The theme of the conference was “March 31 is a genocide day of Azerbaijani people” On the 31st of March, a scientifically-practical conference with the theme “March 31 is a genocide day of Azerbaijani people” hold by Azerbaijan State Pedagogical University took place at the lecture hall of the school named after Haydar Aliyev. The conference was organized by New Azerbaijan Party’s Sabail district organization together with Azerbaijan State Pedagogical University. The members of the National Parliament, Law enforcement agencies of the district, enlighteners, the youth, elderly people, veterans and community representatives, scientists, educators and religious leaders, representatives of Sabail district NAP, teachers and students of Pedagogical University took part in this conference. The head of Executive Power of the Sabail District Eldar Azizov mentioned that Azerbaijani people several times underwent genocide during the 20th century. For many years Armenian aggressors lived with a fancy to own historical Azerbaijan territory and to form “Great Armenia”, annihilate the peaceful native population only for their national belonging to Baku, Shamakhi, Guba region, Karabakh, Zengezur, Nakhchivan, Lankaran and other regions of Azerbaijan, destroyed national architectural monuments, schools, hospitals, mosques and other monuments in 1918.Armenians began direct military aggression against Azerbaijan taking an opportunity of quicken rapid fall of USSR in 80th years of last century for consolidation of Daglig Karabakh territory. The next genocide against Azerbaijani people happened in Khojaly in February in 1992, 20% of our territory was occupied. The truth which had been kept confidential for many years was revealed after Azerbaijan gained independence, events got their real estimates. The 31st of March was declared as the day of Genocide of Azerbaijanis with the decree signed by our great leader Haydar Aliyev. So in Azerbaijan history, a new strategy was identified regarding Armenian problem. It was also the real historical state- evaluation made by Haydar Aliyev regarding the suffering of Azerbaijan people for centuries. 5 The president of Azerbaijan Republic Mr.Ilham Aliyev who maintains and follows our great leader’s ideas and actions became popular as a new kind of leader and pursuing the policy of independence. He demonstrates a principle and decisive position in the direction of protecting our state’s interests, restoration of territorial integrity. Thanks to the tireless work of our president Azerbaijan develops and gets stronger and takes an honorable place among leading countries, periodic decisions are taken in the direction of solving the Karabakh problem, the economic power of the country increases and political influence has become stronger. But on the contrary in the background of our success, Armenia become even weaker. Eldar Azizov emphasized that Mr.Prezident’s policy is the only right and successful which has no alternatives and our people unanimously support this policy. Then the next speaker the chairman of the Sabail district NAP’s organization, a deputy of the National Assembly of Azerbaijan Shamsaddin Hajiyev and Yusif Mammadov the rector of Azerbaijan State Pedagogical University spoke about the events of 1918, the facts of the aggression of the Armenians against the Azerbaijani people in following years, works which have been done and will be done to inform the international community about these facts. Rector Y.Mammadov emphasized that deep and comprehensive study of the 6 problem of genocide -the most serious crimes against humanity is very important. Scientific investigation of each tragedy and full delivery of historical facts to the world community may have a decisive effect on political and legal appraising of the situation, to punish sinners and to avoid situations like these in the future.The professor of ASPU Mais Emrahov, senior lecturer Elmira Mammadova, Firudin Jumshudov, head teacher Elman Mirzeyev, Eldar Hajiyev, teacher Taleh Jafarov, Nebi Asadov, Deyanet Musayev, Xalida Ibrahimova who works on doctor's degree at university, Gunel Bayramli a master degree student, students Sakine Rzali, Aybeniz Bedelova, Tahir Jabbarli had their speech about genocide facts which Azerbaijanis were exposed in different periods of 20th century, Armenians plans of occupation of Azerbaijan territory, genocide of Khojali and results of existing Armenian-Azerbaijan-Karabakh conflict.In the end, the declaration was accepted on behalf of participants of the scientifically- practical conference. 7 Introduction of the head of Executive Power of the Sabail District Eldar Azizov Honourable participants of the conference! The next stage of Armenia's territorial claims against Azerbaijan started in 1988 and resulted in bloody aggression. From the first days, it was accompanied by a disinformation stream. “The reconstruction” of Gorbachev lead to the collapse of the USSR which generated confusion in Soviet society, Armenian nationalists were put into operation uncertainty and instability. The crafty propaganda machine launched in eruption of lying and slandering day and night, only through the means of the devil's mind Armenians were presented to the world community as “oppressed and martyr” nation from the pages of influential and reputable newspapers and magazines, from TV and radio, indisputable historical facts snoozing in archives, ideologically supported Armenian occupation policy and traditional Armenian cruelty “without breaking the dream” of very important documents. Maintaining these predecessors' falsification of history as a tradition a new generation of Armenian nationalist’s scientific activity and slander claims surprised not only those who are closely acquainted with them but also the history itself. At the beginning of the 19th century, according, to Tsarist Russia’s imperial policy followed for 8 many years in the South Caucasus, Armenians who were the members of the society of evil and sedition moved and placed to the ancient

