Background: In Indonesia, malaria incidence is at a high rate despite maximum preventive efforts. Therefore, this study aims to determine the possibility of a Plasmodium reservoir among domestic animals in malaria-endemic areas. Methods: Animal blood was collected using EDTA tubes, then smeared and stained with Giemsa for Plasmodium microscopic identification. About 10 µl of blood was dropped on to a filter paper to capture Plasmodium DNA. Nested PCR was used for parasite molecular detection, while Plasmodium species were identified using the sequenced DNA. Results: A total of 208 and 62 animal blood samples were collected from Gaura village, West Sumba and Fakfak village, West Papua, Indonesia respectively. -

Local Elections and Autonomy in Papua and Aceh: M itigating or Fueling Secessionism? Marcus Mietzner1 Since the 1960s, scholars of separatism have debated the impact of regional autonomy policies and general democratization measures on the strength of secessionist movements in conflict-prone areas. In this heated academic discussion, supporters and critics of political decentralization advanced highly divergent arguments and case studies. On the one hand, numerous authors have identified regional autonomy and expanded democratic rights as effective instruments to settle differences between regions with secessionist tendencies and their central governments.2 In their view, regional autonomy has the potential to address and ultimately eliminate anti-centralist sentiments in local communities by involving them more deeply in political decision-making and economic resource distribution. Melanesian Journal of Theology 28-1 (2012) MANSINAM: CENTRE OF PILGRIMAGE, UNITY, AND POLARISATION IN WEST PAPUA1 Uwe Hummel Dr Uwe Hummel is a pastor of the Evangelical-Lutheran church, and, since April, 2010, has served as Lecturer in Theology at the Lutheran Highlands Seminary in Ogelbeng, near Mt Hagen Papua New Guinea. In previous years, he served as Coordinator of the German West Papua Netzwerk (2004-2009), and as Asia Secretary of the United Evangelical Mission (2007-2010). INTRODUCTION Annually, on February 5, especially in every round fifth year, thousands of pilgrims populate the tiny island of Mansinam in the Dorehri Bay in the Regency of Manokwari, West Papua, Indonesia. While the mainly Protestant Christians commemorate the arrival of the first missionaries in 1855, the local hotel industry has its peak season. Coming from Manokwari town on the mainland – some having travelled from neighbouring Papua New Guinea,2 or farther abroad – the pilgrims reach Mansinam by traditional canoe in less than 30 minutes. Abstracts The existence of adat (customary law) in Indonesia becomes a source of value for the survival of the nation. Each region in Indonesia has different adat that can be used as a reference for the form of governmental system in Indonesia. The 1945 Constitution has recognized the existence of adat government that consisting of various forms of adat that have been adopted long before the 1945 Constitution existed. The existence of adat cannot be separated from national and Islamic values. This research was conducted to find out form of adat institution in Aceh and how the integration of such adat governance in local government system based into national law. Thus, to achieve the objectives, this study was conducted by normative juridical research method with historical approach and comparison with other indigenous peoples in Indonesia. Keywords: constitution; adat government; Aceh INTRODUCTION Adat (custom) in Indonesia is an integral part of the national constitutional system. Adat became the forerunner of the existence of this state since the character of the nation is formed from customs that have been built by each region. Adat in every region in Indonesia varies, usually in accordance with the values left by the ancestors in the region. -

CHAPTER ONE On the Limits of Indonesia ON July 2, 1998, a little over a month after the resignation of Indonesia’s President Suharto, two young men climbed to the top of a water tower in the heart of Biak City and raised the Morning Star flag. Along with similar flags flown in municipalities throughout the Indonesian province of Irian Jaya, the flag raised in the capital of Biak-Numfor signaled a demand for the political independence of West Papua, an imagined nation comprising the western half of New Guinea, a resource-rich territory just short of Indonesia’s east- ernmost frontier. During the thirty-two years that Suharto held office, ruling through a combination of patronage, terror, and manufactured consent, the military had little patience for such demonstrations. The flags raised by Pap- uan separatists never flew for long; they were lowered by soldiers who shot “security disrupters” on sight.1 Undertaken at the dawn of Indonesia’s new era reformasi (era of reform), the Biak flag raising lasted for four days. By noon of the first day, a large crowd of supporters had gathered under the water tower, where they listened to speeches and prayers, and sang and danced to Papuan nationalist songs. By afternoon, their numbers had grown to the point where they were able to repulse an attack by the regency police, who stormed the site in an effort to take down the flag. Over the next three days, the protesters managed to seal off a dozen square blocks of the city, creating a small zone of West Papuan sovereignty adjoining the regency’s main market and port. -

U.S. Department of State, April 2000 Introduction The US Government continues its commitment to use all tools necessary—including international diplomacy, law enforcement, intelligence collection and sharing, and military force—to counter current terrorist threats and hold terrorists accountable for past actions. Terrorists seek refuge in “swamps” where government control is weak or governments are sympathetic. We seek to drain these swamps. Through international and domestic legislation and strengthened law enforcement, the United States seeks to limit the room in which terrorists can move, plan, raise funds, and operate. Our goal is to eliminate terrorist safehavens, dry up their sources of revenue, break up their cells, disrupt their movements, and criminalize their behavior. We work closely with other countries to increase international political will to limit all aspects of terrorists’ efforts. US counterterrorist policies are tailored to combat what we believe to be the shifting trends in terrorism. One trend is the shift from well-organized, localized groups supported by state sponsors to loosely organized, international networks of terrorists. Such a network supported the failed attempt to smuggle explosives material and detonating devices into Seattle in December. With the decrease of state funding, these loosely networked individuals and groups have turned increasingly to other sources of funding, including private sponsorship, narcotrafficking, crime, and illegal trade. This shift parallels a change from primarily politically motivated terrorism to terrorism that is more religiously or ideologically motivated. Another trend is the shift eastward of the locus of terrorism from the Middle East to South Asia, specifically Afghanistan. As most Middle Eastern governments have strengthened their counterterrorist response, terrorists and their organizations have sought safehaven in areas where they can operate with impunity. -
