APPEARANCE The building is a combination of Classical Revival and California Bungalow style architectures• It displays good proportions with a strongly linear sheltering roof line along the longitudinal axis, anchored on either side at the center by gabled brick masonry piers with arched windows subtly accentuating the transverse axis. The gabled tile roof presents its expanse parallel to the railroad track and hovers on fluted columns repeated along its eave line on either side of the center piers The brick work and carpentry are well executed and their detailing lends relief and interest to the whole mass. The building gives a sens* of shelter at once both open and closed. It has a strong cohesive facac paralleling the railroad platform. A deeply gabled and open-end facade facing the street crossing acts as a secondary approach for automobile and pedestrian traffic. A large City identification sign and a l^ch^room advertisement ex­ rn tended approximately half the length of the ridge line. Decorative rn urns were placed on either side atop the gabled masonry piers. All are gone. The Lynwood Depot stands abandoned and vandalized at present. CO It has been used as a Bus Depot, Taxi Stand, Lunch Stand and Commercial H Typing Schaol. These operations altered the building slightly but tttdf hot change its overall appearance or plan. It has withstood the ravages of weather and physical abuse in spite of its highly public exposure. It has survived the devastating Long Beach earthquake of 19339 neglect and vandalism and stands as evidence of a part of greater Los Angeles history and Southern California heritage. It bears invaluable testimony to the cultural identity of Lynwood and is a symbolic landmark in a time of change when all too often the foundations of the past are forgotten and lost forever. The building exemplifies native regional architecture of the time and can be said to enjoy the best influences from Greene and Greene and their Southern California Bungalow style and Bernard Maybeck and his Bay Area Neo-Classical expression. The architect is unknown, but he was aware of and sensitive to the work of these masters, undoubtedly. The spatial continuity of the building is contradicted in a sense by the marriage of these opposite styles. Its success lies in the nineteenth cen­ tury practice of romanticizing human experience: the intellect of clas­ sicism on the one hand and the intuition of naturalism on the other; both of which exaggerated human emotion. None of the other known stations exhibited this grasp of architectural expression and are uninteresting, unimaginative utilitarian structures in comparison. The style of the Lynwood station is unique in that it apparently was never repeated and had no precedent in the Pacific Electric System for its design. Lynwood1 s history was tied to open land, beginning with the Rancho San Antonio of Antonia Maria Lugo and still bears reference to this heri­ tage in name and deeded title. Dividing of the land among subsequent heirs and unrelated purchasers still maintained its agrarian use and so it was found when the Pacific Electric Railway built a line between Los Angeles and Santa Ana in 190£ passing through what is the center of pres­ ent day Lynwood. Ranching had given way to farming and the railway line traversed beet fields which it served in hauling their yiald south to a sugar refinery in Santa Ana. The railway attracted new residents and stimulated land de­ velopment. The subdivision failed to develop because of failure to connect a right of way with adjacent communities and later was absorbed in a new subdivision formed in 1913 under the Lynwood Company. Thus what was to be the city begun with an active sales promotion in Los Angeles newspapers known as "The New Half-Way City" (between Los Angeles and Long Beach), bringing in potential buyers by excursion bus, rail and car. In 1921 the city incorpo­ rated having become an active community along the railroad right of way. The Pacific Electric Railway was financed with Southern Pacific Railroad money loaned to Henry Huntington to build it. In 1910, the Pacific Electric sold all of its holdings to the Southern Pacific. The following year some 63 electric railway lines, including the old Pacific Electric Railway, merged to form the Pacific Electric System which the Southern Pacific operated as a subsidiary. When Henry E. Huntington formed the Pacific Electric Railway in 1901 he also established the Pacific Electric Land Company to develop Huntington properties and growing communities.