REPUBLIC OF AZERBAIJAN EARLY PARLIAMENTARY ELECTIONS FEBRUARY 9, 2020 II INTERIM REPORT (January 17, 2020 - February 07, 2020) BAKU FEBRUARY 8, 2020 1 I. SUMMARY At this stage, IDI prepared a report by conducting monitoring on the pre-election environment, the election preparation process, the nomination and registration process, the activities of the election administration, preparation for the campaign, the status of complaints and appeals. No progress has been made in the pre-election campaign to ensure political freedoms, in particular, freedom of speech and press and freedom of assembly, and those who are considered as political prisoners were not released. During the reporting period, the Central Election Commission (CEC) continued its preparations for the forthcoming elections and technically carried out its activities according to the law and during the legal period. However, it could not ensure equal conditions for candidates during the pre-election campaign. The update of voter lists was finished on January 15 with 5,238,000 people in 125 constituencies. 25,098 voters were added to the list. The figure released by the CEC is still drastically different from the figure released by the State Statistics Committee. According to IDI observations, voter lists were not placed at precincts in some election constituencies or it is impossible to see those lists due to the areas they were placed. Furthermore, some polling stations were closed during working hours. 313 people withdrew their nominations within a very short time. Observations show that mass and immediate withdrawal of candidates creates doubt that the process will be carried out by instruction.

Te Institute’s main task was ideological development of young people and propagating the ideas of the Promethean movement. Te Orientalist Youth Club (established by Włodzimierz Bączkowski and Władysław Pelc) played a signifcant part in the activation of young people, especially university students. Lectures and publishing activity were conducted. One of the practical tasks of the Institute was to prepare its students for the governmental and diplomatic service in the East. Te School of Eastern Studies operating as part of the Institute was regarded as the institution to provide a comprehensive training for specialists in Eastern issues and languages. "We have letters from village residents and 98 per cent are opposed to registering Christian names," local registration official Aybeniz Kalashova told Forum 18. Mehman Soltanov of the Justice Ministry asked Forum 18 "why did they choose a religious name?" and then speculated that it was not Luka's parents who chose his name but "some religious sect". Luka's father, Novruz Eyazov, insists that children are from God and told Forum 18 that "We went many times to ask what basis they had to interfere in our family life. They indicated there was pressure on them from on high. When they told me to choose the name of a famous Azerbaijani poet or writer instead," he told Forum 18, "I responded that Luke, as one of the Gospel-writers, will still be famous when all the poets and writers are long forgotten." This is the latest of case of official refusal to register Christian names. Without birth certificates, people cannot go to kindergarten or to school, get treatment in a hospital or travel abroad.

    “The West” in the Eyes of the Iranian Intellectuals of the Interwar Years (1919–1939) Mehrzad Boroujerdi n 1929, after a lecture by Arnold Toynbee (from the notes of Denison Ross, the fi rst director of the School of Oriental and African Studies) on the subject of the modern- ization of the Middle East, a commentator said, Persia has not been modernized and has not in reality been Westernized. Look at the map: there is Persia right up against Russia. For the past hundred years, living cheek by jowl with Russia, Persia has maintained her complete independence of Russian thought. Although sixty to seventy percent of her trade for the past hundred years has been with Russia, Persia remains aloof in spirit and in practice. For the past ten years, Persia has been living alongside the Union of Socialist Soviet Republics, and has remained free from any impregnation by their basic ideas. Her freedom is due to her cultural independence. For the safety of Persia it is essential, if she is to continue to develop on her own lines, that she should not attempt modernization, and I do not think that the attempt is being made. It is true that the Persians have adopted motor-cars and in small way railways. But let us remember that the Persians have always been in the forefront in anything of that sort. The fi rst Eastern nation to enter the Postal Union and to adopt a system of telegraphs was Persia, which country was also among the fi rst of the Eastern nations to join the League of Nations and to become an active member.
