Nota dos editores A revista Aurora completa 10 anos de atividades e atinge a marca de 30 números dedicados à reflexão e crítica sobre a arte e a mídia na relação com a política e a sociedade. Além, em 2017 o Núcleo de Estudos em Arte, Mídia e Política (NEAMP) do Departamento de Estudos Pós-Graduados em Ciências Sociais da Pontifícia Universidade Católica de São Paulo (PUC-SP) - grupo criador da Aurora - completou 20 anos de existência. 4 Assim, o texto de abertura dessa edição, escrito por Vera e Miguel Chaia, é uma nota comemorativa - do Núcleo e seu principal veículo -, registrando o percurso que agrupou e agrupa quatro dezenas de pesquisadoras e pesquisadores, entre estudantes e professores das ciências humanas e sociais. O número também organiza um dossiê pautado no centenário da Revolução Russa de 1917. A seção especial é composta por cinco artigos que relacionam a história desse importante acontecimento histórico e político com a literatura e as artes visuais. Vale ressaltar que em três desses textos é o papel da mulher no processo revolucionário que move as reflexões. Vale, pois, a leitura de um tema longínquo e deveras atual pelo enfoque aqui obtido. A seção destinada à artigos abre com uma reflexão sobre produção e consumo de quadrinhos na contemporaneidade seguida de um texto voltado ao conceito de revolução como crítica ao liberalismo. A seguir, no conjunto de 3 artigos publicados em inglês e português, são apresentados os resultados do projeto de cooperação internacional intitulado Development of shared methodologies for the analyses of networked political practices, financiado pela FAPESP e desenvolvido ao longo de 2 anos por pesquisadores da Aurora: revista de arte, mídia e política, São Paulo, v.10, n.30, p. 4-5, out.2017-jan.2018 QUT (Queesland Universit of Technology) da Austrália e pelos pesquisadores do NEAMP da PUC/SP. Os textos apresentam métodos do campo da comunicação política, bem como analisam a utilização de dispositivos digitais e virtuais na articulação de redes sociais com o objetivo de dinamizar e descentralizar o debate político, de ampliar as possibilidades de organização das ações coletivas e de processos de resistência, incorporando os sujeitos aos debates sobre as questões sociais e políticas. Os artigos dessa seção propiciam uma reflexão sobre como as redes sociais potencializam determinadas questões do campo social e podem catalisar sentimento de protesto ou de indignação em algumas convocatórias, demonstrando uma capacidade que há muito os partidos políticos e movimentos sociais tradicionais vêm perdendo. A edição traz ainda uma resenha sobre o Ensaio sobre o trágico de Peter Szondi, bem como uma seção com fotos realizadas em Havana por Paulo Iannone. Desejamos a todas e todos uma excelente leitura! 5 Os editores Aurora: revista de arte, mídia e política, São Paulo, v.10, n.30, p. 4-5, out.2017-jan.2018 20 anos de NEAMP, 10 anos de AURORA! O Núcleo de Estudos em Arte, Mídia e Política (NEAMP) da PUC-SP foi criado em 1997 visando atender os interesses acadêmicos por estudos e pesquisas, sob uma perspectiva política, nas áreas da arte e da mídia. Na década em questão, dois grandes fenômenos já se encontravam definidos e interferindo fortemente não apenas na vida cotidiana, mas de forma estrutural afetando a esfera da prática política e do pensamento teórico da Ciência Política. Assim, a origem do NEAMP está relacionada a um primeiro fenômeno, qual seja a crescente estetização da política e da economia. Com a experiência 6 dos regimes totalitários na Europa a partir da década de vinte do século passado descobriu-se o potencial da estética para fazer avançar o processo político em direção às transformações sociais e econômicas, perseguidas por regimes como o fascismo, o nazismo e o comunismo. Neste sentido, a arte e seus desdobramentos recuperam na sociedade de massa o seu potencial transformador já indicado pelos gregos clássicos. Por sua vez, nos anos 60 verifica-se o deslocamento do poder estético do Estado para as mobilizações da sociedade, como, por exemplo, o movimento situacionista que influencia as mobilizações de maio de 1968. Desta forma, a arte passa a ser requisitada ou instrumentalizada tanto pelos poderes institucionais e regimes políticos quanto pelas mobilizações e levantes que desejam a radical transformação social. Assim, a política deixa explícito que está permanentemente em busca de uma estética. O NEAMP traz em seu fundamento este primeiro aspecto da continuidade da importância das diferentes relações entre arte e política, mas que a partir das experiências do nazismo e da formação da União Soviética tornam-se potentes, a ponto da questão arte-política ser apropriada também pelos movimentos sociais de recusa do sistema, a partir dos anos 60. O Núcleo passa a pesquisar literatura, Aurora: revista de arte, mídia e política, São Paulo, v.10, n.30, p. 6-8, out.2017-jan.2018 teatro, artes plásticas, tanto enquanto realidade em si mesma quanto no conjunto das relações sociais. Também entra na área de interesse de pesquisa o poder da estética e o funcionamento das campanhas políticas, do marketing e, inclusive, do comportamento político. O segundo fenômeno que influenciou a criação do NEAMP diz respeito aos impactos dos saltos tecnológicos sobre a prática política. De várias maneiras estes dois acontecimentos se aproximam e juntos imprimem novas feições e novas dinâmicas ao fazer político. Em comum, a discussão a viabilidade da democracia numa sociedade de massa remete ao debate das possibilidades e dos limites da política numa situação da indústria cultural e das revoluções tecnológicas.

