During the first day, both Admin-Technical and Drug Enforcement Officers participated in the Interpersonnel Funshoot at the Star Shooter’s Firing Range and partook in the 4 Stages/Strings namely: Static Shooting, Balloon Popping, the Director’s Course and Cardo Dalisay Stage. While on August 15, 2019, a Beauty, Health and Wellness Program in partnership with the Technical Education and Skills Development Authority (TESDA) was conducted as a reward to the hardworking personnel. Services rendered were body massage, foot spa, pedicure, manicure and ear candling. A Command Conference concluded the two- day celebration. Balay Silangan opens in Caba, La Union Anothers Reformation Center stands in La Union. On August 22, 2019 Incoming Deputy Director General for Administration DDGA Ricardo S. Santiago, Director Bryan B Babang, Governor Emmanuel “Pacoy” Ortega, Mayor Philip Caesar Crispino, Atty Marvin O Tavares, Provincial Officer Darnel L Bacate formally opened Balay Silangan- Caba The Honorable Philip Caesar Crispino, the good mayor of Caba, opened the program then welcomed all the guests and reiterated his support on our war against illegal drugs. PECIS Officer Harold A. Lising then gave a short briefing on how the Balay Silangan Program works followed by a speech by Governor Emmanuel “Pacoy” Ortega who congratulated the municipality on a job well done and pledged continuous support on the war on illegal drugs. While Director Bryan B. Babang narrated the introduction of Director General for Administration Ricardo S. Santiago followed by a speech by DDGA Ricardo S. Santiago who congratulated the Municipality on their successful implementation of DDB Board Resolution 2 series of 2018. He also reiterated on the continuous war of the agency against Illegal drugs and the need for such centers to help on the harm reduction efforts of the agency. Balay Silangan opens in Caba, La Union The clients in the Reformation Center will undergo thru the Morale Recovery Program mandated by PDEA Regional Office I. The clients shall undergo Barangay Peacekeeping Action Team (BPAT) training conducted by the local PNP, Basic Firefighting Training conducted by the local BFP and Basic Life Support Training and Rescue Techniques to be conducted by the local MDRRMO. Afterwhich they will have On the Job trainings with the before mentioned offices. This will hopefully address their low esteem as they become members of the local Police and Rescue Volunteer Group. Instantly uplifting their morale by becoming helpful citizens of the municipality, making them heroes on their own right. Lastly, with the program set by the municipality not only will it reform their clients but also would address their problems with unemployment. It is also notable that all of this programs works on the main essence of Balay Silangan which is “Volunteerism”. Partnerships with Local Government Units strengthened through courtesy visits The Philippine Drug Enforcement Agency ROI through its Provincial Offices conducted series of courtesy visits to different Local Chief Executives in the four provinces of Region I. Courtesy visits aimed to assist the Municipal Urdaneta City, Pangasinan San Quintin, Pangasinan Anti-Drug Abuse Councils (MADACs) in the implementation of their Barangay Drug Clearing Program, particularly on their Requirement Submission. Presentation of Balay Silangan Establishment as part of the BDCP was also done to town executives. Luna, La Union Sudipen, La Union MADAC Chairmen expressed support to the government’s campaign against illegal drugs and some committed their Evacuation Centers to be used for Balay Silangan. Sarrat, Ilocos Norte Bangui, Ilocos Norte Narvacan, Ilcoos Sur Laoag, Ilocos Norte Pagudpud, Ilocos Norte Piddig, Ilocos Norte Vigan City, Ilcoos Sur Caravan targeting youth and barangay chief executives conducted Relative to the intensified Campaign against Illegal Drugs, this Office through the Preventive Education and Community Involvement Section (PECIS), Ilocos Norte Provincial Office (INPO) and the Ilocos Norte Crime Busters Incorporation conducted a three- day Caravan on Drug Abuse Prevention and Control and Barangay Drug Clearing Program in the Municipalities of Marcos, Pinili and Badoc of Ilocos Norte Province on August 28-30, 2019. Said activity aims to broaden anti-illegal drug campaign and strengthen advocates in schools and communities; to encourage school- and community generated responses to drug problem situations specifically on drug abuse; to impart the ill-effects of substance abuse and dependence; to highlight best practices of youth groups and networks in the intensified campaigns and initiatives in combating drug dependence; and to fasten the Barangay Drug Clearing Program in the province of Ilocos Norte. The Caravan started through a Memorandum of Agreement between PDEA ROI and the Ilocos Norte Crime Busters, Inc, followed by a Courtesy Visit to Marcos, Ilocos Norte Mayor. Anti-drug symposium, film viewing, open forum and comics distribution were done in selected National High Schools while a Seminar on Barangay Drug Clearing Program for Barangay Anti-Drug Abuse Council (BADAC) members were conducted during the second and the last day. .
