It aims to present an alternative perspective on the Ottoman military reform and its implications for the course of the imperial transformation. It hopes to contribute to the social history of Ottoman military reform through an investigation of the challenges the state faced as well as the motivations of political, military, economic, and social groups in opposing the new army. This period represented a moment of crisis of great magnitude for the Ottoman imperial center. However, in military and financial terms, it was also a moment of reconfiguration and restructuring of Ottoman state power. Constant contestation and continuous renegotiation of state power occurred between the state elites and various societal actors. These actors did not necessarily have a fixed position on military reform. In fact, the military reform measures were part of the bargaining process and both the state elites and different political actors shifted their positions depending on the circumstances. This study aims to provide an in-depth understanding of the causes of resistance by various groups such as the janissaries, local notables, and common people. It argues that their resistance shaped the possibilities of the Ottoman military reform by challenging the centralized, rationalized, disciplined, and bureaucratic new logic of the modern state.     The First “Little Mehmeds”: Conscripts for the Ottoman Army, - Veysel Şimşek* İlk Mehmetçikler Kimlerdi?: Osmanlı Ordusunun Neferleri, 1826-1853 Öz 1826 yılında Yeniçeri Ocağı’nı ortadan kaldıran ve yıllardan beri içerden ve dışardan siyasi ve askerî olarak otoritesi sürekli tehdit edilen Osmanlı merkezî hükü- meti, çareyi uzun yıllar boyunca silah altında tutulmak üzere toplanmış “başıbağlu” neferlerden oluşan Avrupa tipi bir ordu kurmakta bulmuştu. Osmanlı devleti, yeni kurduğu alayların artan asker ihtiyacını karşılamak üzere Müslüman köylüleri ve alt tabakadan gelen şehirlileri zorla askere aldı. Military failures made the social and economic problems worse. In this situation, alternative potentials in the empire appeared because of the increasing military needs of the central government and the provincial governors. By the way, general employment of the Albanian warriors who were famous with their courage and strength became possible.1 There were a lot of reasons for employing Albanian warriors with salary while there was Ottoman regular army corps, including janissaries and soldiers from the states. Governing problems, had existed in the states and land system after the defeat in Vienne at 1683, was one of these reasons. Also after the end of the conquering era, the castles and fortresses at the borderlines were built for defense and there were not a necessary number of soldiers in these buildings. This problem was tried to by employing the warriors with long- matchlock-guns from Bosnia, Herzegovina and Albania.2 During the time, the necessity of mercenary increased too much as seen in the example of the Ottoman army which established for pressing the Greek Revolt in 1821, was almost composed of the Albanian soldiers.3 There were historical reasons for choosing Albanian soldiers in the Balkans. A strong feudal-system had existed in the Albanian lands before the Ottoman rule. This social structure, which consisted of the local connections and obedience around the lords, continued by integrating, first, timar (fief) system after the Ottoman conquest in 1385 and then, devshirme system.

The country faces serious social, economic, and political challenges— particularly a deep division between supporters and opponents of the current gov- ernment and its more religious, nationalist, and populist agenda. The governing party has undermined checks and balances and consolidated power in a disturbing way, and has aggressively pursued its political agenda with little attempt to seek consensus or include stakeholders from across Turkey’s diverse society. In this environment, with formal politics relegated to relative insignificance by the majoritarianism of the current government, civil society becomes increasingly important. Civil society offers one of the few remaining checks—however weak— on government overreach. Civil society activists can help address pressing social problems and provide reservoirs of knowledge that can be tapped when political conditions improve. Participation in civil society groups can bridge Turkey’s deep ethnic, religious, and social divisions, and such activity has been shown to help reduce societal tensions and increase ethnic tolerance.

    ALEVIS AND THE TURKISH STATE The Alevi Opening, an attempt of the Justice and Development Party (AKP) to “solve” the Alevi “problem” through a series of workshops between the State officials and the Alevi community was completed in 2010. The two prominent Alevi Federations, however, are not satisfied with the “Opening” and do not see the “problem” as solved. Today 45 countries have been founded in the lands under the sovereignty of the Ottoman State, 31 countries under its authority and influence. The Ottoman State, being parallel to its continuously growing and following active policies in the world politics, continuously renovated itself. Contemporary and modern historians starts the stagnation of the Otoman State from late 16th century. Long lasting wars brought the corruption of economy along and the regression became inevitable when also added incompetence of the Statesmen. The most important factor in the stagnation of the Ottoman State became the change in the inheritance procedure. The corruption in the inheritance system became effective in the corruption of the army and navy. That there were great problems in Timarli Sipahis, taxes increased more and villagers fell into the hands of usurers churned agricultural system deeply and the people escaped leaving their villages. As a result, the State started the struggle to make reforms as of 17th century to eliminate emerging disorders. 17th century reforms made based on the power and violence couldn’t find much development opportunity. The most characteristic speciality of this term reforms is that they were made depending on persons. There wasn’t the effect of Europe in 119 renovations made and studies to bring the Ottoman State back to its previous powerful terms were made.
