Inledning Den 22.9.1944, alltså några veckor efter vapenstilleståndsavtalet mellan Finland och Sovjetunionen, som trädde ikraft den 4.9.1944, anlände tre finländska fartyg till Härnösand och ett till Gävle hamn i Sverige. Fartygen var lastade med personal från den finska militära underrättelsetjänsten och medföljande teknisk material samt arkiv med värdefulla chiffer och koder. Signals intelligence is the art of extracting information (intelligence) from electronic signals. Signals intelligence has existed since the mid 19th century with the advent of telegraphic communications, and from the beginning of the 20th century concerning radio. The first step in signals intelligence is intercepting the interesting signals, usually in radio or cable transmissions. When the signal is col- lected, it often has to be processed to extract information, for example by translation, codebreaking or traffic analysis. Traffic analysis is the art of deducing information via patterns in communication or geographic locations of transmitters. In this way important information can be gleaned even if the content of the transmis- sion is not known. Encryption is when the content of a message is hidden, either by replacing words by codes, or by enciphering, where each character is changed according to a mathematical formula. Encryption was initially done manually with the aid of tables and codebooks. From the 1920s, electro-mechanical encryption machines were developed, the most well known of which is the German Enigma machine. -

In addition to its 1000-year history, the city is the place where the Second World War broke out as well as the birthplace of Solidarność, the Solidarity movement, which led to the fall of Communism in Central and Eastern Europe. The European Solidarity Centre www.ecs.gda.pl The European Solidarity Centre is a multifunctional institution combining scientific, cultural and educational activities with a modern museum and archive, which documents freedom movements in the modern history of Poland and Europe. The Centre was established in Gdańsk on November 8th 2007. Its new building was opened in 2014 on the anniversary of the August Accords signed in Gdańsk between the worker’s union “Solidarność” and communist authorities in 1980. The Centre is meant to be an agora, a space for people and ideas that build and develop a civic society, a meeting place for people who hold the world’s future dear. The mission of the Centre is to commemorate, maintain and popularise the heritage and message of the Solidarity movement and the anti-communist democratic op- position in Poland and throughout the world. -

Den svenska ståndpunkten blev att ingen flykting skulle tvingas att återvända mot sin vilja.
