Seizure of 27,115.3 grams of Marijuana and Arrest of 2 HVTs OOA 110530H December 2015, elements of PDEA RO1, CIDG-La Union, LU PPSC, LU PIB and Naguilian PS conducted anti-drug operation at Brgy. Bimmotobot, Naguilian, La Union which resulted to the arrest of Jefferson Bacasen y Parilla, 23 years old, single and a resident of Brgy. Diwangan, Bagulin, La Union and Filmer Punasen y Mapili, 19 years old, single and a resident of Brgy. Bayabas, San Gabriel, La Union. Confiscated during the operation were fourteen (14) pcs marijuana bricks and two (2) marijuana rolls weighing 27,115.3 grams and one (1) unit tricycle with Plate No. 6167ZC. Arrested suspects are now facing charges for violation of Sec 5, Article II of RA 9165 and now detained at Naguilian PS. b. Implementation of Multiple Search Warrant at Sitio Silungan, Bonuan Binloc, Dagupan City, Pangasinan The implementation of the multiple search warrants led to the dismantling of one (1) Shabu Tiangge and Two (2) Drug Dens and arrest of seventeen (17) High Value Targets which includes three (3) Linog Drug Group Members and one (1) Wanted List and the confiscation of Methamphetamine Hydrochloride also known as Shabu with a total weight of 342.9321 grams and several pieces of drug paraphernalia. c. Marijuana Eradication On 10 March 2015, JOINT elements of PDEA RO1, ISPAIDSOTG, ISPPSC, CIDG-1, RIU and Sugpon MPS proceeded to Sitio Kinbetngaw, Brgy. Banga, Sugpon, Ilocos Sur to conduct Marijuana Eradication Operations. Further, another marijuana eradication was conducted on February 20, 2016 in Brgy. Banga, Sugpon, Ilocos Sur which resulted to the arrest of one (1) cultivator namely Locinio Del-Amen @ Osias, 17 years old and the uprooting and destruction of thirty thousand (30,000) pcs fully grown marijuana plants and 1,150 grams of dried marijuana in three (3) plantation sites with an estimated land area of 3,000square meters with a DDB value of Six Million (6,000,000.00) pesos. Arrested cultivator is now facing charges for violation of Sec 16, Article II of RA 9165. Likewise, on February 24, 2016, another marijuana eradication was conducted at Sitio Palpalidan of Brgy. Sasaba and Sitio Bas-ungan, Sitio Sagingsing, and Sitio Saep of Brgy Sapdaan, Santol, La Union which resulted to the uprooting and destruction of forty nine thousand six hundred (49,600) pcs fully grown marijuana plants, 41,600 marijuana seedlings and 700 grams dried marijuana stalks in 16 plantation sites with an estimated land area of 7,182 square meters with a DDB value of Php11,671,500.00 pesos. d. Conduct of Two (2) Interdiction Operations Resulting to the Arrest of Ten (10) Drug Personalities and High Volume Seizure of Marijuana On February 21, 2016 at 04:40AM, joint elements of PDEA RO1 and Sudipen MPS conducted interdiction operation at Brgy. Ipet, Sudipen, La Union which resulted in the arrest of Jake Sudario y Coral, Lheor Angelo y Powel, Jhove l Ocampo y Espina, and Danilo Belanigue y Makiling, all residents of Talaba, Bacoor City, Cavite; Juvelyn Camile y Diaz and Ignacio Castro y Qiutiu, Darill Salonga y Apan, residents of Gen Tinio, Nueva Ecija; Libisto Buancey Danglay, 33 years old, married and Alex Sab-it y Bug-tong, both residents of Sagpat, Kibungan, Benguet. Confiscated were ten(10) bricks of suspected Marijuana Fruiting tops wrapped with cellophane and packaging tape weighing approximately twenty(20) kilograms, One(1) piece plastic sachet containing suspected shabu, Gray Toyota Tamarraw FX bearing Plate No. WDT 102 and cash money amounting to sixty six thousand nine hundred eighty pesos (P66, 980.00). Arrested suspects are nox facing charges for violation of Sec 11, Article II of RA 9165 and presently detained at BJMP Balaoan. e. Interdiction On February 10, 2016, elements of PDEA RO1 and Santol PS conducted interdiction operation at Brgy. Corro-oy, Santol, La Union which resulted to the arrest of Noelezar Molina y Turreda and the confiscation of 105,626.4 grams of marijuana in rolls and one (1) Toyota Altera with Plate No. VEK 161. Arrested suspect is now facing charges for violation of Sec 5, Article II of RA 9165 and presently detained at BJMP Balaoan. e. OPLAN LOVE TRIANGLE On February 12-16, 2016, joint elements of