Het werd financieel mogelijk gemaakt door steun van de Afdeling Politicologie en Bestuurswetenschappen van de Neder­ landse organisatie voor Wetenschappelijk Onderzoek (NWO), die wij daarvoor zeer erkentelijk zijn. Voor de laatste fase van het onderzoek konden we bovendien een beroep doen op de Stichting Komma. De uitvoering van het onderzoek geschiedde door de Vakgroep Sociologie en het Documentatiecentrum Nederlandse Politieke Partijen van de Rijksuniversiteit Groningen. Aanvankelijk waren hierbij niet alleen de drie auteurs maar ook dr. Jelle van der Knoop betrokken. Wegens verandering van werkkring zag hij zich helaas genoodzaakt zijn deelname aan dit project te staken. De auteurs willen hier graag nog eens hun waardering uiten voor zijn bijdrage en zijn inzet. Niet de omgeving waar je de geboorte van een partij als GroenLinks zou ver­ wachten. Een rommelige oude schouwburg in de provincie zou meer voor de hand liggen; daar vonden doorgaans de congressen van haar voorgangers plaats. Maar misschien wilden de oprichters nu juist breken met die traditie en benadrukken dat de nieuwe formatie een grote en serieuze partij zou worden, geschikt om aan de Haagse macht deel te nemen. Hoe dan ook, op 24 november 1990 werd Groen­ Links officieel opgericht in het Haagse Congresgebouw. 1 De fundamenten waren echter al in mei 1989 gelegd, toen vertegenwoordigers van CPN, PPR en PSP overeenstemming bereikten over een gezamenlijke lijst bij de Tweede-Kamerverkiezingen die in september van dat jaar plaats zouden vinden, waarbij zich wat later de EVP aan zou sluiten. Dat woordje 'al' kunnen we bij nader inzien beter vervangen door 'eindelijk': al jaren hadden leden en sympathisanten van deze drie partijen aangedrongen op nauwere samenwerking in een 'regenboog' -coalitie, waarbij de kleur groen een belangrijke plaats zou moeten innemen. In 1984 hadden de partijen voor de Europese verkiezingen een Groen Progressief Akkoord gesloten dat twee zetels behaalde, maar niet de op­ maat vormde tot verdere samenwerking. In de aanloop naar die verkiezingen was overigens ook een onafhankelijke groene partij opgericht, aanvankelijk 'Europese Groenen' gedoopt, die echter geen zetel won. Aan de Tweede-Kamerverkiezingen van 1986 nam deze groepering deel onder de naam 'Federatieve Groenen', evenmin met succes. In 1989 deden De Groenen opnieuw mee - nu zonder voorvoegsel 'Federatieve' - en weer zonder succes. GroenLinks daarentegen behaalde toen zes zetels. Daarmee verscheen eindelijk een partij in het Nederland­ se parlement die zichzelf 'groen' noemde - al was dat misschien mede uit opportunistische overwegingen, zoals haar groene rivaal buiten de Tweede Kamer verbitterd opmerkte. Waarom pas in 1989? Naast electorale tegenslagen speelde ook een rol dat de ideologische verschiIIen langzamerhand waren vervaagd. Anders geformuleerd: communisten, pacifistisch-socialisten, evangelisch- en christen-radicalen hadden hun politieke iIIusies verloren, waarmee de belangrijkste obstakels voor een succesvolle fusie waren verdwenen. Nederland liep bepaald niet voorop in de vergroening van zijn partij stelsel, ook al kregen milieukwesties relatief vroeg veel aandacht in de politieke discussie.     Professionalization of Green parties? Analyzing and explaining changes in the external political approach of the Dutch political party GroenLinks Lotte Melenhorst (0712019) Supervisor: Dr. A. S. Zaslove 5 September 2012 Abstract There is a relatively small body of research regarding the ideological and organizational changes of Green parties. What has been lacking so far is an analysis of the way Green parties present them- selves to the outside world, which is especially interesting because it can be expected to strongly influence the image of these parties. The project shows that the Dutch Green party ‘GroenLinks’ has become more professional regarding their ‘external political approach’ – regarding ideological, or- ganizational as well as strategic presentation – during their 20 years of existence. This research pro- ject challenges the core idea of the so-called ‘threshold-approach’, that major organizational changes appear when a party is getting into government. What turns out to be at least as interesting is the ‘anticipatory’ adaptations parties go through once they have formulated government participation as an important party goal. Until now, scholars have felt that Green parties are transforming, but they have not been able to point at the core of the changes that have taken place. Organizational and ideological changes have been investigated separately, whereas in the case of Green parties organi- zation and ideology are closely interrelated. In this thesis it is argued that the external political ap- proach of GroenLinks, which used to be a typical New Left Green party but that lacks governmental experience, has become more professional, due to initiatives of various within-party actors who of- ten responded to developments outside the party.