LTK Engineering Services n overview is presented of an integrated approach to operational and safety issues when A designing a DC traction electrification system (TES) for modern light rail and streetcar systems. First, the human body electrical circuit model is developed, and tolerable step and touch potentials derived from IEEE Standard 80 are defined. Touch voltages that are commonly present around the rails, at station platforms, at traction power substations are identified and analyzed. Operational and safety topics discussed include • Applicable codes and standards for electrical safety; • Traction power substation (TPS) grounding; • Detection of ground faults; • DC protective relaying schemes including rail-to-earth voltage sensing and nuisance tripping, and transfer tripping of adjacent substations; • TES system surge protection; • Electromagnetic and induced voltage problems that could cause disturbances in the signaling system; • DC stray currents that can cause corrosion and damage to the negative return system, underground utilities, telecommunication cables, and other metallic structures; and • Emergency shutdown trip stations (ETS). To ensure safety of the project personnel and the public, extensive testing and proper and safe equipment operation, are required. The testing includes factory testing of the DC protection system, first article inspection of critical TES components, inspection and field testing during commissioning. In addition, safety certification must be accomplished before the TES system is energized and put into operation. INTRODUCTION AND OVERVIEW The TES for a typical modern light rail or street car system includes an overhead contact system (OCS), traction power substations and feeder cables, together with associated substation protective devices, and may include supervisory control and data acquisition.

    EXHIBITD SCOPE OF DEVELOPMENT I. General Overview All capitalized terms not defined herein shall have the meanings set forth in the Ground Lease (Stadium Disposition and Development Agreement (Stadium Lease) entered into by and between the City of Santa Clara, a municipal corporation (the "City"), as ground lessor, and Santa Clara Stadium Authority, a joint exercise of powers entity, created through Government Code Section 6500 et seq. ("Lessee") as ground lessee, to which this Scope of Development is attached and made a part thereof. The proposed project consists of the design, construction and installation of: (a) on the Stadium Site, (i) an outdoor stadium suitable for NFL Games containing approximately 1.85 million square feet, and with a permanent seating capacity of up to approximately 68,500 seats, including all suite, club and general admission seating (with the possibility for expansion to approximately 75,000 seats for larger events such as an NFL Super Bowls) (the "Stadium"), (ii) a plaza surrounding the Stadium that provides a physical and visual transition from the offsite area to the Stadium Site, and (iii) building systems, utilities, infrastructure and other improvements for the Stadium Site (together with the Stadium, collectively, the "Stadium Project"); and (b) in the vicinity of the Stadium Site several infrastructure projects to facilitate the operation of the Stadium, generally described below (the "Ancillary Improvements"), all of which shall be consistent with the Schematic Design Drawings. II. Stadium Structure The Stadium structure will be designed using structural steel and concrete elements with portions of the exterior enclosed by metal panels and glass.

Box 532711 Los Ange les, California 90053-2325 Dear Colonel Toy: This letter transmits the Clean Water Act (CWA) jurisdictional determination for the Los Angeles River. On August 17, 2008, EPA's Assistant Administrator for Water designated the Los Angeles River as a "Special Case" as defined by the EPA-Corps 1989 Memorandum ofAgreement (MOA) regarding coordination on matters ofgeographic jurisdiction. Pursuant to the MOA, designation ofthe "Special Case" made EPA responsib le for determining the extent to which the Los Angeles River was protected as a "water ofthe United States." Specifically, EPA analyzed the river's status as a "Traditional Navigable Water," one ofseveral categories ofjurisdictional waters under the Act. We conclude that the mainstem ofthe Los Angeles River is a "Traditional Navigable Water" from its origins at the confluence of Arroyo Calabasas and Bell Creek to San Pedro Bay at the Pacific Ocean, a distance of approximately 51 miles . In reaching this conclusion, Region 9 and Headquarters staffconsidered a number offactors, including the ability ofthe Los Angeles River under current conditions offlow and depth to support navigation by watercraft; the history ofnavigation by watercraft on the river; the current commercial and recreational uses of the river; and plans for future