this office, 81IB 71ID, PA; RPSB-1, PPSC La Union, PAIDSOTG, Santol PS and Sugpon PS conducted Marijuana Eradication at Brgy. Licungan, and Brgy. Caoayan (Sitio Nava and Sitio Nagawa) both in Sugpon, Ilocos Sur. As a result, a total of thirty two (32) marijuana plantation sites were eradicated with an approximate land area of 24,975 sq. meters containing 162,895 pcs fully grown marijuana plants, 200 pcs MJ seedlings, 730,000 grams dried marijuana and 170 grams marijuana seeds were eradicated with a DDB value amounting to Fifty Million Eight Hundred Forty Nine Thousand Two Hundred Fifty (50,849,250.00) pesos. f. Arrests of Three Drug Group Members OOA March 15, 2016 at 3:00 PM, elements of PDEA RO1 LUSET and Agoo PS conducted buy-bust operation in Brgy. San Pedro, Agoo, La Union which resulted in the arrest of Gaem Alindao y Difutorum a.k.a. Jay Rodriguez (Ikong Magarde Drug Group Member), 38 years old, married, tricycle driver and a resident of Brgy. San Agustin Sur, Agoo, La Union. Confiscated during the operation were three (3) heat- sealed transparent plastic sachets containing suspected shabu weighing MOL 1.5 grams and the buy-bust money worth Php 500.00 and six (6) pcs boodle money worth Php 3,000.00. Arrested suspect is now facing charges for violation violation of Sec 5 and Sec 11, Art II of RA 9165 and detained at BJMP, Agoo, La Union. OOA March 15, 2016 at 8:50 PM, elements of PDEA RO1 Pangasinan SET conducted buy-bust operation in Brgy. Herrero Perez., Perez Blvd., Dagupan City, Pangasinan which resulted in the arrest of Arnold Caasi y Melecio (Alikan Drug Group Member), 34 years old, married, tricycle driver and a resident of Brgy. Nueva Rivera, Dagupan City, Pangasinan. Confiscated during the operation was one (1) heat-sealed transparent plastic sachet containing suspected shabu weighing MOL 0.5 grams and the buy- bust money worth Php 1,000.00. Arrested suspect is now facing charges for violation violation of Sec 5, Art II of RA 9165 and detained at BJMP, Dagupan City, Pangasinan. March 22, 2016 at 11:00PM, elements of this office conducted buybust operation at Sitio Silungan, Bonuan Binloc, Dagupan City, Pangasinan which resulted in the arrest Mitto Liabres y Borleo @Pipoy (Member, Linog Drug Group), 20 years old, single and a resident of the said place. Confiscated during the operation were one (1) heat-sealed transparent plastic sachet containing suspected shabu weighing MOL 0.3 gram and buy-bust money worth Php 500.00. Arrested suspect is now facing charges for violation violation of Sec 5, Art II of RA 9165 and detained at BJMP, Dagupan City, Pangasinan. g. Neutralization of a Drug Den Maintainer and Arrest of Four (4) Drug Personalities OOA March 18, 2016 at 8:00 AM, joint elements of this office, LUPPSC and Agoo PS implemented Search Warrant No. 17-2016 issued by Hon Judge Romeo M Atillo Jr., RTC Branch 31, Agoo, La Union at Brgy San Nicolas Central, Agoo, La Union which resulted in the arrest of Rommel Alabanza y Estareja (Drug Den Maintener), 31 years old, married and unemployed and Romina Alabanza y Estareja @Liobelle, 35 years old, single and unemployed both residents of Brgy. San Nicolas Central, Agoo, La Union; Arlene Viduya y Cabarles, 33 years old, single and unemployed and a resident of Brgy. Consolacion, Agoo, La Union, Marlon Nardo y Balagot, 18 years old, single, unemployed and a resident of Brgy. San Vicente Sur, Agoo, La Union and Marlon Ofilada y Perez, 32 years old, single, unemployed and a resident of Brgy. San Antonio, Agoo, La Union. Confiscated during the operation were two (2) heat sealed transparent plastic sachets containing suspected shabu weighing MOL 2 grams and one (1) piece improvised glass tube pipe. Arrested suspects are now facing charges for violation violation of Sec 6, 7, 11, 12 & 15, Art II of RA 9165 and detained at Agoo Police Station. h. Arrests of Two Wanted Persons on Ma OOA March 2, 2016 at 1:00 PM, joint elements of PDEA RO1, Ilocos Sur CIDG and Santa Maria PS arrested Delbert Fetalvero y Pugal, 36 years old, married, unemployed and a resident of Brgy. Poblacion, Santa Maria, Ilocos Sur by virtue of Warrant of Arrest issued by Hon. Judge Mario Anacleto M. Bañez, Acting Presiding Judge of RTC, Br. 