    BRIEFING Brazil ahead of the 2018 elections SUMMARY On 7 October 2018, about 147 million Brazilians will go to the polls to choose a new president, new governors and new members of the bicameral National Congress and state legislatures. If, as expected, none of the presidential candidates gains over 50 % of votes, a run-off between the two best-performing presidential candidates is scheduled to take place on 28 October 2018. Brazil's severe and protracted political, economic, social and public-security crisis has created a complex and polarised political climate that makes the election outcome highly unpredictable. Pollsters show that voters have lost faith in a discredited political elite and that only anti- establishment outsiders not embroiled in large-scale corruption scandals and entrenched clientelism would truly match voters' preferences. However, there is a huge gap between voters' strong demand for a radical political renewal based on new faces, and the dramatic shortage of political newcomers among the candidates. Voters' disillusionment with conventional politics and political institutions has fuelled nostalgic preferences and is likely to prompt part of the electorate to shift away from centrist candidates associated with policy continuity to candidates at the opposite sides of the party spectrum. Many less well-off voters would have welcomed a return to office of former left-wing President Luiz Inácio Lula da Silva (2003-2010), who due to a then booming economy, could run social programmes that lifted millions out of extreme poverty and who, barred by Brazil's judiciary from running in 2018, has tried to transfer his high popularity to his much less-known replacement.

    The 2014 Elections and the Brazilian Party System* Carlos Ranulfo Melo Universidade Federal de Minas Gerais, Brazil The Brazilian party system presents a paradox. Although the Workers Party (PT) and the Brazilian Social Democratic Party (PSDB) have controlled presidential elections for the last 20 years, their force at the other levels of electoral competition has not grown. The objective of this study is to undertake a discussion of this situation through the 2014 general elections. After attempting to explain why successive challengers have not been able to change the structure of competition for the Brazilian presidency, I will analyze the relation established between the pattern observed at this level and the other “connected” electoral disputes—both those for state executive and federal legislative office. The general conclusion is that even if the pattern continues, it is quite improbable that this will significantly impact the other levels of national political party competition.     POLICY MONITOR August 26 – 30 , 2013 The Week in Review ON THE ECONOMIC FRONT GDP: The Brazilian Statistics Agency (IBGE) announced that GDP growth for the second quarter totaled 1.5%. This year, GDP grew by 2.1%. Interest Rate: The Monetary Policy Committee (COPOM) of the Central Bank unanimously decided to raise interest rates by 0.5% to 9%--the fourth increase in a row. The Committee will hold two more meetings this year. Market analysts expect interest rates to rise by at least one more point to 10%. Strikes: Numerous groups of workers are under negotiations with the government for salary adjustments. Among those are regulatory agencies, national transportation department (DNIT), and livestock inspectors. DNIT workers have been on strike since June and livestock inspectors begun their strike on Thursday. On Friday, union workers will hold demonstrations throughout the country. Tourism: A study conducted by the Ministry of Tourism showed that the greatest cause of discontent for tourists coming to Brazil was high prices. The second most important reason was telecommunication services. Airport infrastructure, safety, and public transportation did not bother tourists as much and were ranked below both issues. Credit Protection: The Agency for Credit Protection Services (SPC Brasil) announced that the largest defaulting groups are in the middle class (Brazilian Class C). Forty-seven percent of all defaults are within Class C, 34% in Class B, and 13% in Class D. Forty-six percent of respondents claim to have been added to the list of default due to credit card payment delays and 40% due to bank loans.

Although it has been the most signifi- cant event, Dilma Rousseff’s impeachment did little to “stop the bleeding,” as was shown by the subsequent arrest of the former president of the Chamber of Depu- ties, Eduardo Cunha (PMDB), and the unfolding of Operation Car Wash (Lava Jato). Besides the economic problems, the Brazilian political system also faced a serious crisis of legitimacy: the main parties were put in check, and a period of uncertainty regarding electoral and partisan competition opened up. In this article, we will re- view the sequence of the events, exploring some of the factors that explain it, and, aware of the fact that we are in the middle of process with an undefined outcome, we would like to take advantage of the opportunity to resume the debate on the performance of Brazilian democracy as well its perspectives.     URBAN SUSTAINABILITY INNOVATIVE SPACES, VULNERABILITIES AND OPPORTUNITIES Ricardo García Mira Adina Dumitru Editors The new challenges of our economic, social and ecologic global context require solutions that go beyond “business as usual” strategies. While Europe and North America have gone through a deep economic crisis, which has affected all aspects of life –especially housing and working conditions–, other areas of the world have continued to grow and develop. The changing global context has important implications on the ways human beings organize their settings for everyday life –their residential environments and communal services, in particular– and on the necessity for supporting transitions to sustainable societies. The authors of this book approach the analysis of a number of aspects of urban sustainability from different perspectives, drawing attention to the need of promoting the necessary political, economic and socio-cultural changes to provide for sustainable urban communities. The book also provides insight into the vulnerabilities of urban contexts, resulting from rapid processes of urbanization, rising inequalities and environmental consequences of anthropogenic climate change. During the last 16 years, two presidents have been impeached and a third is serving a 12-year prison sentence for corruption. More than 100 other high-ranking politicians from 14 parties have been implicated in the ongoing corruption investigation known as Car Wash. The run-up to the presidential election next month has continued the political theater. The left-wing Workers’ Party had been poised to reclaim the presidency, which it held from 2003 until the 2016 impeachment of Dilma Rousseff. But two developments this month have flipped the odds. First, Jair Bolsonaro, the major candidate on the right, was stabbed Sept. 6 during a rally, landing him with an extended hospital stay and an unexpected boost in the polls as he enjoys national sympathy and free television airtime. Then on Tuesday, Luiz Inacio Lula da Silva, the convicted ex-president who had been staging a comeback from jail, was forced to pull out of the race, leaving the left in turmoil. The vote is Oct. 7.
