Anita Judith Ogurlu 16 February 2016 2 Abstract This thesis examines the life and work of a little-known interwar period German writer Lilo Linke. Documenting individual and social evolution across three continents, her self-reflexive and autobiographical narratives are like conversations with readers in the hope of facilitating progressive change. With little tertiary education, as a self-fashioned practitioner prior to the emergence of cultural studies, Linke’s everyday experiences constitute ‘experiential learning’ (John Dewey). Rejecting her Nazi-leaning family, through ‘fortunate encounter[s]’ (Goethe) she became critical of Weimar and cultivated hope by imagining and working to become a better person, what Ernst Bloch called Vor-Schein. Linke’s ‘instinct of workmanship’, ‘parental bent’ and ‘idle curiosity’ was grounded in her inherent ‘spirit of insubordination’, terms borrowed from Thorstein Veblen.

National Symposium On The Aegean Islands, 2-3 July 2004, Gökçeada - Çanakkale OPENING SPEECH Ali KURUMAHMUT Prime Ministry of Navigation Counsellorship Marine Transportation General Manager The Aegean Sea lies between the Turkish and the Greek main lands, as well as between the Morea peninsular and the southwestern edges of the Anatolian coasts, with the extension of the islands of Çuha, Küçük Çuha, Girit, Kaşot, Kerpe and Rodos that constitute its outer natural boundaries. In terms of the geographical structure, the Aegean, a semi-closed sea, has geological and geo-morphological characteristics peculiar to itself: it has about 1800 islands, islets and rocks of various sorts, as well as a number of geographical formations, scattered al over the Sea. There is little wonder that all these characteristics make the Aegean Sea a special one. The Aegean dispute between Greece and Turkey has been complicated for a number of reasons: for instance, there are many islands in the Aegean that Turkey ceded to Greece through international treaties. And these islands lying in the natural extension of the Turkish mainland surround Anatolia from north to the south. But Athens makes claims of sovereignty over many islands, islets, and rocks though Ankara never ceded any of them to Greece officially. The most obvious and famous case would be the Kardak rocks crisis that erupted between Turkey and Greece at the beginning of 1996. These complications make the Aegean a sea that is of special importance among the seas of the world. It is possible to divide the Aegean Islands into five categories in terms of their geographical locations, geological and geo-morphological characteristics, the historical perspectives of the sovereign powers to which they belonged, the manner in which the sovereignty over them was determined through international treaties, as well as their importance for geo-political and strategic purposes.

The Ottoman-Russian joint naval expedition (1798-1800) to the Ionian Islands under the French occupation provides the framework for an examination of the Ottoman willingness to join the European system of alliance in the Napoleonic age which brought the victory against France in the Levant in the War of Second Coalition (1798-1802). Collections of the Ottoman Archives and Topkapı Palace Archives in Istanbul as well as various chronicles and treatises in Turkish supply most of the primary sources for this dissertation. Appendices, charts and maps are provided to make the findings on the expedition, finance and logistics more readable. The body of the dissertation is divided into nine chapters discussing in order the global setting and domestic situation prior to the forming of the second coalition, the Adriatic expedition, its financial and logistical aspects with the ensuing socio-economic problems in the Morea, the Sublime Porte’s relations with its protectorate – The Republic of Seven United Islands, and finally the post-war diplomacy.

    Phillip Williams THE SOUND AND THE FURY: CHRISTIAN PERSPECTIVES ON OTTOMAN NAVAL ORGANIZATION, 1590-1620 Self-perception offers a revealing insight into the nature and evo- lution of historical empires. Contemporary and later chroniclers were united in interpreting the period 1590-1620 as one in which disor- der and chaos characterized the Ottoman Empire. The period after 1590 was almost universally described as zaman-i ihtilal, meaning «a time of disorder» in the specific sense of the disturbance of a system. This was in contrast to previous eras, the time of «good order and regularity, of systematic arrangement» and «a time of maturity and perfection»1. Many Christian observers of the day believed the Otto- man Empire to be in decline, a perception that dovetailed with the outlook and preoccupations of nineteenth and twentieth century historians, concerned as they were with the rise and fall of empires2. Vidin County, as defined by the Ottoman Provincial Regulation of 1864, is the area that includes the districts of Vidin (the administrative center), ‛Adliye (modern-day Kula), Belgradcık (Belogradchik), Berkofça (Bergovitsa), İvraca (Vratsa), Rahova (Rahovo), and Lom (Lom), all of which are located in modern-day Bulgaria. My focus is mostly on the post-1864 period primarily due to the document utilized for this dissertation: the copy registers of the county administrative council in Vidin. Doing a close reading of these copy registers together with other primary and secondary sources this dissertation analyzes the politics of local administration in Vidin as a case study to understand the Ottoman governmentality in the second half of the nineteenth century. The main thesis of this study contends that the local inhabitants of Vidin effectively used the institutional framework of local administration ii in this period of transformation in order to devise strategies that served their interests. This work distances itself from an understanding of the nineteenth-century local politics as polarized between a dominating local government trying to impose unprecedented reforms designed at the imperial center on the one hand, and an oppressed but nevertheless resistant people, rebelling against the insensitive policies of the state on the other.

ABSTRACT The main focus of this study is to examine the modernization of the Ottoman navy during the reign of Sultan Abdülaziz, exploring naval administration, education, and technology. Giving a summary of the transformation of shipbuilding technologies and bureaucratic institutions of the Ottoman naval forces between 1808 and 1861, it analyses the structure of the Ottoman navy, its level of development in comparison to previous periods of time, and the condition of the vessels making up the naval fleet from 1861 to 1876. It also intends to evaluate the character of existing administrative structures at the outset of Abdülaziz’s reign in 1861 and the nature of subsequent changes, including structural reorganization of the Imperial Naval Arsenal, the Ministry of Marine, and the Naval Academy, as well as advancements in military training and seafaring; all within the context of the impact of these changes on the military, political, and economic condition of the Empire during the reign of Sultan Abdülaziz.