21, Vigan City, Ilocos Sur for the case of violation of Sec 11, Article II of RA 9165 with Criminal Case No. 7876-V- 2016 dated February 11, 2016 with recommended bail bond for his temporary liberty amounting to Php 200, 000.00. On March 2, 2016 at 1:00 PM, joint elements of PDEA RO1, Ilocos Sur CIDG and Vigan City PS arrested Richmond Utanes y Nisco, 18 years old, single, unemployed and a resident of Brgy. Capangpangan, Vigan City, Ilocos Sur by virtue of Warrant of Arrest issued by Hon. Judge Mario Anacleto M. Bañez, Acting Presiding Judge of RTC, Br. 21, Vigan City, Ilocos Sur for the case of violation of Sec 11, Article II of RA 9165 with Criminal Case No.

Ancheta2 Instructor I, Mariano Marcos State University, College of Teacher Education, Laboratory High School, Laoag City Associate Professor IV, Mariano Marcos State University, College of Industrial Technology, Laoag City [email protected] Abstract: This study focused on the historical and axiological relevance of the Basi Revolt of 1807. This historical research employed archival work method in gathering and collecting data necessary to the topic being studied. Since most of the documents were written in Spanish, the researcher sought the help and assistance of an accredited Spanish interpreter/translator. The voluminous data gathered were grouped, sorted out and dealt with according to the precipitating events, the phases of the revolt, the aftermath of the revolt, the key players, the causes of the revolts in general and the historical and axiological relevance of the Basi Revolt. Archival documents were carefully studied and analysed and therefrom, themes and sub-themes were drawn out and presented in narrative forms. The humble lives the Ilocanos lived during the Spanish occupation in the Philippines changed when the Spanish authorities imposed monopoly to their products, the basi and tobacco. The Ilocanos fought bravely against the Spaniards. They suffered from great pain, trials, and torture brought about by the brutality and viciousness of the Spaniards. The heroism and sacrifices of the Ilocanos proved that they are worthy of a niche. The Ilocanos today pay tribute to the indomitable courage which was the Basi Revolt.

It examines the identity and motivations of the thousands of soldiers who joined Simón de Anda’s army that mobilized against the British invaders, as well the Indigenous people who rose up in rebellion in the provinces to the north of Manila during this period, in order to preserve Spanish colonial rule. It also considers the nature of infidelity to Spain in the occupied Philippines. This paper argues that, in a large part due to the cohesiveness of Catholicism among converted Indians, the Spanish empire in the Philippines proved remarkably resilient under the pressure of invasion and occupation.

Ocay, Ph.D. (Cand.) Silliman University Dumaguete City and Macquarie University, Australia INTRODUCTION The history of the Philippines is characterized by the dialectic of domination and resistance ─domination by powers from without and resistance by forces from within. This theme defines the main objective of this paper: to present the history of domination and resistance in the Philippine from the pre-Hispanic to the Spanish and American period. Methodologically, I begin my presentation with an inquiry into the basic socio- economic and political structure of the pre-Hispanic Philippine society. This is followed by a discussion on how the Spanish colonialists transformed this primitive society into a feudal one, with emphasis on the forms of domination the Spanish used to quell the recalcitrant Filipinos on the one hand and on the form of resistance the Filipinos took as a response to this pressure on the other. The third and last section presents a discussion on how the intervention of the Americans from 1898 until 1946 had aborted the progressive development of Filipino critical consciousness that climaxed towards the end of the Spanish regime. However, I will also present how this critical consciousness, which served as the raison d’être of the recurring revolts during the Spanish regime, survived and continued to become the major force that opposed American domination.
