MarineTerminal LLCr Pier 400, Berth408 Project(the "Pier 400 Project")that includesa new pipelinesystem that ties into alreadyexisting pipelines,a deep-watermarine dock designedto acoommodatelarge ocean-going crude oil tankers,and a storage faoility with capacityto houseabout four million barrelsof oil.

The LAEDC supportsthe proposedproject because it would significantlyimprove Southern California's oit import capacityto receivecrude oil from aroundthe world, help SouthemCalifornia meet its growingenergy demands, and would add newjobs and help keepour economyhealthy and growing,while proteotingthe air and harbor environmentin a waythat goesbeyond the standardsset by the Portoflos Angeles'Clean Air ActionPlan.

The potentialone-time economic gains from the Pier 400 Projectto our economyare striking. The project is estimatedto cost$543 million, and would generatean^estimated 6,300 full-time, one yearjobs with wagesof more than$51E million overthe constructionofthe project.'The constmctionphase of tlrenew terminal would generate a one-timetax gain of approximately$53 million in stateand local taxes,and about$6 million annuallyongoing thereafter.'Both thejob numbersand boostin tax revenueare especially important as our regioncontinues to suffer throughan economicdownturn and as the Stateand local governments face escalating budget deficits.

The long-termeconomic implications of the Pier 400 Projectare also profound.In fact, the projectmay prcve significantto protectingour region'seconomic security. Historically, Los Angelesbasin refineries have reseived theircrude oil from two sources:California and Alaska. Unfortunately, these sources ofcrude arerapidly declining. To keepour economygrowing, Los Angelesbasin refineries must be ableto receiveoil fiom newsources around the world. This requiresthe constructjonof facilities like Pier 400 capableof accommodatingoil tankersiiom diverseinternational sources, storage fasilities with capacityto storemi ionsofgallons ofcrude oil, andadditional pipelinesto transferthe oil to local refineries.With the Pier 400 Project,we believeLos Angelesbasin refineries will be well-positionedto meet our region'sprojected demand for enerry and betterequipped to producethe productsnecessary to sustainour economyand quality of life.

In additionto thesignificant potential one-time and'long-term economic andjob impaots resulting from this project, Pier 400 representsan extremelywell-designed and environmentallyfriendly port infrastructurefacility. The projectis locatedin the southernmost portion ofthe Port which minimizesthe distanceand time shipsmust travel within the Port. The facility is designedto allow rapid oargooffloading to reducethe amountof time a vessel remainsdocked in port,and all vesselswill be mandatedto useslow steaming while approachingthe Port.The Pier 400 Projectdevelopment plan calls for phasing-inthe useof low sulfirrfuels and oold ironing whichwould greatly improveoverall air qualityin the surroundingcommunities, as well asutilization of high-capacityelectric-powered shore-sidepumps, which wouldassure maximum offloading rates and reduce fuel usageand emissions.

In sum,we believePier 400 is criticalto lhe Portof Los Angeles'Master Plan to bring its facilitiesinto the modern ageand ensurethat our port facilitiescontinue on the pathto creatingthe greenestports in the nation,while also supportingshort- and long-termeconomic andjob growfh.For theabove reasons, the LAEDC stronglysupports the PacificL.A. MarineTerminal LLC Pier400. Berth 408 Proiect.
