Abstract Incidents in the road transport system can have large negative consequences for the society and the business community. The basic aim of vulnerability analysis is to identify scenarios that i) would lead to severe consequences, and ii) have some likelihood of being realized in the future. The Thesis proposes two main approaches to vulnerability analysis. The first significant component of the analysis is to identify important links in the road net- work, i.e., links where a disruption would lead to severe consequences. The second component is to identify exposed users, i.e., users for which the consequences of a disruption would be particularly severe. Paper I introduces the concepts of importance and exposure and how they can be operationalized in terms of increased travel time when road links are closed. -

It is a forum in which Ministers responsible for transport, and more speci®cally the inland transport sector, can co-operate on policy. Within this forum, Ministers can openly discuss current problems and agree upon joint approaches aimed at improving the utilisation and at ensuring the rational development of European transport systems of international importance. At present, the ECMT's role primarily consists of: ± helping to create an integrated transport system throughout the enlarged Europe that is economically and technically ef®cient, meets the highest possible safety and environmental standards and takes full account of the social dimension; ± helping also to build a bridge between the European Union and the rest of the continent at a political level. DEVELOPING SUSTAINABLE CITIES IN SWEDEN ABOUT THE BOOKLET This booklet has been developed within the Sida-funded ITP-programme: »Towards Sustainable Development and Local Democracy through the SymbioCity Approach« through the Swedish Association of Local Authorities and Regions (SALAR ), SKL International and the Swedish International Centre for Democracy (ICLD ). The purpose of the booklet is to introduce the reader to Sweden and Swedish experiences in the field of sustainable urban development, with special emphasis on regional and local government levels. Starting with a brief historical exposition of the development of the Swedish welfare state and introducing democracy and national government in Sweden of today, the main focus of the booklet is on sustainable planning from a local governance perspective. Swedish parish registers digitized by the Demographic Data Base (DDB), Umeå University, enable this study to investigate a 19th-century population of more than 35,000 including a group long hidden in research and society because of disability. First, rates and regressions demonstrate that disability impeded the migration of both men and women albeit with variations by disability type and over time. During industrialisation the overall migration risk was increasing, but not in case of disability. Second, spatial analysis shows that disability limited the distance migrants crossed, especially in the pre-industrial period and among women. During industrial time, migrants’ distance and destinations became less determined by disability. We address healthy migrant perspectives and lock-in mechanisms to discuss the disability differences in migration. I korthet definieras en tätort som sammanhängande bebyggelse med högst 200 meter mellan husen och minst 200 invånare. Under perioden 2000 till 2005 har 50 nya tätorter tillkommit. Samti- digt har 46 orter upphört som tätorter, därav har 4 tätorter har vuxit samman med annan tätort och 3 tätorter har numera alltför hög andel fritidshusbebyggel- se för att räknas som tätort. 84 procent av Sveriges befolkning bor på 1,3 procent av landarealen År 2005 bodde 7 632 000 personer i tätort vilket motsvarar 84 procent av hela befolkningen. Tätorterna upptar 1,3 procent av Sveriges landareal. Befolknings- tätheten, mätt som antal invånare per km2 uppgick för tätorter år 2005 i genom- snitt till 1 444 invånare per km. Tätortsbefolkningen bor tätast i Stockholms län med 2 554 invånare per km2 och i Skåne med 1 764 invånare per km2. Befolkningen i tätorter har ökat med 167 000 perso- ner mellan 2000-2005 Mellan 2000 och 2005 har antalet personer som bor i tätorter ökat med 167 000. Det är framför allt tätorter i Storstadskommuner, Förortskommuner, Större stä- der och Pendlingskommuner som ökat i befolkning. Tätorter som ligger i Gles- bygdskommuner och Varuproducerande kommuner har haft minskad befolk- ning. 16 procent av befolkningen bor utanför tätort År 2005 bodde totalt 1 416 000 personer eller 16 procent utanför tätort vilket är en minskning med 2 400 personer jämfört med 2000. De regionala skillnaderna är stora. -

RESVANOR I SUNDSVALL Resultat från resvaneundersökning 2016 RESVANEUNDERSÖKNING 2016 1 ± Liden Indal Kovland Omland Sundsbruk Stöde Tätortsområde Sundsvall Nedansjö Matfors Kvissleby Lucksta Njurundabommen 2 RESVANEUNDERSÖKNING 2016 Hur reser Sundsvallsborna? Hösten 2016 genomfördes en resvaneundersökning i Sundsvalls kommun för att ta reda på Sundsvallsbornas resvanor. En liknande undersökning gjordes senast 2009. Undersökningen genomfördes som en enkätundersökning och skickades till 10 000 slumpvis utvalda personer i åldern 15-84 år. Varje person fick en specifik dag där de skulle redogöra för sina förflyttningar och resor under just den dagen. Totalt svarade drygt 4 000 Sundsvallsbor på enkäten. Kommunen har i undersökningen delats in i 26 områden fördelade på tätort och omland, se kartan här bredvid. RESVANEUNDERSÖKNING 2016 3 Majoriteten har tillgång till bil... RESULTATET En klar majoritet av de svarande (83 procent) uppgav att de oftast kan använda bil när de AV RESVANE- behöver det. Nästan 90 procent av hushållen har tillgång till en eller flera bilar. ENKÄTEN : ..och de flesta reser med bil 71 procent av resorna inom kommunen görs med bil och bilen är således det vanligaste transportsättet för Sundsvallsborna. Näst vanligast är att resa till fots (elva procent), följt av buss och cykel (båda sju procent). Jämfört med 2009 års undersökning har antalet resor med cykel ökat med hela sex procentenheter medan resor med bil har minskat med två procent. Även för kortare resor än fem kilometer i tätortsområdet utgörs drygt hälften, 54 procent, av resorna med bil. Det näst vanligaste alternativet är att resa till fots (22 procent) följt av cykel (15 procent). Totalt sett visar detta på att även för de allra kortaste resorna i de centrala delarna av Sundsvall görs de i hög utsträckning med bil.
