airport. Sentani – Jayapura International Airport. 6 (six) PBN Approach: Lhokseumawe – Malikus Saleh Airport. Gunung Sitoli – Binaka Airport. Mamuju – Tampa Padang Airport. Bau-Bau – Betoambari Airport. Maumere – Frans Xavier Seda Airport. Langgur – Karel Sadsuitubun Airport. 3 (three) PBN En-route: - Jakarta – Medan (via Palembang). - Jakarta – Denpasar Bali (via Surabaya). 2 PBNICG/4 – IP/19 Agenda Item 6 (a) 14/03/17 - Jakarta – Makassar. 2.3. Considering this new Indonesia PBN Implementation Plan, DGCA Indonesia, Airnav Indonesia, airlines and other stakeholders will be in close coordination to achieve PBN implementation target in Indonesia. 3. Supporting Cooperation 3.1. In 2016 Indonesia have got assistance from Asia Pacific Economic Cooperation (APEC) through the Transportation Working Group (TPTWG) program with aim to assist developing APEC member economies to meet ICAO requirements for National PBN Implementation plan. The output of the assistance program conducted by Ambidji Group is list of suggestions and recommendations for PBN implementation in Indonesia to follow up by stakeholders in 2017. 3.2. For 2017, DGCA Indonesia and Airnav Indonesia have cooperation with ATR company and NavBlue Inc. to develop PBN procedure in 3 (three) remote airports and also cooperation with Boeing company to enhance safety in eastern part of Indonesia with using PBN flight procedure as one of the solution to try. 4.
