COMMUNICATING STRATEGICALLY: PUBLIC RELATIONS AND ORGANISATIONAL LEGITIMACY A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy at the University of Waikato by Michèle A. Schoenberger-Orgad __________________ University of Waikato 2007 Abstract This thesis aims to facilitate an understanding of some of the critical debates in public relations theory and practice. It joins others in contributing to a shift from a functional systems-based public relations paradigm to one where public relations is transparently seen as playing a role in shaping democracy in a global society. The research analyses NATO’s communication operations in the Kosovo Campaign against the Federal Republic of Yugoslavia, examining the case from a number of different perspectives. The thesis contributes to the body of knowledge of public relations practices and how, in this case, they were used to inform and persuade publics of the moral cause of a bombing mission to achieve specific strategic organisational and communication goals. Further, it contextualises the case of NATO as an organisation facing a crisis in legitimacy following the end of the Cold War. It demonstrates how the Kosovo Campaign provided a vehicle to transform NATO’s identity while retaining military capabilities, to make the organisation relevant to the global demands of the 21st century. In this way, NATO could claim a “unique self” and maintain its credibility and relevance. The thesis argues that NATO’s public relations campaign was successful in maintaining both credibility and popular support for a 78-day bombing campaign within the 19 nations of the Alliance. The campaign allowed NATO to claim that it was the only organisation that could provide i security and stability, as well as be the main bulwark of the defence of Western values in a rapidly globalising and changing world. Moreover, by framing the Kosovo air campaign as a humanitarian intervention, NATO was not only able to legitimise its actions but transform its military might with an acceptable human face in order to achieve its broader ideological goals in Europe. This thesis demonstrates how military interventions on behalf of powerful interests can be legitimised if the appropriate public relations framework is used and acceptable communication strategies employed. It suggests how citizens of democratic countries can be led to support decision-makers who present themselves as acting altruistically even when their actions may be self-interested. ii Acknowledgements It is with deep gratitude, I acknowledge the help and support of my supervisors and colleagues, Professor Juliet Roper and Professor David McKie. The Kosovo Verification Mission was a big challenge for the OSCE - the most difficult operational task that it has had to deal with since its founding. Linked to this Mission was the hope for a peaceful solution of the Kosovo conflict. Did it have any chance at all of meeting the expectations attached to it? Was the use of military force in the final analysis inevitable in order to prevent a humanitarian catastrophe? This article undertakes to provide answers to these questions. Of course it represents no more than an initial effort, written mainly from an OSCE per- spective. There must be further studies if we are to have a full picture of the development of this conflict. The Holbrooke-Milošević Agreement Background For a long time the Kosovo conflict stood in the shadow of the war in Bos- nia-Herzegovina. It was not dealt with in the Dayton Peace Agreement of 14 December 1995 because at that time it was not yet so virulent, no quick solu- tion seemed possible and any attempt at one would have put at risk the urgent ending of the Bosnian war. Resistance on the part of the Kosovo Albanians against Serbia's policy of op- pression, for a long time peaceful, had enjoyed no success. At the beginning of 1998, the "Kosovo Liberation Army" (KLA, also known as UCK) began to carry out attacks against Serbian security forces and civilians and against Al- banian "collaborators".

It outlines the process which resulted in the failure of negotiations involving outside agencies and individuals as well as the recourse to air strikes against the Federal Republic of Yugoslavia. Using primary sourced material from the International Criminal Tribunal for the Former Yugoslavia, personal interviews and other carefully selected primary sources, this thesis explores why international attempts to find a negotiated solution failed. iv Acknowledgements Numerous people have assisted in the completion of this thesis. Annotation The OSCE Kosovo Verification mission (KVM) was established in October 1998, in order to verify the compliance with the UN Security Council Resolutions relevant to the Kosovo conflict. The breakdown of the peace process in March 1999, lead to the withdrawal of the mission and painted it as a failure. It is surprising, how many authors speak about a failure of the KVM, while giving no reasonable argumentation. This study will try to show, that this negative assessment is largely a product of misinterpretation of the KVM´s mandate and misunderstanding of the very purpose of verification (observation) missions. It was not the task of the KVM to prevent the ceasefire violations, neither to provide a peaceful solution to the conflict. It was to verify (observe) the compliance with the UN Security Council Resolutions. Verification (observation) missions do not seek any concrete achievements (mission goals; as e.g. peacekeeping or peace enforcement missions), their “goal” is their performance.

The methodology that is used to assess the primary question (What is the impact of globalization on war?) involves the utilisation of one manifestation of globalization - the CNN effect - that is operationalised to assess one area of potential impact - Western foreign policy during the Kosovo civil war. Most of them 1 spend the money quickly on high visibility projects with few long-term positive consequences. That has happened many times, sometimes even in the presence of the best of intentions. Indeed, it is so common that a term has arisen to describe it: the natural resource curse. Sometimes this happens because governments assume that the money will always be coming in and thus fail to save enough for when the oil runs out or prices fall: unfortunately, even the countries that say they are going to save the oil revenue end up not doing it, because it is so tempting just to spend. And sometimes it happens because governments try to monopolize the earnings rather than include individual citizens and private markets as players.
